Seven affordable housing projects in four cities in Odisha scrapped for delay in execution

BHUBANESWAR : Failure on part of three urban development authorities and an urban local body to take up affordable housing projects in a time-bound manner under their jurisdictions has resulted in cancellation of seven projects under Pradhan Mantri Awas Yojana (Urban).
As per sources, Bhubaneswar Development Authority (BDA), Cuttack Development Authority (CDA), Rourkela Development Authority (RDA) and Jatni Municipality have failed to take up construction of about 3,400 affordable dwelling units sanctioned by the Central Sanctioning and Monitoring Committee (CSMC) under two verticals - Affordable Housing in Partnership (AHP) and In-situ Slum Redevelopment (ISSR) - of PMAY (U) between 2017 and 2021.
However, since PMAY (U) has been closed in the state, these urban bodies have now been asked to submit cancellation proposal for the same within 15 days. While the AHP under PMAY (U) provided central assistance to economically weaker sections (EWS) beneficiaries for owning a pucca house, the ISSR facilitated redevelopment of slums using land as a resource and provided houses to eligible slum dwellers through private investment.
Sources in the Odisha Urban Housing Mission (OUHM), the nodal agency for implementation of PMAY (U) in the state, said the 3,400 affordable housing units were supposed to be taken up by three development authorities and Jatni Municipality under seven projects - six AHP and one ISSR project. While the BDA was supposed to take up an ISSR project with 400 dwelling units at VSS Nagar, CDA was to take up two separate AHP projects of 288 EWS units and 540 dwelling units at Nimpur and Tulasipur respectively.
Similarly, RDA was entrusted to execute three AHP projects for construction of 420 dwelling units at Pradhanpali and Basanti Colony, 800 EWS houses at Chhend and another 360 affordable housing units near Chamber of Commerce at Chhend. Meanwhile, the Jatni Municipality had also been granted an AHP project to construct 600 affordable houses at Ramachandrapur and Sandapur.
OUHM officials said the project was sanctioned long back, between 2017 and 2021, under PMAY (U) but couldn't be executed by the development agencies till date.
'As PMAY (U) has now been closed and PMAY (U) 2.0 rolled out in the state, these urban bodies have now been asked to submit the cancellation proposals within a fortnight,' an official from the OUHM said. He said, in case there is a fresh demand for affordable houses under AHP vertical in the jurisdictions of these urban bodies, they will have to take necessary steps to prepare plan under PMAY (U) 2.0 and follow procedure as per its guidelines.

The Ministry of Housing and Urban Affairs has approved an additional 1.47 lakh pucca houses under Pradhan Mantri Awas Yojana-Urban 2.0 in 14 states and UTs as part of the Centre's 'Housing for All' policy, according to an official statement issued on Wednesday. The total houses approved are 1,46,582 across 14 states and UTs -- Gujarat, Himachal Pradesh, Ladakh, Madhya Pradesh, Manipur, Maharashtra, Mizoram, Odisha, Puducherry, Punjab, Tamil Nadu, Tripura, Uttarakhand, and Uttar Pradesh. With this approval, the total number of houses sanctioned under PMAY-U 2.0 is now 8.56 lakh, the statement said. The decision was taken during the fourth meeting of the Central Sanctioning and Monitoring Committee held on Tuesday under the chairmanship of Housing and Urban Affairs Secretary Srinivas Katikithala. The sanctioned houses will cater to the housing needs of the urban poor, helping them gain access to affordable and dignified pucca houses with basic amenities, the statement said. Addressing the meeting, Katikithala urged the states and UTs to emphasise aligning housing projects with infrastructure corridors to promote integrated urban development. "States/UTs should strategically plan and locate housing projects in areas that have enhanced connectivity, economic activity and better access to services," he said. The JS&MD, HFA apprised the Secretary about the status of implementation of PMAY-U 2.0 and said that the larger states, particularly metro cities, should bring proposals to the committee CSMC with a focus on affordable housing in partnership (AHP) vertical of the scheme under which group housing projects are constructed. Under the schemes, more than 120 lakh houses have been sanctioned, of which 93.81 lakh pucca houses have already been constructed and delivered to the beneficiaries. Aligning with the goal of 'Housing for All', the scheme was revamped and launched as PMAY-U 2.0 in September 2024. One crore additional urban families will receive financial support of up to Rs 2.50 lakh from the government to construct or purchase a pucca house in cities. Families belonging to the economically weaker sections, lower-income groups and middle-income groups who do not own a pucca house anywhere in the country are eligible for benefits under PMAY-U 2.0. Among the key highlights of the meeting is the focus on women's empowerment and building a more inclusive and equitable society. About 75,417 houses have been sanctioned for women alone, including single women and widows, reaffirming the government's commitment to empowering women with access to a safe and dignified living. Additionally, Uttar Pradesh has sanctioned 1,166 houses for senior citizens. Furthermore, 12 houses have been allotted to transgenders. Among the different underprivileged groups - 32,551 houses were allotted in the name of SC beneficiaries, 5,025 houses for ST beneficiaries, and 58,375 for the OBC. Eligible individuals can apply for the Scheme directly through or contact their ULB for assistance.

In a bid to reduce interference by officials and automate the registration process for some properties, the Karnataka Government passed a Bill introducing a digital signature certificate-based software system. This will allow property registrations to happen at sub-registrar offices without the physical presence of parties involved. The digital signatures will apply only to properties allotted by government agencies and not to sale transactions between two parties. Piloting the Registration (Karnataka Amendment) Bill 2025, Revenue Minister Krishna Byre Gowda said that if a site is approved by government bodies—such as the Bangalore Development Authority (BDA), Karnataka Industrial Areas Development Board (KIADB), or the Housing Board—the system can approve it automatically. 'The signature of the sub-registrar will be automated. No signature is required from any other official,' he said. Among the major reasons for introducing the system, Gowda said, was that there were cases where multiple people claimed a site that had been sanctioned to someone else. The system will make sure that when a tahsildar sanctions a site, 'then there is no need for the sub-registrar to verify it', he said. The sub-registrar's signature will be generated digitally once the title deeds of a sanctioned property are uploaded through an official channel. Such registrations, Gowda said, will take place automatically. Gowda said that the system would also help clear loan entries made to the record of rights, tenancy, and crops (RTC) certificate. 'After clearing the loan dues, farmers are made to wait at government offices to remove loan details from their RTC. To remove entries, bribes are sought,' the minister said. When a no-objection certificate is issued by banks for loans being cleared, the system will ensure that debt details are removed without personal appearance, Gowda added.

Advt In a decisive move to bridge the waste processing gap, the state govt is ramping up infrastructure and implementing decentralised solutions across Urban Local Bodies (ULBs). Officials have announced the completion of 13 new Solid Waste Management (SWM) plants by December 10 SWM plants are operational across various districts. With the commissioning of the new plants, all 96 ULBs under the Swachh Bharat Mission are expected to be fully operational by early 2027. This expansion is set to address the state's waste disposal shortfall and promote scientific and sustainable practices."All 96 ULBs in Assam are strategically working toward strengthening waste systems under Swachh Bharat Mission (Urban) 2.0. Solid waste management continues to be a critical challenge for the state's rapidly growing urban areas. However, recent efforts reflect a clear shift toward structured and scalable solutions. Across these ULBs, many have already initiated improvements in waste collection, segregation, and disposal mechanisms," said an official of Swachh Bharat Mission (Urban) - development of solid waste management plants - both operational and upcoming - will be instrumental in reducing landfill pressure, promoting recycling, and ensuring the scientific processing of municipal waste, as numerous ULBs in the state have seen solid wastes generated by households and commercial establishments piling up near residential or commercial the existing SWM plants, the ones in North Lakhimpur Municipal Board and in Dibrugarh Municipal Corporation have the highest capacity with 125 TPD and 100 TPD, the upcoming SWM facilities will be a big boost in solid waste treatment with enhanced capacities, with Tinsukia MB having a 130 TPD capacity, whereas Jorhat MB and Kharupetia MB have capacities of 100 TPD the total capacity of the 10 already operational plants is 458 TPD, the overall capacity of the upcoming 13 plants expected to be made operational later this year will be 650 present, as a temporary relief for ULBs where the plants are yet to be completed, the surplus capacity of operational SWM plants is being strategically leveraged to function as cluster facilities for treating waste from the neighbouring ULBs, which lacks SWM plants.
