
Major survey reveals 'standout' view on 'Scottish visa'
A slightly smaller number, 68%, believe migration is vital for filling critical skills shortages in Scotland and that the Scottish Government should have power to control the migration of workers. However, respondents to the survey were conscious of the impact of migration on the local workforce, and the need for joined-up thinking on devolution of migration and UK-wide immigration policy.
Scottish businesses groups, notably those representing the hospitality and tourism sectors, have regularly voiced concern over skills shortages since Brexit, which ended the free movement of people between the UK and countries within the European Union. There have been calls by the [[Scottish Government]] in recent years for the introduction of a Scottish immigration visa system to help attract workers to Scotland, but they have been resisted by the UK Government, which controls immigration policy. However, it appears the issue is not going away.
The latest Understanding Business survey suggests Scottish employers are interested in a more flexible, regionally responsive immigration policy, particularly in light of workforce shortages and general economic pressures. The proposed visa would be designed to meet the needs of the Scottish labour market and population requirements which can differ from those in other parts of the UK. Only 17% of respondents said they opposed the idea of a Scottish visa, while the remaining 14% were neutral or unsure.
The survey authors said the relatively low level of opposition suggests there is broad recognition among employers of the economic and demographic benefits of such a scheme. The proposed Scottish visa would allow migrants to work and pay tax in Scotland, while being required to live in the country. This would reflect immigration models used in countries such as Canada and Australia.
The support shown towards a Scottish visa came as businesses indicated a degree of confidence about the economic outlook.
A plurality of expect turnover (47%) and profitability (44%) to increase over the next 12 months, record highs for the survey series, followed closely by those that think their turnover or profitability will remain the same in the next year, at 41% and 39%.
Around half (48%) believe general economic conditions are worse than a year ago, and 41% expect that conditions will continue to deteriorate over the next year. But a growing proportion expressed the view that the general economy is better now than a year ago (30%) or will improve over the next year (35%), up seven and 10 percentage points respectively.
Well over half of Scottish businesses said they were more concerned about tax (56%) and inflation (55%) than they were three months ago, although these proportions witnessed small declines of three and four percentage points respectively.
Meanwhile, there were encouraging findings for government ministers who are often accused of being out of touch with business. More businesses agreed that the Scottish and UK Governments are concerned with the needs of Scottish business and taking action to address them.
Agreement that the UK Government is concerned with the needs of Scottish business is 'notably lower' compared with the perception of the Scottish Government on this front, at two in five (40%) compared to over half (53%).
However, both have risen considerably since the last survey wave, up seven and five percentage points. A smaller gap was apparent when considering if both governments are taking action to address Scottish business concerns.
Mark Diffley, founder and director at Diffley Partnership said: 'The standout data point this quarter is the significant business support for the introduction of a Scottish visa for workers, backed by seven in 10 business, up to 75% of those with an opinion either way on the issues.
'Combined with other positive views about the impact of migration on the labour force and the economy, this should give political parties food for thought ahead of next year's election.
'Meanwhile, although the business community in Scotland is still rather more pessimistic than optimistic, the gap between the two has closed which gives some hope about the possibility of a more positive outlook ahead after a long, tough period for businesses.'
John Penman, managing partner at 56° North said: 'Our last survey showed Reform, which is the most vocal party in terms of restricting immigration, were gaining support among business in Scotland, however these results show that many businesses are in favour of bringing skilled migrants into the Scottish workforce.
'Reform's continued strong showing in the polls may well mean this becomes a recurring theme in the run up to next year's Scottish election as parties seek to position themselves as best for economic growth.'

Traditional public service media is under threat and needs to be more discoverable on popular video sharing platforms like YouTube, regulatory body Ofcom has said. Its report, Transmission Critical: The Future of Public Service Media, says the Government should bring forward legislation to help 'ensure that PSM content is prominent and easy to find on the platforms, and on fair commercial terms.' The regulator and competition authority has made a number of recommendations in its action plan that is seeking 'urgent clarity from the Government on how TV will be distributed to reach audiences in the future.' Group director for broadcasting and media at Ofcom, Cristina Nicolotti Squires, told the PA news agency: 'We've called it (the report) Transmission Critical because we think that public service media is under real threat. 'Broadcasters are experiencing quite tough financial challenges. The business model changes with audiences fracturing everywhere.' According to research from Barb, which is responsible for calculating UK TV official viewing figures, viewing on linear channels has fallen significantly in recent years and this decline is expected to continue. The report says that public service broadcasters (PSBs) will have to work 'much harder to create content that audiences want to watch' on platforms like YouTube as 'they are competing with every other content creator in the world.' Ms Nicolotti Squires said: 'We're not saying they have to go on YouTube, but we're just saying that public service broadcasters have got to make great content where audiences are, and audiences are increasingly going onto YouTube. 'They all have different deals with YouTube in terms of commercial returns, and that's down to them. But I just think it's important that the programmes that they're making, public service programmes, are available where people are. 'So just delivering on the linear channels, obviously, we're seeing that viewing has fallen significantly in those areas. So it's a question of, as I said, pretty much putting these great programmes where people are watching them.' A key objective of the Media Act, passed in 2024, was to make it easier to find content from PSBs like the BBC, ITV and Channel 4 on smart TVs. Ms Nicolotti Squires said Ofcom is now calling for 'a logical next step on video sharing platforms'. She added: 'It might require some further legislative changes to regulation. We're starting the conversation rather than finalising it all.' The report says that stable and adequate funding is needed from the Government and emphasises that discoverability on online platforms is particularly important for news and children's content. It also recommends that online platforms invest in media literacy skills while forging ambitious strategic partnerships that can compete with global streaming platforms. On top of this, Ofcom is launching a review of its regulation of broadcast TV and radio that will seek input from stakeholders about the priority areas for reforming regulation. Sarah Rose, president of Channel 5, said: 'We are pleased that Ofcom's review highlighted the challenges producing specialist children's content and called for commercially viable funding models among its recommendations. 'Channel 5's Milkshake! continues to navigate those challenges to remain the only public service broadcaster offering a daily programming block which targets preschoolers with original content rooted in the UK's Early Years Foundation framework.' A spokesperson for the Department for Culture, Media and Sport (DCMS) said: 'We welcome Ofcom's Public Service Media Review and we will now consider its recommendations.'

The Electric Car Grant has shot the UK car industry in the foot
Talk about a great way to ruin good news. With electric car take-up growing far more slowly than required to hit the Government's ZEV mandate targets, the car industry has been crying out for incentives to help boost interest in what is still very much new tech to most drivers. Advertisement - Article continues below So it's impressive to do what a whole sector has been calling for but still shoot yourself in the foot with a scheme so complicated that no-one understands how it's going to work, or which cars will be eligible, days after it's announced. It's a shambles, or as one senior UK car industry exec put it to me last week, a 'flipping nightmare'. I also hear that the E-mail address that manufacturers need to use to register their cars wasn't even working when the announcement of the scheme went live. Then there's the issue of cars just over the £37,000 threshold, which is oddly close to, yet not the same as the Government's VED expensive-car cut-off of £40k. Brands will be frantically recalculating to see how many of the 15 or so cars within £3,000 of the £37k line could be reduced in price to become eligible. That's if they jump through the required eco hoops to make the cut for £3,750 or £1,500 grants. Renault's Scenic dropped by £200 within 48 hours of the announcement to be a fiver under the threshold. Provided Renault ticks those secret eco boxes. We've ended up with a scheme seemingly designed with what some might see as the noble aim of helping European brands to compete with Chinese rivals under the guise of environmental credentials. It seems – although any level of actual detail or evidence of a full plan from the Department for Transport would be helpful – that the environmental aspect of the grant is designed to increase transparency and encourage more local production. But because the policy apparently wasn't fully formed when it was announced, we don't really know. That causes a ripple through the market. EV purchases dived through the floor in the days following the announcement as buyers wait, potentially for weeks, to see if their prospective new EV gets a whopping discount.
