Move on from upside-down flag incident, says Chow
Commenting on a planned gathering this afternoon, Chow said police had investigated the matter.
"The investigation papers have been submitted to the Attorney General's Chambers. The process has been sufficient and complete.
"It is time to move on," he said after the inauguration of international chipmaker AMD's new state-of-the-art office and engineering lab in Bayan Lepas here.
Chow said Umno Youth chief Datuk Dr Muhamad Akmal Saleh was welcome to visit Penang to view the big flag that was put up by the alleged perpetrator of the first incident as an apology.
He said Dr Akmal should also enjoy the nasi kandar that Umno youth chief said he planned to have.
"We also have durians here. He is welcome to come and enjoy Penang's food.
"Just don't cause trouble," he added.
The incident sparked public outrage after a video clip of the national flag being flown upside-down outside a hardware store in Kepala Batas went viral.
Police have concluded their investigation, and the shop owner claimed it was a mistake during the process of adjusting the flagpole height.
The shop owner had said that he was willing to accept whatever consequences.
Earlier today, Bukit Aman urged organisers to cancel today's gathering over the incident.
Inspector-General of Police Datuk Seri Mohd Khalid Ismail said the police took seriously any issue that could compromise public safety and well-being.
To date, 38 police reports have been lodged nationwide, 17 in Penang and 21 in other states.
The investigation includes offences under Section 233 of the Communications and Multimedia Act for disseminating offensive content.

This forward-thinking strategy is the cornerstone of the state's five-year Digital Economy Master Plan (DEMP) 2025-2030. Chief Minister Chow Kon Yeow unveiled the plan, which provides a clear roadmap for equipping mature workers with accessible and age-friendly digital tools, skills and services. The initiative is particularly timely, as it aligns with a growing national debate over raising the mandatory retirement age from 60 to 65. The Federal Government is currently studying this proposal, with Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said, saying that it was a 'waste' to lose productive workers at 60. Unveiling the master plan at the Penang Digital Economy Summit 2025, Chow explained that the new roadmap was designed to make Penang a digital-first state. This will be a collaborative effort involving state and federal agencies, government-linked companies and industry leaders. Chow also emphasised the need for Penang to diversify its economy in a volatile global landscape, citing the reassertion of 'America First' policies and the use of tariffs as geopolitical tools. The DEMP, he said, was a vital tool to ensure that the state was not overly reliant on any single sector or global power. The plan also aligns with the Penang2030 vision and 13th Malaysia Plan's focus on inclusivity and readiness for an ageing population. The DEMP builds upon the success of the previous Digital Transformation Master Plan (DTMP) 2021-2023, which successfully completed or initiated over 60% of its 21 initiatives. These included the #Dah Digital programme, which boosted digital literacy for 18,500 residents, and Penang Connectivity Master Plan, which improved Internet access across the state. The prior plan also saw the establishment of Digital Penang as a hub for data, innovation and smart governance. The recent summit, a collaborative event organised by Digital Penang and supported by the Malaysia Digital Economy Corporation (MDEC), attracted some 300 participants from over 50 corporate and public sector organisations. Digital Penang chief executive officer (CEO) Ng Kwang Ming said the event was designed to strengthen Penang's role as a digital economy hub by fostering cross-sector collaboration. Key sessions focused on investment opportunities, start-up growth, education and social impact initiatives aimed at enhancing community services and non-governmental organisation outreach through digital accessibility. PM warns those who create disharmony
PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim has emphasised that firm action will be taken against any party that raises issues affecting national harmony. He said there were various negative issues recently involving sovereignty, religion, culture, health, bullying and student deaths. He added that there must be a united stance among the authorities and the public to acknowledge that such matters could damage the country. 'This cannot be resolved merely through policy announcements or enforcement. There must be public awareness that a country with a vibrant economy cannot survive if its foundation of values and culture is crumbling. 'That's why in a Madani nation, apart from emphasising vibrant and dynamic growth, the cornerstone must be values. 'Are we to take pride only in the amount of investments and economic momentum, in a thriving stock exchange, but ignore societal culture, morals and values?' He was speaking at the 20th Premier Civil Service Address, with the theme 'Madani Public Service: Pillar of Excellence', held at the Putrajaya International Convention Centre yesterday. Present were Deputy Prime Ministers Datuk Seri Dr Ahmad Zahid Hamidi and Datuk Seri Fadillah Yusof, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar as well Cuepacs president Datuk Adnan Mat. 'Extreme behaviour, arrogance, rudeness, the act of belittling others, whether based on race, ethnicity, skin colour or any such attitudes, must be stopped.' Referring to recent incidents such as the death of religious school student Zara Qairina Mahathir and the controversy over the Jalur Gemilang, Anwar said these have all been politicised as a tool for condemnation and criticism. He said many people are quick to judge recent incidents without verifying the facts first. 'Enough is enough. The time for warnings is over. People are tired of me giving the same warnings. 'Therefore, today, it's no longer a warning, I am stressing that firm action must be taken.' Anwar further reminded that Malaysia is known for its peace and strong inter-ethnic relations, and the country has even managed to mediate in recent regional conflicts such as the one between Thailand and Cambodia. He added that anyone in authority who fails to uphold his responsibilities in safeguarding the nation's peace should be replaced with individuals who are principled and courageous enough to act. 'This is not about gaining popularity or appealing to the public. This is about saving the nation.' Without directly referring to the bloody May 13 racial riots, Anwar reminded the public that Malaysia had gone through dark periods of internal strife. 'And this time it might start small, with issues like the flag and the spread of fake news.' Anwar also urged the public not to make wild speculations about Zara Qairina's death. 'Let the authorities conduct the investigation. It's barely begun and already fingers are being pointed, linking it to VVIPs. 'We might as well close down all police stations if people can jump to conclusions without an investigation.'
