Telangana HC halts Centre's transfer order of IPS officer Bisht to Andhra

Abhilasha Bisht
's transfer to Andhra Pradesh and directed that she be allowed to continue serving in Telangana until the
Central Administrative Tribunal
(CAT) adjudicates her petition challenging the Centre's decision.

Justice P Sam Koshy and Justice Narsing Rao Nandikonda, while hearing the case, said that Abhilasha had prima facie grounds to challenge the cadre allotment and directed both the central and state authorities to maintain the status quo. "The officer cannot be made to suffer in the interregnum period before her contention on seniority is adjudicated by the CAT," the bench observed while disposing of the petition.
Abhilasha, a 1994 batch IPS officer, had originally been allotted to Andhra Pradesh during the 2014 state bifurcation exercise, despite having opted for Telangana.
She had continued to serve in Telangana for the past 10 years, protected by an interim order from the CAT.
However, in Jan 2025, the MHA issued a fresh order directing Abhilasha to report to Andhra Pradesh, prompting her to once again approach the CAT, which this time refused interim relief but assured that the main petition would be decided soon.
Unwilling to wait in limbo, Abhilasha moved the high court, claiming that her original cadre allotment in 2014 was the result of an erroneous fixation of seniority.
Court questions state's role
The high court bench examined the record and found no plausible explanation from the state govt for the alleged anomaly in her seniority during the bifurcation process.
Despite repeated queries from the bench, the state counsel failed to clarify how and why Abhilasha's name—originally listed as senior among officers who had shifted cadres on grounds such as marriage—was moved below others in the 2014 seniority list.

Even though the bench repeatedly asked the state counsel to explain who changed the seniority list and the basis for doing so, the state could not answer the query.
Seniority list
Abhilasha was one of three IPS officers—along with Shikha Goel and Soumya Mishra—who had been transferred to the then undivided Andhra Pradesh on personal grounds prior to 2014. Under the All India Services (AIS) rules, their seniority should have been preserved.
Abhilasha had always been ranked senior to the other two officers, but during the bifurcation, her position was lowered, allegedly based on the year of her inter-cadre transfer and her joining date—a move the court noted was unsupported by the IPS Seniority Rules, 1988.
The bench said that prima facie it appeared that there was unfair interference in the preparation of the seniority list and emphasised that Abhilasha should not be penalised while the matter remains sub judice.
"Abhilasha cannot be made to suffer till the issue is determined by the CAT," the bench reiterated.
However, the court also made it clear that CAT will decide the matter independently, uninfluenced by the high court's interim observations.

Union Home Ministry (MHA) officials on Monday (June 9, 2025) discussed changes in the ground rules of the suspension of operations (SoO) agreement, the opening of national highways and surrender of weapons at a meeting with Kuki-Zo insurgent groups, which was held after two years. At the meeting, the insurgent groups, in peace talks with the government since 2008, were conveyed about ground rules violations and were also asked to shut down or relocate camps close to the Meitei-inhabited areas. The ground rules of the SoO agreement are being reviewed by the MHA, and the next rounds of talks are expected next week to finalise the details for its implementation. A senior government official told The Hindu that the preliminary meeting discussed a road map for restoring normalcy in the northeastern State and finding a long-term solution. The official added that the opening of national highways for free movement of vehicles from Meitei areas and vice versa was emphasised upon. National Highways-2 and 37, which connect the land-locked Imphal valley to Nagaland and Assam respectively, critical for supply of essentials and other commodities, pass through Kuki-Zo inhabited areas. The talks, that were affected due to the May 2023 ethnic violence in Manipur, were held in Delhi after a gap of two years. The insurgent groups reiterated their demand for a union territory with legislature for the Kuki-Zo people. A SoO representative said, 'The grounds for discussion should be spelt out clearly. An agreement for a political settlement should be part of the SoO extension. Most ground rules are likely to remain the same as 2008, but regarding relocation of camps, we will have to discuss with our constituents.' The groups were told to surrender weapons to bring long-lasting peace,' the official said. The agreement, in place since 2008, has been periodically extended each year except on February 29, 2024, when the Manipur Government pulled out from the tripartite pact; the MHA and SoO groups being the other two signatories. The representative added, 'The meeting focused on the way forward, it concluded on a positive note. Some of the camps that were set up in 2008 were inappropriately located; they have water scarcity and are in want of serious repair. The cadres have not been paid stipend for the past two years.' The representative added that the State government withdrew from the SoO pact after alleging ground rules violation. 'The ground rules are violated if our cadres attack the security forces. Post-May 3, 2023, the State police commandos at the behest of the State government were attacking our camps with mortars.' Around 2,200 cadres of the SoO groups comprising United People's Front (UPF) and the Kuki National Organisation (KNO) – umbrella organisations of 25 insurgent groups, live in 14 designated camps in the hill districts of Manipur. The cadres are entitled to a stipend of ₹6,000 per month which has not been paid since the violence erupted. The SoO agreement was signed in the wake of Kuki-Naga clashes in the 1990s when hundreds were killed. The insurgent groups demanded an independent land for the Kuki-Zo people. Former Manipur Chief Minister N. Biren Singh had claimed that SoO groups violated ground rules and instigated ethnic violence. The violence between the Kuki-Zo and Meitei people, which erupted in the State on May 3, 2023, has claimed the lives of 250 people, displacing more than 60,000 people from their homes.

MHA sanctions additional ₹25 crore for over 2,000 homes and properties destroyed in Pakistani shelling in Punjab, J&K
The Union Ministry of Home Affairs (MHA) sanctioned an additional fund of ₹25 crore to rebuild 2,060 houses in border areas of Jammu and Kashmir that were damaged in shelling and firing from Pakistan post Operation Sindoor. Similar compensation will also be provided in the border areas of Punjab. Prime Minister Narendra Modi recently announced additional compensation for houses damaged in Pakistani shelling. As a special case, Mr. Modi announced additional compensation of ₹2 lakh for each fully damaged house and ₹1 lakh for each partially damaged house. The Ministry ensured the implementation of this decision. Union Home Minister Amit Shah visited Poonch on May 29 and 30. During the visit, he had handed over appointment letters on compassionate grounds to the family members of those who lost their lives in the cross-border firing. Compensation for damages caused by cross-border shelling was provided immediately. After Operation Sindoor, several incidents of cross-border shelling were reported in border districts of J&K. Hundreds of families suffered because of cross-border shelling on residential areas, schools, and religious structures including gurudwaras, temples, mosques and commercial properties. A total of 3.25 lakh persons were evacuated from the border districts, out of which about 15,000 persons were accommodated in about 397 shelter sheds and accommodation centres. A total of 394 ambulances were deployed in all border districts to take patients to hospitals for treatment, of which 62 ambulances were deployed in Poonch district alone. A total of 2,818 civil defence volunteers were also deployed for services related to health, fire and emergency services, livestock, essential supplies etc.

SC protects MP scribes against coercive action, asks them to move HC
The Supreme Court on Monday protected in the interim two Madhya Pradesh-based journalists who were allegedly assaulted by the state police for reporting on illegal sand mining activities. A bench of Justices Prashant Kumar Mishra and Manmohan, however, refused to examine their plea and asked them to move the Madhya Pradesh High Court instead. A separate top court bench on June 4 sought the responses of Madhya Pradesh and Delhi governments on the plea of Shashikant Jatav and Amarkant Singh Chouhan. The apex court while granting the interim relief posted the hearing on June 9. "We are not entertaining the plea. However, looking at the allegations, we permit the petitioners to move the concerned high court within two weeks from today. Till the time the petitioners move high court the petitioners shall not be arrested," Justice Mishra said. The journalists alleged that they were kidnapped, assaulted in custody and subjected to casteist slurs by a senior police officer and his subordinates. The top court had previously asked why the petitioners did not make the superintendent of police of Bhind a party to the petition. "It is very easy to say all kinds of things against an IPS officer without making him a party. Whatever comes to your mind, just put it in black and white against the IPS officer," it added. The bench also asked why the National Human Rights Commission (NHRC) and the NCT of Delhi were made parties. The counsel said NHRC was made a party as petitioners had previously filed a complaint there and offered to remove it as a party from the case. On the NCT of Delhi, the counsel said both the petitioners were in the national capital at present. On May 28, the Delhi High Court granted two-month protection to Chouhan, who claimed there was threat to his life by the Bhind superintendent of police after he was allegedly beaten in his office. The high court directed Delhi Police to provide protection to Chouhan, the Bhind Bureau Chief of Swaraj Express news channel. "In the meantime, they can approach the high court concerned (for availing further legal remedies)," the Delhi High Court had said. The journalists from Bhind district recently alleged that they were beaten and manhandled on May 1 inside the office of superintendent of police, an allegation denied by the officer.
