
U.S.-Russian Statement to the Security Council on Syria's Coastline Events: The Regime's First Loss / Whitcoff Juggles Between Gaza and Ukraine, Seeking Temporary Solutions to Prolong Final Settlements
Days after the U.S. and Russia called for a UN Security Council session to discuss the events on Syria's coastline and the massacres committed against civilians – claiming the lives of thousands of unarmed women, children, youth, and elderly—the Council concluded its deliberations. It was one of the rare sessions where the usual U.S.-Russia tensions over Syria were absent. Meanwhile, European nations, which had been inclined to support the new regime, were left disillusioned by the events. Public outcry emerged in parliaments across France, Germany, and the Netherlands, condemning their governments' engagement with the new authorities.
The Security Council's statement marked the first international setback for Damascus' new leadership after three months of diplomatic gains. The statement held the regime accountable for the massacres, calling for concrete steps to protect civilians and prosecute those responsible. It also reminded Syria of its obligations to combat UN-designated terrorist organisations while reaffirming Resolution 2254 as the recognised framework for a Syrian settlement. The statement underscored that the newly adopted constitutional declaration, passed by the regime just a day prior, was incompatible with Resolution 2254, both in terms of the transitional government's duration and the composition of the ruling authority.
As global conflicts dominate the stage, particularly the wars in Ukraine and Gaza, U.S. Presidential Envoy Steve Whitcoff continues his shuttle diplomacy, conveying President Donald Trump's aspirations for breakthroughs that could end these wars. However, the negotiations he spearheads primarily aim for interim agreements. In Ukraine, this means a ceasefire – a notion Russia rejects unless tied to a comprehensive and permanent peace deal. Nonetheless, Moscow remains open to considering it as a pathway to such an agreement, given the progress in U.S.-Russia relations.
In Gaza, Whitcoff's efforts center on extending the ceasefire through reciprocal measures. However, the resistance remains steadfast in upholding the January 17 agreement, having implemented its first phase while awaiting the occupying entity's commitment to move forward with negotiations for the second phase. Despite U.S. progress on both fronts, the complexity of final settlements continues to obstruct temporary ceasefire deals, as Washington wagers that prolonged truces could eventually reshape the conditions for negotiating permanent solutions.
Meanwhile, in Lebanon, there is growing advocacy for negotiations—an approach endorsed by Tel Aviv and encouraged by Washington. This push has been accompanied by claims that the proposed negotiations exclude normalisation, a concept broadly rejected by the Lebanese people. Yet, diplomatic and legal sources warn of the dangers of bargaining over Lebanese rights safeguarded by UN Resolutions 1701 and 425.
Resolution 1701 guarantees Lebanon's right to an immediate and unconditional Israeli withdrawal from all territories occupied since 2000, without negotiations or delays. It also upholds Resolution 425, which mandates resolving territorial disputes between the 2000 withdrawal's Blue Line and Lebanon's internationally recognised borders. These resolutions shield Lebanon from the risks of direct negotiations by delegating the UN Secretary-General to mediate discussions and propose resolutions. However, stepping into negotiations would mean relinquishing the legal leverage these resolutions provide , just as Lebanon did in 1983 when it engaged in talks over the May 17 Agreement, disregarding Resolution 425.

He further emphasized a commitment to humanitarian aid for southwestern Syria and to protecting 'all components' of Syrian society from forces that seek to tear it apart. But this raises an urgent question: Whose side is Mr. Barrack really on? The whole world knows that Syrian government forces themselves are responsible for the Sweida massacre last July. Eyewitness accounts and credible reports point directly to the regime's involvement — not only in the killings during the attack, but also in the brutal follow-up assault on Suweida's hospital, where patients and medical staff were targeted. It is no secret that Ahmed Sharaa, now posing in a civilian suit, is in fact the same man once known as Abu Mohammad al-Golani, the notorious leader of the the Al Qaeda-linked al-Nusra Front. The change of wardrobe has not erased his Islamist extremism or his history of violence. Yet the Syrian regime — now under his influence — continues to present itself to the world as a legitimate authority, while minorities in Syria suffer under its oppression. If Mr. Barrack truly wants the truth, he should skip the photo opportunities in Damascus and visit Sweida itself. He would hear directly from the families of the victims, from the religious and community leaders living under constant threat, and from those who have endured the destruction of their homes, their hospitals, and their future. Only then will he understand the reality: that the so-called Syrian government is not protecting its people — it is preying on them. The United States must stop lending legitimacy to Sharaa's blood-stained regime. Standing with dictators in suits is still standing with dictators — and history will not forgive those who chose comfort in the palace over truth in the streets of Sweida.

US, Jordan offer Syria support in upholding Sweida cease-fire
AMMAN — Syrian and Jordanian foreign ministers and a U.S. envoy agreed on Tuesday to form a working group to help Damascus uphold a cease-fire in Sweida province, rocked by recent sectarian clashes. In a joint statement issued after a meeting in Amman, Jordan and the United States said they "agreed to respond to the Syrian government's request to establish a trilateral working group [Syrian–Jordanian–American] to support the Syrian government's efforts to consolidate the cease-fire" in Sweida and "resolve the crisis" there. They also agreed to hold another meeting in the coming weeks. The Syrian foreign ministry said its top diplomat Asaad al-Shaibani met with Jordan's Foreign Minister Ayman Safadi and US envoy for Syria Tom Barrack to discuss "ways of strengthening cooperation and coordination between the three sides" in order to serve Syria's stability, "sovereignty and regional security." Damascus said the sides had agreed to form a working group "to support the Syrian government's efforts to consolidate the cease-fire in Sweida province, and work to find a comprehensive solution to the crisis." The meeting on Tuesday was a continuation of discussions held between the officials in Amman on July 19 about deadly clashes in the Druze-majority Syrian province of Sweida, where a week of sectarian violence killed 1,400 people before a cease-fire put an end to the bloodshed. Syria's minority communities have expressed concerns for their safety since December, when an Islamist-led offensive toppled longtime ruler Bashar al-Assad, who had presented himself as a protector of minorities. While the new Syrian authorities have repeatedly stated their intent to protect all of the country's ethnic and religious groups, the killing of more than 1,700 mostly Alawite civilians along the coast in March and the violence in Sweida have raised doubts about their ability to manage sectarian tensions. Barrack, in a post on X, described the talks on Tuesday as "productive", adding that the Syrian government had "pledged to utilize all resources to hold perpetrators of the Sweida atrocities accountable," using an alternative transliteration of the province's name. "Syria will fully cooperate with the U.N. to investigate these crimes, including the horrific violence at Sweida National Hospital," he added. Jordan's King Abdullah II separately met with Shaibani and Barrack, expressing his "support for Syria's efforts to preserve its security, stability, sovereignty, and territorial integrity," a royal statement said. It noted "the importance of Washington's role in supporting the reconstruction process in Syria in a manner that preserves the rights of all Syrians." The king also said Jordan was ready "to share its expertise in all fields to help develop and strengthen the capabilities of Syrian institutions" and "noted the need to step up Jordanian-Syrian cooperation, particularly in combating terrorism and preventing arms and drug smuggling," the statement added. According to the Syrian statement, the foreign ministers' meeting welcomed Damascus's efforts to "restore basic services, hold perpetrators of violations to account, and prepare the conditions for the return of displaced people to their homes."
