German chief of defence orders swift expansion of warfare capabilities

BERLIN (Reuters) -Germany's Chief of Defence, Carsten Breuer, has ordered the German military to be fully equipped with weapons and other material by 2029, a document seen by Reuters on Sunday shows.
By 2029, Russia may have reconstituted its forces sufficiently to attack NATO territory, according to estimates by Breuer and other senior military officials at NATO.
The latest document, entitled "Directive Priorities for the Bolstering of Readiness", which Breuer signed on May 19, said Germany will meet the goal with the help of funds made available by the loosening of the country's debt brake in March.
The defence ministry in Berlin did not immediately respond to requests for comment.
In the directive, Breuer sets priorities for the weapons that should be acquired or developed most urgently, reflecting in part priorities NATO has previously laid out.
Among them, Breuer lists the strengthening of Germany's depleted air defences, in particular with a view to intercepting drones.
Last year, sources told Reuters that NATO will request Berlin to at least quadruple its air defences, ranging from systems with a longer range, such as the Patriot, to short-range systems.
Another priority is a capability to launch deep precision strikes, according to the document, effectively hitting targets at a distance of more than 500 kilometres (310 miles) and far behind enemy lines.
In addition to pushing for Germany's ammunition stocks to be replenished, Breuer also orders Germany to raise its stockpiling targets for all types of ammunition.
Other priorities listed in the document are the swift expansion of Germany's capabilities in electronic warfare and the establishment of a resilient system of "offensive and defensive capabilities" in space.
In a speech in mid-May, Army Chief Alfons Mais said a large-scale social and industrial mobilisation meant Russian forces were rapidly gaining firepower.
"From 2029, at the latest, the Russian forces will be capable of a conventional aggression against NATO territory on a large scale," he said. "But they can start testing us much sooner."

Lamine Yamal signs new Barcelona contract until 2031

Lamine Yamal has signed a new six-year Barcelona contract that runs until 2031. The 17-year-old's previous contract had been due to expire in the summer of 2026 and contained a €1billion ($1b) release clause. His new terms, that will take him through into the next decade, make him one of the club's highest-paid players. Advertisement Yamal has established himself as one of the world's top young stars since he last renewed his Barcelona terms in 2023, playing a pivotal role in Barca's treble-winning 2024-25 season and Spain's 2024 European Championship triumph. The Athletic reported in May that while an understanding was in place that he would renew on new terms when he turns 18, on July 13, his fast rise and status within the team has adjusted salary expectations and contract terms. The future is now. — FC Barcelona (@FCBarcelona) May 27, 2025 Yamal joined Barca's La Masia academy in 2014 and made his first-team debut in April 2023 aged 15, becoming the club's youngest ever player. He has made 106 appearances for the club and provided 18 goals and 25 assists in all competitions this season as Barca won La Liga, the Copa del Rey and Supercopa de Espana. He has previously spoken of his desire to commit his long-term future to Barca, whom he described in January as 'the club of my life'. 'He is special,' Barcelona head coach Hansi Flick said of Yamal after the team's Champions League semi-final first leg against Inter. 'I've said before he is a genius. During the game, when I looked at the match from the outside, you see all the details and it is unbelievable how he does it. 'For me the best thing is he keeps going strong. In the big games he keeps showing how good he is. I also think he enjoys the situation. I am really happy this talent that comes every 50 years, that he plays for Barcelona.' Yamal has drawn comparisons to Barcelona great Lionel Messi and has already featured more heavily for the club that than Messi did at the same age. Yamal won his first cap for the Spain senior team against Georgia, aged 16 years and 57 days. He scored on his debut to become the country's youngest ever goalscorer, breaking the record previously held by Barcelona teammate Gavi, who was who was 17 years and 62 days old. Yamal has been capped 19 times in total, scoring four goals. With his strike in Spain's 2-1 semi-final win over France at Euro 2024, he became the youngest goalscorer in men's major tournament history. Analysis from Barcelona correspondent Pol Ballus When Yamal signed his previous contract in October 2023, Barcelona and the player's camp laid out the foundations of a new deal to be signed as soon as the winger turned 18. That new contract included a significant pay rise and a multi-year extension. But yet again, Yamal has outgrown every expectation there was around him. Advertisement What was agreed in principle back in 2023 no longer matched reality — Yamal is arguably the best footballer in the team and a Ballon d'Or candidate. This has been acknowledged by all parties involved, and this is why over the last few months, both Barcelona and Yamal's entourage have been in discussions to redefine the conditions of his next deal at the club. It became clear that Barcelona had to do whatever they could to retain Yamal in a suitable deal — and the player has openly said he wants to stay for the foreseeable future. However, this launched a debate around Barcelona. Can a 17-year-old really be the top earner in a club full of world-class and veteran stars? And then if we look further than that: if Yamal has reached status at this age, what will Barcelona have to offer when he turns, let's say, 24 and he keeps progressing as he is right now? Those questions have been circling around Barcelona's senior offices — and around every football agent who is close to that dressing room. But Yamal is such a unique case that the club are forced to give him unique treatment. ()

Germany's leader has criticized Israel's conduct in Gaza. Here's why that's a big deal

For decades, Germany has stood squarely in Israel's corner, its dark history of Jewish persecution shaping its modern-day policy of virtually unquestioned backing. In the aftermath of the Hamas October 7, 2023, attacks, the question of German political and military support for Israel was raised – and reaffirmed by then-Chancellor Olaf Scholz. But comments by new Chancellor Friedrich Merz in recent days have put Germany's support for Israel under the spotlight. 'We are dismayed by the fate of the civilian population and the terrible suffering of the civilian population' in Gaza, the chancellor said on Tuesday while on a visit to Turku, Finland. The question of what provoked Merz's sharp change in tone toward Israel remains unclear. Peter Lintl, an analyst from the German Institute of International and Security Affairs who focuses on German-Israeli relations, believes Merz wanted to get into office, start conversations with Israeli leaders and get an understanding of the direction of travel before outlining his stance. 'The conclusion, that most of the countries in the world came to, it's a horrible war where the aim is not clear anymore,' Lintl told CNN. 'It is clearly a change in tone and change in positioning of the German government.' Merz followed his Tuesday comments by questioning the current actions of the Israel Defense Forces inside Gaza. Referring to Israel's expanded operations and the humanitarian crisis in the territory, the German chancellor said that he 'no longer sees any logic as to how they serve the goal of fighting terror and freeing the hostages. In this respect, I take a very, very critical view of what has happened in the last few days.' Tuesday's language came hot on the heels of a thinly veiled threat from Merz in Berlin on Monday. 'The Israeli government must not do anything that its best friends are no longer prepared to accept,' he said. Merz has also done the previously unthinkable and questioned whether Israel may be violating international law. The change of tone is particularly striking because of Germany's long-standing stance on Israel, that is connected to a theory known as 'staatsraison' or national interest. The connection of staatsraison and Israel were made by then-Chancellor Angela Merkel in 2008. She told the Israeli parliament, or Knesset, that the 'historical responsibility of Germany is part of my country's national interest (staatsraison). This means that, for me as German chancellor, Israel's security is never negotiable.' Similar words were also used by Scholz in the wake of the October 7 attacks in which Hamas militants killed more than 1,200 people in southern Israel and kidnapped some 250 others. Since Merkel's speech, and particularly after she stepped down as chancellor in 2021, 'the term got a life of its own,' the analyst Lintl says. 'It appeared that if you want to be a respected politician, you have to use the term because it came to signal … that Israel's security is German staatsraison. It is the minimum threshold we use to distance ourselves from the past,' Lintl says. That 'past' refers largely to the Holocaust in which the Nazis killed more than 6 million Jews. In Finland on Tuesday, Merz was quick to reiterate he is not abandoning staatsraison entirely. 'Israel's security and existence are, as we have been saying for many years and decades, part of our German staatsraison,' but he has clearly set out to clarify it. Lintl added: 'We didn't know how this government will conduct itself, or how this government policy toward Israel will look – right now we have more of an idea.' It remains unclear if Merz and Germany's relationship with Israel will shift significantly. Merz has maintained he will continue to talk with Israeli leader Benjamin Netanyahu. Merz has also said he would find 'ways and means' for Israel's prime minister to visit Germany given the ICC (International Criminal Court) arrest warrant out for him. For now, the statements from Israel seem muted, and respectful. The Israeli Ambassador to Germany Ron Prosor told German TV Tuesday morning, 'when somebody criticizes Israel, and when Friedrich Merz makes this criticism, we listen very carefully because he is a friend.' Inke Kappler contributed reporting.
