A list of sports organizations that have begun transgender competition bans
The U.S. Olympic and Paralympic Committee has become the latest governing body in the sports world to enact a policy change around transgender athlete competition. Effectively barring transgender women from competing in women's sports, the U.S. Olympic and Paralympic Committee announced on Monday that it has an 'obligation to comply' with an executive order issued by President Donald Trump. The decree has threatened to rescind funding from organizations that don't obey.
The USOPC oversees about 50 national governing bodies, most of which have some influence over youth sports all the way up to the elite levels, raising the possibility rules might need to be changed by local clubs to retain memberships. International Cycling Union
The global governing body for cycling announced earlier this month that transgender women who transitioned after male puberty will no longer be able to compete in women's races. The decision followed American rider Austin Killips becoming in May the first openly transgender woman to win an official cycling event. University of Pennsylvania
Penn modified three school records set by transgender swimmer Lia Thomas in a decision earlier this month to settle a federal civil rights investigation, including an apology to female athletes 'disadvantaged' by her participation on the women's swimming team.
Thomas became the first openly transgender athlete to win an NCAA Division I title when she last competed for the Ivy League school in 2022. The Trump administration's broader attempt to block transgender athletes from female sports included the Penn case. The Philadelphia university agreed to restore all individual records to female athletes who lost to Thomas. World Aquatics
The global governing body for swimming, formerly known as FINA, announced in June a new ' gender inclusion policy ' that only permits transgender athletes who transitioned before age 12 to compete in women's events. There are not currently any transgender women competing in elite levels of swimming.
World Aquatics also proposed a new 'open competition" category, designating a committee to explore over the rest of the year the most effective guidelines for such events. World Boxing Organization
The global governing body for boxing declared in May that all athletes would be subjected to mandatory sex testing in order to compete in sanctioned events. World Boxing's announcement specifically mentioned Olympic champion Imane Khelif, the Algerian who won a gold medal at the Paris Olympics last year amid international scrutiny.
The previous governing body for Olympic boxing, the Russian-dominated International Boxing Association, disqualified Khelif and Taiwan's Lin Yu-ting, another Paris gold medal winner, from its 2023 world championships after claiming they failed an unspecified eligibility test. Association officials have declined to answer basic questions about the test.
Khelif has said she was born a female. British sports
Following a U.K. Supreme Court ruling in April, the British governing body for soccer issued a ban that took effect in June on transgender women playing on women's teams in England and Scotland. Previously, the British Football Association allowed such participation if the athletes had reduced testosterone levels. The England and Wales Cricket Board also instituted a ban. The governing body for track and field banned transgender women from international competition in March, while adopting new regulations that could keep South African star Caster Semenya and other athletes with differences in sex development from competing.
The World Athletics Council issued its edict in March, barring athletes who have transitioned from male to female and have gone through male puberty. No such athletes currently compete at the highest elite levels of track.
Another set of updates for athletes with differences in sex development raised the potential to impact up to 13 current high-level runners including Semenya, a two-time Olympic champion at 800 meters, who has been barred from that event since 2019. Her discrimination case is still moving through the court system.
Semenya and others had been able to compete without restrictions in events outside the range of 400 meters through 1 mile but now must undergo hormone-suppressing treatment for six months before becoming eligible. National Collegiate Athletic Association
The NCAA, which oversees the vast majority of U.S. college athletics, announced in February — the day after Trump's order — that competition in women's sports would immediately be limited to athletes assigned female at birth. Nebraska in June became the latest state to ban transgender students from girls' sports, following similar bans by the high school associations for at least 24 other states. The Trump administration has clashed with multiple states over the allowance of such participation.

Texas governor vows to replace Democrats absent at Monday redistricting vote
(Reuters) -Texas Governor Greg Abbott has vowed to replace Democratic lawmakers who left the state over the weekend unless they return by Monday afternoon to vote on a Republican plan to redraw its congressional districts. The more than 50 Democratic members of the Texas legislature left the state on Sunday to deny Republicans the quorum necessary to vote on the redistricting plan, which President Donald Trump has championed, and which he and his Republicans hope will protect the party's narrow U.S. House majority in next year's midterm elections. Republicans hold a 219-212 majority in the U.S. House of Representatives, with three Democratic-held seats vacant after deaths, and one Republican hold vacant after a member resigned. A stronger Republican majority in the House would enable the president to further advance his agenda. Abbott in a statement late on Sunday cited a Texas attorney general opinion that district courts may determine whether legislators have forfeited their offices "due to abandonment," saying that empowered him to "swiftly fill vacancies." The governor said in the statement he would use that power against any Democrats who were absent when the Texas legislature reconvenes at 3 p.m. Central Time (2000 GMT) on Monday. In addition to acting on the redistricting plan, Abbott called the special legislative session to address funding for flood prevention and relief in the wake of the deadly July 4 flash flooding that killed more than 130 people. Upon arriving in Chicago on Sunday evening with several other Democratic lawmakers, Gene Wu, the chair of the Texas House Democratic Caucus, slammed his Republican counterparts for pushing the redistricting plan alongside a flood-related bill. "Governor Abbott has used this tragedy, taken these families who are grieving... and used them as hostages in a political game," he said at a press conference, flanked by Democratic Illinois Governor J.B. Pritzker. Other Democratic lawmakers went to New York and Massachusetts. Wu called the redistricting plan "racist," saying it sought to dilute the voting power of racial minorities in the state. "Abbott is doing this in submission to Donald Trump, so that Donald Trump could steal these communities' power and voice," he added. Abbott in a Monday morning appearance on Fox News' "America's Newsroom" said Wu's accusation was "bogus". He said the redistricting would expand the number of Hispanic-majority districts and that it was necessary to give Trump voters in Democrat-majority districts the ability to elect Republican U.S. representatives. A White House official told Reuters that Trump supports Abbott's threat to remove absent Democratic lawmakers and wants "whatever is necessary" done to get the new map passed. Trump has told reporters he expects the effort to yield as many as five additional House Republicans. States are required to redistrict every 10 years based on the U.S. Census, but the current Texas map was passed just four years ago by the Republican-dominated legislature. While mid-cycle redistricting occasionally takes place, it is usually prompted by a change in power at the legislature. Leaders of Democrat-led states such as California and Illinois have recently raised the idea of redistricting their own U.S. congressional maps to boost the number of Democratic seats in response to Abbott's push in Texas. Under Texas' current lines, Republicans control 25 out of 38 seats, nearly two-thirds of the districts in a state that went for Trump last year by a 56% to 42% margin. Texas Democratic lawmakers have before tried the strategy of leaving the state to block a redistricting plan. Some fled in 2021 in a similar bid to deny Abbott the quorum needed to pass a voting restriction measure. That bill passed after three of the lawmakers returned, saying they had achieved their goal of bringing national attention to the issue.

Trump set to announce replacement for Fed Gov Kugler this week. The Fed chair in waiting?
President Trump said he plans to name a replacement this week for Federal Reserve governor Adriana Kugler, whose unexpected resignation set for this Friday offers the president an opportunity to put in place a successor for Fed Chair Jerome Powell. 'I have a couple of people in mind,' President Trump told reporters Sunday night. 'I'll be announcing that probably over the next couple of days.' Kugler's term as a governor was set to expire on Jan. 31. She has served as a Fed governor since Sept. 13, 2023, and will return to Georgetown University as a professor this fall. Kevin Warsh, a former Fed governor, and Kevin Hassett, the current chair of the President's Council of Economic Advisors, are thought to be at the top of the list for the next Fed chair and thus possible nominees to replace Kugler. Treasury Secretary Scott Bessent, who is leading the search for Powell's replacement and is also a potential contender, has already sketched out a scenario where the White House appoints someone to fill Kugler's seat who can then be in the running to succeed Powell next May. The White House also hopes that Powell decides to leave the Fed Board of Governors when his chairmanship is up, which would open up a second seat that Trump can fill. Powell has not yet said whether he intends to do that; his term as a Fed governor is not up until 2028. Read more: How much control does the president have over the Fed and interest rates? Warsh already has a lot of experience navigating the central bank. He served as Fed governor from 2006 until 2011 and became former Fed Chair Ben Bernanke's liaison to Wall Street during the chaos of the 2008 financial crisis. He is also a known figure to Trump, who interviewed him for the Fed chair post eight years ago before deciding on Powell. Trump appointed Powell to be Fed chair in 2018 at the direction of then-Treasury Secretary Steven Mnuchin. Former President Joe Biden reappointed Powell in 2022. Warsh has been critical of the Fed as of late. He has suggested that the Fed could look through increases in inflation from tariffs because it would be a one-time increase in prices. He's also argued that the costs involved in renovating the Fed's headquarters represent one of several examples of how the Fed "has lost its way" and that the American people "need a reformer to fix" the institution and rebuild its credibility. "Frankly, it's about breaking some heads," he said on Fox Business last month, calling for "regime change." Back in April, Warsh gave a speech in Washington, D.C., in which he said that the Fed's "current wounds are largely self-inflicted" and called for a "strategic reset" to ease a loss of credibility and damage to the Fed's standing. Hassett, meanwhile, already has a close relationship with Trump, given that he advises the president on economic policy and also served in the first Trump administration. Read more: How jobs, inflation, and the Fed are all related Earlier in the year, Hassett said he was more focused on the 10-year Treasury yield (^TNX) than on any quick monetary policy changes at the Federal Reserve. While the Fed can influence short-term bond yields and long-term bond yields, longer-term bond yields are influenced by many factors outside the Fed, and it is the yield on the 10-year Treasury that influences mortgage rates. But lately, Hassett has been more blatant, saying there's no reason why the Fed shouldn't be cutting rates now, something the president has repeatedly hammered the central bank to do. The president will likely watch whoever he appoints to the open Fed governor position to see how they perform and whether they'd be a successor for Powell, whose term ends next May. Though Fed governors Chris Waller and Michelle Bowman are also jockeying for the position of Fed chair, in part by dissenting at last week's Fed policy meeting in favor of cutting rates by 25 basis points, rather than holding rates steady. The opportunity for the White House to fill Kugler's seat earlier than expected comes as Trump applies pressure on Powell and the Fed board to lower rates by as many as 3 percentage points. Whoever the president appoints, it is the Federal Open Market Committee, which is composed of 19 members, that makes the decision, not just the Fed chair, and the new chair will have to contend with the committee.
