Choosing Breton will be a wise decision if you are looking to strengthen your defense as this race has high Willpower and Intelligence, which makes them highly resistant against enemy magic.
Dark Elves sits in the middle as it is good in both defense and attack. They are resistant to fore and also contain strong Destruction skills, but lacks adequate Magicka reserves.
If you want variety is your magicka arsenal, then you have to go with Dark Elves as this race boasts the largest spell pool. However, they are not good in defense, keep that in mind.
Best Attributes for Mage
Intelligence:
This attribute should be your top priority as it directly increases your Magicka which in turn increases your Spells.
Willpower:
If you don't want to get wasted midbattle, then this Attribute is your next choice as it speeds up the regeneration process of Magicka.
Speed:
The name of the Attribute says it all. Speed lets dodge the enemy attacks faster, especially in case of ranged attacks.
Agility:
If you are using a backup dagger, then you can think of equipping this Attribute.
Luck:
This is another important Attribute as it boots all your skills
You can leave attributes like Strength, Personality, etc. You can also leave Endurance if you aren't thinking about close range spells.
Best Skills for Mage
Destruction:
This is going to be your primary skill if you are planning to play as a Mage, because major spells like Fireballs, Lighting Bolts, Frost Spells, etc. fall under this. It will also deal the most share of damage.
Restoration:
Attack is not the only option because you need this skill for healing and boosting your defenses. The higher Restoration skills you have, the higher Restoration spells you will gain.
Conjuration:
If you are in a heated situation and need a hand, you can summon creatures to fight for you, which will give you space for a breather.
Mysticism:
This skill gives you the ability to trap souls and absorb spells.
Alteration:
Gives the quality-of-life abilities like water walking, lock-picking, enhanced carrying capacity, shield boosts, and many more.
Illusion:
What's a Mage if he doesn't have the Illusion skill which grants paralysis, invisibility, charm spells, etc. which are used to manipulate enemies.
Best Spells of Mage

Fireball, Blizzard, Lighting Bolt:

Healing:

Paralyze:

How to play as Mage
When you are playing as a Mage, you always need to be one step ahead of your enemies in the game. As a Mage, you can't stay in a single spot as you will always need to move to dodge attacks.
