
Who is an acceptable migrant?
In the spring of 2016, as Britain hung like a drop of sweat off the nose of the European project, French riot police squelched into the Calais Jungle and began tearing it down. I was there reporting on the refugee camp. We parked outside a makeshift terrace of corrugated iron and tarpaulin huts, and when we returned a few hours later it was all gone. Left behind was a wasteland, studded with the detritus of living: a toothbrush, odd shoes, magazines, mattresses, a chubby-cheeked doll.
It took months to destroy the slum city. What struck me most from that time was a young man – no older than his early twenties – I saw sitting on an upturned tyre where his temporary home had stood, with his head in his hands. He looked just like my dad did in his youth. Moustache, curly black hair, fuzz of stubble, turned-up trousers and a too-tight T-shirt. Numerous refugees in Calais at that time were fleeing Syria, Iraq, Iran – the same part of the world my dad had escaped when he was 21.
In August 1976, he fled the Lebanese Civil War by smuggling himself on to a boat from Beirut to Cyprus. And like many of those scrambling on to dinghies to make the Channel crossing to English shores today, he didn't stop in the first European country he reached. He carried on: another boat to Athens, and then a flight to London.
I often wonder how the arrival of my dad would be received in today's Britain, with its psychological scorecard of attributes for the acceptable migrant. Facing 'genuine' danger? Pass. Didn't stay in the first safe country on his journey? Fail. Had links to the UK? Pass – one of his brothers had already moved here, and he spoke English. High-skilled? Pass – the war cut short his mechanical engineering studies in Beirut; he came to the UK on a student visa to finish his degree. Black-economy activity? Fail. While studying, he worked illegally as an usher in West End theatres (more of a technicolour than black market, granted). A single young man? Fail, fail, fail.
Ironically for a country that for decades forgot to measure how many people were arriving at airports besides Heathrow, Gatwick and Manchester, Britain is obsessed with immigration and asylum numbers. Struggling to bring down those numbers, politicians now fixate on defining the deserving and undeserving newcomer: those with 'legitimate' asylum claims vs those who are 'economic migrants'; those with 'family ties' vs those without; those who follow an official process vs those who try 'irregular' routes.
Keir Starmer's new 'one-in one-out' deal with France reflects this: it aims to return Channel crossers (undeserving, according to the government) in exchange for asylum seekers with links to the UK (deserving). But people are not so easily categorised. When a farmer leaves climate-change-parched land for northern Europe, are they a refugee or an economic migrant? When a doctor has to start out in a new country making money Deliveroo-ing pizza, are they high- or low-skilled? People, as my dad was, can be many things at once.
Not everyone will be eligible for this hazy 'new legal route' for asylum seekers waiting in France – just as existing resettlement schemes aren't open to all cases, however urgent. People fleeing war and persecution are still likely to attempt the crossing. 'A functioning asylum system doesn't operate by guest list,' warned Minnie Rahman, head of the migrant rights charity Praxis. 'After a decade of failed deterrence policies, it's baffling that our political leaders still refuse to accept they don't work.'

'It's silly – it won't work at all,' said Mo, 28, whose family paid smugglers €2,000 for him to cross the Channel in an inflatable boat from Wimereux on the northern French coast in 2022. An English teacher in his home country, Iran, he faced prison after converting to Christianity. He now works at a chapel in London, having gained refugee status. He believes those in similar positions will keep boarding small boats. 'These are human beings – the idea of trading someone for someone else: if you do that, you're just human trafficking too!'
To him, it makes more sense to focus on integration: 'We should respect your culture because we came to your country to live: if there is something that the government wants to do, they could just make people learn the language.'
Ashraf, a 40-year-old Afghan refugee – who as a human rights worker had to flee religious extremists in Afghanistan – crossed the Channel from Calais in 2021. He travelled through Turkey, Serbia, Romania, Austria and Germany before reaching the UK, and believes no government deal will work while Britain still sits outside the Dublin Regulation (an agreement to process asylum seekers in the first EU country they reach, which the UK left after Brexit). 'The UK's out of the Dublin rules, and everybody knows that,' he said. 'Unlike European countries, you have many chances [to get here].'
What would he say to those who, like he did, spend weeks sleeping in the forests around Calais waiting for a good-weather day to set sail, now that the French can turn them back? 'I am a refugee, so I know this feeling: we left our country, family and life, and to do that we accepted every danger; we accepted we could die. They have taken those risks, so they accept this one.'
Nine years after I watched French police demolish the Jungle, migrants continue to camp out in Calais. While those running our asylum system still see numbers instead of human beings in all their complexity, footage of officers slashing dinghies is unlikely to signal the end of the small boats story.

Starmer's proposed cuts to winter fuel payments, his sluggishness over adopting a firmer stance on Israel's war on Gaza and his controversial welfare reforms were out of line with much of the public's attitudes. London's mayor, Sadiq Khan, told an audience at the Edinburgh festival fringe last night that Labour needs to 'really pick things up' after a 'tough' first year in government. Khan, who has been critical over the government before, notably over disability benefit cuts and ministers' plans for a third runway at Heathrow, said there was a feeling that people 'lent' Labout their vote last summer (in a bid to get the Conservatives out). He said: Those people that say it has been a great first year … I think they are letting the party down. It hasn't been a great first year. There have been great things that have happened in this first year, around the rights for renters, around the rights for workers, around energy security, and I could go on. But as first years go, it has not been a great first year. Khan said Labour could still turn around as it has another four years and are equipped with a 'great team' in No 10 led by Starmer, who he insisted he was not being critical of, although he conceded that the prime minister and those around him could be performing better. Khan – who is a Liverpool FC supporter – said if Labour was in a football match, they would be 'two-nil down'. But continuing his analogy, he said that only 15 or 20 minutes of the match had gone, with minutes still to play and to 'win this game'. He explained: It is really important now we really pick things up because I think we are two-nil down. But the great news is we have turned it round before, we have won games before where we're two nil down, we can do it again. After over a decade out of power at Westminster, Khan also said that the party had 'lost the memory of running things'. 'It has taken some time for the Labour party, the Labour government, to understand how the machinery of government works,' he said.

Minister opens door to scrapping two-child benefit cap
A Labour minister has opened the door to Rachel Reeves lifting the two-child benefit cap in the autumn. Stephen Kinnock said discussions about the move were 'ongoing' after Lord Kinnock, his father and a former Labour leader, called on the Government to abolish the cap. He also confirmed that Ms Reeves will present her second Budget in October, meaning it will come just weeks after Labour's annual party conference in Liverpool. The two-child benefit cap was brought in by the Conservatives in 2017 and prevents parents from claiming child tax credit or Universal Credit for their third and any subsequent children. Ms Reeves faces a hole in the public finances of up to £50bn and Sir Keir Starmer, the Prime Minister, has refused to scrap the cap to date because of the economic implications of doing so. But Lord Kinnock said over the weekend he would 'really want [the Government] to move in that direction' and argued it would lift thousands of children out of poverty. Asked about his father's remarks by Times Radio, Mr Kinnock, the care minister, said: 'Well, I'm not going to speculate about the Budget which is a matter for the Chancellor.' Pressed on whether Lord Kinnock or Sir Keir were right about the policy, he replied: 'You've invited me onto this programme as a Government minister and I speak now on behalf of the Government. 'I am very clear that any changes to our fiscal policy are a matter for the Chancellor and only the Chancellor. So those conversations are ongoing and I'm not going to preempt them. 'And government ministers should not be coming on national broadcast to preempt what the Chancellor is going to come forward with in October.' Pressed further on the policy in an interview with Sky News, he said: 'I'm not going to speculate on the Budget, as it's coming forward in October. 'But it's absolutely clear that, as things stand, lifting the two-child benefit cap is not government policy.' Decisions ultimately lie with Chancellor Mr Kinnock was then asked whether his father's interventions had caused any awkwardness or discontent in Sir Keir's ministerial ranks. He replied: 'Dad's the former leader of the Labour Party and he's got strong opinions on a wide range of things. 'But there is only one person right now who's making decisions about how the Budget will look – of course, working closely together with the Prime Minister and the rest of the Cabinet – and that is Rachel Reeves, the Chancellor. 'If my dad has views on these things, he's always welcome to contact Rachel. I'm sure she'd be happy to have a chat with him.' Seven Labour MPs were suspended last July after they backed an SNP proposal to ditch the two-child limit. Asked about the policy in an interview with The Sunday Mirror, Lord Kinnock had said: 'I would want them to do it. They may not be able to do it all at once, but I really want them to move in that direction. 'Because the figures are that, if that did occur, it would mean that about 600,000 kids, fewer, are in poverty.' Lord Kinnock went on to repeat his call for a wealth tax, arguing that targeting the wealth of the richest Britons could help to dramatically reduce the scale of child poverty. Mr Kinnock's reference to the Budget taking in place in October is the first time a minister has confirmed the month in which Ms Reeves's third fiscal statement will take place. Her first Budget took place in October 2024 and raised taxes by a record £40bn, including a £25bn rise in employers' National Insurance. The raid triggered the worst wave of business closures since the pandemic, while changes to agricultural property relief has also forced a record number of family farms to close down. Ms Reeves has since insisted that Labour has 'fixed the foundations' and party figures suggest the second phase of Sir Keir's premiership will focus more on delivering the tangible 'change' he promised at the general election. But one of Britain's most respected economics organisations warned this month that the Chancellor must raise taxes immediately to plug a fresh £50bn black hole in the public finances. The National Institute of Economic and Social Research (Niesr) said slow growth, a weak jobs market and Labour's about-turn on welfare cuts had combined to plunge government finances deeper into the red.

Trump-Europe summit: Everything we know so far
US president Donald Trump is set to welcome European leaders – including his Ukrainian counterpart – to the White House to discuss the ongoing war with Russia. Following Trump and Russian president Vladimir Putin's summit in Alaska on Friday, in which no ceasefire was reached, the 'coalition of the willing' have rallied around Ukraine and strengthened their calls for a solution. However there has been praise for the US, which agreed with Putin to security guarantees for Volodymyr Zelensky's country, allowing the US to provide Ukraine with Nato-like 'robust security guarantees'. The coalition of the willing met virtually on Sunday in a meeting chaired by UK Prime Minister Keir Starmer and French President Emmanuel Macron. Several European leaders including Sir Keir are joining Mr Zelensky for his meeting with Trump tomorrow, not long after a disastrous White House meeting after which the Ukrainian president was told to leave and the two leaders descending into a shouting match. Mr Zelensky says he will once again push for a trilateral meeting between himself, Trump and Putin after he was excluded from the Alaska summit. The White House has released the official timetable for the day ahead. European leaders will arrive there at about 5pm BST (12pm EST). An hour later, Mr Zelensky will be greeted by Trump before they head into a bilateral meeting at about 6.15pm (1.15pm EST). Another hour later, Trump is set to greet the other European leaders for a photo call, and then at about 8pm (3pm EST) the multilateral meeting between Trump and all European leaders will begin. It's not yet known how long that meeting could last. The short answer to this is no: Donald Trump and Vladimir Putin left the summit in Anchorage, Alaska, without reaching an agreement for the end of the war in Ukraine. Putin claimed the pair had come to an 'understanding' on the conflict, but Trump told reporters afterwards 'there's no deal until there's a deal'. 'We didn't get there, but we have a very good chance of getting there,' he added. After their almost three-hour meeting, both presidents delivered a joint statement before leaving without taking questions. Later, Trump spoke to Fox News and suggested it could be 'up to Zelensky' to make peace with Russia. When asked what advice he'd give the Ukrainian president, he said: 'Make the deal… it's really up to President Zelensky to get it done.' He added that European nations 'have to get involved a little bit, but it's up to president Zelensky' and warned 'Russia's a very big power'. Despite touting himself as a peacemaker and a dealmaker, it seems Trump fell short at this meeting – as neither leader mentioned the word 'ceasefire' during their historic joint news briefing. More Trending Trump and Putin on Friday said they agreed on several points but did not disclose them, and the two acted almost like old friends in the so-called press conference. The coalition of the willing is a group of 33 countries, spearheaded by the UK and France, who have pledged strengthened support for Ukraine as it defends its territory against Russia. The countries have also pledged to be part of a peacekeeping force which could potentially be deployed on Ukrainian territory – but only if a ceasefire agreement is signed. Its aim is to facilitate peace negotiations between Ukraine and Russia, mediated by the US, by building up security guarantees to ensure any peace deal reached is long-lasting.
