Forum files complaint accusing forest department of discriminating against tribal BFOs

The Hindu08-08-2025
The Kerala Ullada Mahasabha has submitted a complaint to the Kerala State Commission for Scheduled Castes and Scheduled Tribes alleging that the Forest department is discriminating against tribal Forest Beat Officers (BFO) on the basis of caste. The organisation alleged that the officials mark 'special recruitment' (SR) next to the tribal BFOs' designation while finalising duty chart in the 'general diary,' an official document.
The State government had appointed 500 tribal beat forest officers in April 2022 through a special recruitment, across the State, except in Alappuzha.
'SR is marked next to the names of tribal officers in the general diary. This is a clear case of discrimination against the tribal BFOs. The Mahasabha has submitted a complaint to the commission demanding, action against such practice,' said Mohanan N.R., Kerala Ullada Mahasabha assistant secretary.
On August 1, 2023, Additional Principal Chief Forest Conservator P. Pukazhenthi had issued an order stating that only the recruitment process is different for the tribal BFOs and others. 'The conditions of wages and services, transfer, promotion, timely higher grades, and other laws and rules are the same for all the BFOs,' said the order.
Mr. Mohanan said the officials violated the order and alleged that all tribal BFOs across the State are facing this discrimination. 'They are afraid to file complaints against such practices. We have received the copies of the general diary with 'SR' markings through a Right to Information Act petition. These have also been submitted to the commission. The Forest Minister and the government should intervene in the issue and put and end to such discrimination,' he said.
Meanwhile, officials of the forest intelligence wing said they had not yet received any such complaints. 'We will initiate a probe into the issue and take further action when we receive a complaint,' said an official.

Rahul Gandhi slams BJP over ‘erased' forest rights records in Chhattisgarh

Congress leader Rahul Gandhi on Thursday accused the BJP of using the erasure of records as a 'new weapon' to deny rights to Dalits, OBCs and Adivasis, citing a The Hindu investigation on missing forest rights titles in Chhattisgarh.'Erase the records, steal the rights – the BJP has made this its new weapon to oppress marginalised communities... Somewhere they remove the names of Dalits and backward classes from the voter list, and somewhere they make the forest rights titles of tribals 'disappear',' Rahul Gandhi wrote on He said, 'In Bastar, 2,788 titles have disappeared and in Rajnandgaon, more than half are gone – across Chhattisgarh, thousands of forest rights records have suddenly vanished.'The Congress leader alleged the BJP was weakening the Forest Rights Act to take away the 'first right' of Adivasis over their land, water, and forests, and vowed to protect those to The Hindu report, thousands of forest rights titles distributed in at least three districts appear to have disappeared from the records of Chhattisgarh's Tribal Welfare Department over the past 17 months. Data obtained under the Right to Information Act showed that in Bastar district, the number of individual forest rights (IFR) titles dropped from 37,958 in January 2024 to 35,180 by May 2025. In Rajnandgaon, community forest resource rights (CFRR) titles halved from 40 to 20 within a month last year. Bijapur saw a minor reduction from 299 to 297 CFRR titles in April Hindu report mentioned that some experts called the reductions an 'anomaly', noting that the Forest Rights Act, 2006 has no provision to withdraw titles once granted, except in specific cases with the consent of gram sabhas. State officials, however, attributed the drop to 'miscommunication' and 'error in reporting' between local and district-level authorities, which they said had been 'corrected'.The FRA recognises and vests rights to use forests to Scheduled Tribes and other forest-dwelling communities. As of May 2025, Chhattisgarh had distributed 4.82 lakh IFR titles and 4,396 CFRR titles across 30 districts where the law is implemented, accounting for over 43% of the forest area under FRA titles in India.- EndsTune InMust Watch
