
PMK must file affidavit for peaceful conduct of Vanniyar youth conference: Madras High Court
The Madras High Court has directed the president of the Pattali Makkal Katchi (PMK) to submit an affidavit to the Inspector General of Police (North Zone), undertaking to comply with all conditions imposed by the court and police for conducting the Chithirai Full Moon Vanniyar Youth Conference near Mahabalipuram on Sunday (May 11, 2025).
A Division Bench of Justices N. Mala and G. Arul Murugan issued the direction due to the large-scale violence reported during a similar conference held in 2013. The judges also directed the IGP (North Zone) to monitor the event and ensure that the conference is conducted strictly in accordance with the undertaking given by the party leader.
The orders were passed while disposing of a public interest litigation (PIL) petition filed by advocate J. Muthukumar, of Madambakkam near Sriperumbudur. The petitioner had urged the court to restrain the Home Secretary, Chengalpattu Collector, and Superintendent of Police from granting permission for the conference due to the possibility of violence.
However, Additional Advocate General J. Ravindran told the court that the Superintendent of Police had already passed orders on May 5, 2025, granting permission for the conference, subject to the compliance of 42 conditions. The police had insisted that the conference begin by 4 p.m. and end by 10 p.m., and no disturbance be caused to the maintenance of law and order.
Vehicle passes
It was also instructed that passenger vehicles coming from other districts must obtain vehicle passes from the offices of the Superintendents of Police in those districts, and vehicles without such passes would not be allowed to enter Chengalpattu district. It was further advised that vehicles avoid plying on East Coast Road (ECR), and instead use the Grand Southern Trunk (GST) Road.
The police had also instructed the organisers that the participants should not indulge in any action or speech that could hurt the sentiments of religious or caste groups. Ban on bursting of firecrackers, consuming liquor in public places, parking vehicles in places other than designated parking grounds, use of cone speakers, as well as obtaining permissions from other authorities were the other conditions imposed by the police.
Satisfied with the police having taken precautionary measures by imposing such conditions for the conference, the Division Bench said, additionally, the participants should not be allowed to carry any weapons/ammunition or wear uniforms of the armed forces to ensure that the conference gets underway peacefully, without any untoward incidents.

In the party's bylaws, Rule 13 states that party founder should be invited and his guidance is necessary to call for the general council and executive council meetings. However, Rule 15 explicitly states the party president, appointed by the general council, will head the party's political committee, executive council, general council, and state conference and has the powers to control the party's funds, properties owned by the party and its bank accounts. Rule 12 states that the general council will consist of district presidents, district secretaries, treasurer, vice-president, deputy secretary and area secretaries at the Union, Town Panchayats, municipal corporations and corporations along with representatives from linguistic, religious, and caste-based minorities. The executive council will consist of party president, general secretary, treasurer, organisation secretary, deputy general secretaries, vice-presidents, headquarters secretaries, disciplinary action committee members, property protection group and district presidents and secretaries make up the party's executive council. A senior leader says while it is true that general council has to be held in the presence of the party founder and its affairs conducted under his guidance, it is not binding on the general council to accept his guidance or decisions. 'The president continues to have the powers to appoint office bearers, which makes up the general council. Ultimately, the general council can reject his guidance. This is perhaps why Doctor Ayya began removing and re-appointing district president, secretaries and other office bearers. But, I don't think he (Dr. Ramadoss) has the powers to do it,' he added.

Chennai, June 8 (UNI) Amid the widening rift between the father-son duo in the first family of PMK and the continuing reconciliatory efforts by senior leaders stressing unity, its Founder on Sunday said the differences with his son Dr Anbumani on leadership and alliance issue for the 2026 key Assembly polls will be resolved soon, while observing that Union Home Minister and senior BJP leader Amit Shah was right in his assertion that the NDA will form the government in Tamil Nadu in 2026. Dr Ramadoss remarks was seen as a climb down from his hardened stance that led to the differences with Dr Anbumani--who he said was insisting on an alliance with the BJP for 2026 polls--having realised the imperative need for the PMK to face the polls as an united party instead of a divided house. Dr Ramadoss, who had earlier said that every problem has a solution, while referring to the media querieson the ongoing row with his son, said the differences with Dr Anbumani will be resolved soon. "Only then we can face the elections (as a united party)", he added. On Mr Amit Shah's declaration in his address at the BJP Party workers meeting in Madurai that "the change starts from 'corrupt' ruling DMK will be ousted and the BJP-AIADMK led NDA will form the government in Tamil Nadu in 2026", the PMK Founder, who had earlier seemed to be disinclined to have an electoral tie up with the saffron party that widened the differences with his son, said "he (Amit Shah) is right in his remarks that the NDA will form the government in 2026 in Tamil Nadu". This remark of Dr Ramadoss can be seen as a significant shift in his stand, while hinting that the PMK was ready for returning back to the NDA fold. High Court reiterates creation of ‘leaders parks' for installation of statues instead of public places
The Madurai Bench of the Madras High Court has reiterated the creation of 'leaders parks' across Tamil Nadu for installation of new statues and relocation of existing statues for which permission was already granted. A Division Bench of Justices S.M. Subramaniam and A.D. Maria Clete observed that instead of installing statues of leaders in public places, the court had elaborately considered the issue and directed the government to identify lands for creation of the required number of 'leaders parks' across the State. Accordingly, permissions have already been granted and statues are to be relocated in the 'leaders parks'. The formation of 'leaders parks' would be of much benefit to youth as they can learn about the ideas and ideologies of the leaders. Instead of making concrete efforts for the formation of 'leaders parks', the government cannot issue orders granting permission to install statues in public places, the court observed. On account of heavy traffic congestion and other mitigating factors, the general public are put to hardship in the event of granting such permission to install statues in public places. The rights of citizens in all respects guaranteed under the Constitution are to be protected by the State, the court observed. The Supreme Court had passed an order directing no further installation of statue or construction of any structure on public roads, pavements, sideways and other public utility places are to be permitted. A Division Bench of Madras High Court also passed orders. When the Supreme Court passed an order not to grant permission to install statues in public places, the State government cannot pass orders granting such permission, the court observed. The court was hearing a petition filed by Palsamy of Tirunelveli district who had sought a direction to restrain the authorities from installing a bronze statue and name board of the former Chief Minister M. Karunanidhi near the entrance of Valliyoor daily vegetable market in Valliyoor in Tirunelveli district. The State submitted that instruction had been issued to the Collector not to install the statue of the former Chief Minister and action will be taken to withdraw the G.O. issued. The court posted the matter for reporting compliance on July 16.
