The former senior officer added: 'Brian Meehan is a career criminal who was a key figure in a very violent criminal organisation.
'He has contested the legal process at every stage and never accepted his role as the person who drove the motorbike when a journalist and mother was brutally murdered. I think his links to serious criminality will always be of concern because he doesn't know anything else.
'When we were interviewing him I remember him as being very cold with little regard for people.
'He still has connections to organised crime so it won't be difficult for him to enter this world again.'
'RUTHLESS CRIMINAL'
And Mr Treanor also spoke about Russell Warren, who testified against Meehan at his trial in 1999 and is now in the Witness Protection Programme.
Mr Treanor added: 'We still have people in the Witness Protection Programme connected to this case and they will no doubt be notified of any possible release.
'He continues to deny involvement in the murder to this day and will always be a ruthless criminal.'
Meehan is the last remaining member of Gilligan's despised gang who remains behind bars.

The 18-year-olds, who are also from Ireland, were held after witnesses told police they had seen them kicking and punching their compatriots following an earlier row in a tattoo parlour. The 71-year-old victim and his 20-year-old grandson were taken to hospital, with the elder of the two men needing an emergency operation after suffering several facial fractures. It said it occurred after the Irish teenagers were kicked out of a tattoo parlour in the resort's Ramon de Montcada Street after starting to insult and threaten staff and customers. They are said to have told the men they allegedly went on to physically attack: 'What are you looking at? Do you want a fight?' They reportedly waited outside with six other friends for 40 minutes and ambushed their alleged victims as they walked back to their hotel. The assault is said to have occurred outside an unnamed fast food restaurant where witnesses afterwards gave police a description of what had happened. SANTA PONSA FATAL CRASH Separately, at the weekend it emerged an Irish tourist had been involved in a fatal crash in Santa Ponsa. Police spent nearly half an hour trying to save the man knocked off his bike. Paramedics arrived a short time later and confirmed he was deceased. Veronica Guerin killer being granted day trips out of prison every few weeks
Veronica Guerin's killer Brian Meehan is being freed from jail every few weeks, we can reveal. Prison sources say the 58-year-old has been let out on temporary day release seven to eight times in recent months. The day trips have been sanctioned by the new Independent Parole Board in a bid to rehabilitate Meehan back into civilian life. It's understood he visits family and friends on each day of freedom and must return to Shelton Abbey Open Prison, Co Wicklow, where he is being detained by 7pm each evening. It is understood he is also looking for a job and would like to work in the gardening/horticultural sector. He is the only man convicted for the murder of journalist Veronica and has served 25 years behind bars. He was given a life sentence in July 1999. Holland shot her six times at point blank range as she sat at traffic lights in her car on the Naas dual carriageway. The hit was ordered by John Gilligan and neither he nor Holland were ever convicted of the murder. Holland later died in an English prison while serving a sentence for other offences. The Independent Parole Board has not given Meehan a date for his release yet. However, prison sources expect him to be freed by Christmas as his number of day releases increase. Veronica's heartbroken family are not happy about Meehan getting back out on the streets but privately accept there is very little they can do about it. They have continued to lobby both the Government and the Parole Board to stop it happening. 'He has done 25 years in jail and only the Independent Parole Board can decide when he gets out. The decision is out of our hands I'm afraid.' Meehan has been ordered not to have any contact with his former boss Gilligan or any other criminals. He now spends most of his days at Shelton Abbey playing golf on the small course at its site. Heartbreaking first picture of ‘lovely lad', 26, killed in horrific motorbike crash as family confirm funeral details
HEARTBREAKING tributes have poured in for a young motorcyclist who lost his life in a single-vehicle crash in Waterford on Wednesday .
