Somaliland is open to trade, innovation and dialogue
My meeting with President William Ruto on May 29 was not only cordial and constructive, but a clear signal that Somaliland and Kenya are ready to deepen engagement on the basis of mutual respect, shared values, and a common vision for economic prosperity and security.
The inauguration of Somaliland's expanded diplomatic mission in Nairobi marks a significant milestone in our bilateral relationship and our pursuit of international cooperation.
Somaliland will continue to build bridges that reflect our readiness to contribute to peace, security, and economic development in the Horn of Africa.
Somaliland's aspirations are grounded in a desire to be a responsible and reliable partner. We are not asking for favours, but offering partnership. A partnership based on mutual benefit, strategic interest, and the shared goal of a more stable and prosperous East Africa.
With Kenya, this vision finds fertile ground. As one of Africa's most dynamic economies and democratic states, Kenya has long played a stabilising role in regional affairs.
Our two nations share deep people-to-people ties, stemming from our historic legacies with the two countries share the same currency, banking, civil service and judicial systems for over half a century, and current growing commercial interests, and a strong convergence on key development priorities: inclusive economic growth, counterterrorism, and democratic governance.
During my conversation with President Ruto, we reaffirmed our shared commitment to regional stability and explored new avenues for cooperation. From trade and infrastructure to security, there is ample room for collaboration.
Somaliland is a stable partner to facilitate access to the Red Sea, enhancing maritime security, and strengthening commercial links across the Horn.
We are investing heavily in the Port of Berbera, modernising our customs systems, and expanding road and telecom infrastructure. These are not just national projects; they are regional assets.
Kenya's business community already understands this potential. I am excited to welcome a new air route directly between Nairobi and Hargeisa as one of the landmark issues to be agreed during my visit.
Somaliland already receives a high number of Kenyan professionals every year and Kenyan enterprises are increasingly looking to Hargeisa as a destination for trade and investment. We want to build on this momentum.
By establishing a formal diplomatic presence in Nairobi, we intend to streamline collaboration, facilitate business partnerships, and create new pathways for cultural and academic exchange.
At the heart of this engagement is a simple proposition: Somaliland is open. Open to trade, to innovation, and to dialogue. Our message to the world is grounded in values: Democracy, security, opportunity.
Somaliland has held successive peaceful elections, maintained one of the most secure environments in the Horn, and cultivated a pluralistic political culture that deserves to be part of the international conversation.
Diaspora communities, students, entrepreneurs, and civil society actors are the lifeblood of regional integration. We believe in African solutions to African challenges, and this begins by strengthening our continental bonds.
Somaliland's future will be shaped not just by our aspirations, but by our actions. We are working hard to create jobs for our youth, tackle climate vulnerabilities, reform our institutions, and modernise our economy.
These are challenges Kenya also confronts, and we see opportunities to learn from each other, to co-invest in regional infrastructure, and to coordinate on key policy areas including energy transition, food security, and digital inclusion.
In that spirit, I look forward to welcoming Kenyan delegations to Hargeisa in the months ahead. Our dialogue will be reciprocal, and our partnerships built on a foundation of trust and transparency.
I also encourage regional think tanks, universities, and media to engage more deeply with Somaliland's story. We are more than a headline; we are a living example of resilience, innovation, and democratic promise in the Horn of Africa.
To the people and Government of Kenya, I extend my sincere gratitude for your continued openness. In this time of regional flux and global uncertainty, let us reaffirm our shared purpose and invest in a future of African cooperation that delivers tangible results for our citizens.
The work begins now. Together, Somaliland and Kenya can chart a path that not only serves our national interests but elevates the hopes of a region ready to rise.

Ruto pitches more trade as Japan proposes an economic bloc with Africa
President William Ruto wants Japan to open up their market to Kenyan produce to seal a widening gulf in trade, even as Tokyo proposed some sort of economic bloc with African countries. The developments emerged at the ongoing 9th Tokyo International Conference on African Development (TICAD), a triennial summit of leaders of Japan and Africa to discuss economic cooperation. Ahead of the Summit, which kicked off on Wednesday in Yokohama, President Ruto told Japanese Prime Minister Shigeru Ishiba that a trade deficit could be helped with lower tariffs.'Our trade has grown exponentially in that period, growing by 33 percent in 2024. However, the trade relationship is heavily in favour of Japan,' Ruto said. 'There is a need for Japan to deal with tariff and non-tariff barriers so that Kenyan agricultural produce, including avocados and tea, can get more access to the Japanese market.'State House Nairobi said Japan's trade with Kenya reached $900 million in 2024, rising by a third in volume to the figures of 2023. But Kenya's volume of exports there was just about $70 million, less than 10 percent of the total volume. For Japan, however, the compensation for that has been in development assistance, sending more to Kenya than any other African country. According to Ruto, Japan has extended some $5 billion in aid to Kenya, helping improve transport, energy, agriculture and healthcare services. As TICAD opened on Wednesday, however, it was clear that more trade, not aid, would rectify the situation leaders admitted was unbalanced. Japan Prime Minister Shigeru Ishiba proposed an economic partnership with the African countries aimed at drawing in investors and propelling industrial development for the continent. Mr Ishiba told the opening session that the proposed 'Economic Region Initiative of Indian Ocean-Africa' would be a game changer given that Japan and African countries have already established strong collaboration.'This initiative seeks to promote Africa's regional integration and industrial development in the Indian Ocean-Africa Economic Region, which is expected to serve as a key driver of global economic growth, by fostering collaboration between Japan and countries across the Indian Ocean such as India and Middle Eastern countries,' the Prime Minister said. Japan says the initiative is positioned as one of the efforts under the vision of a Free and Open Indo-Pacific (FOIP), which will support Japanese companies in expanding trade and investment from countries across the Indian Ocean to Africa, and to ensure that the resulting benefits also flow back to Japan. Japan has had routine summits with African leaders for the last three decades. But it has chased the game with China, now the biggest trading partner of Africa, with a volume of $250 billion. Japan's trade figures with Africa is a tenth of China's. This is largely because China has often chosen to deal with governments and pursue state projects while Japan's version often targets partnerships including with the private sector. Japan announced a cumulative $30 billion more worth of investments in Africa and they pledged to strengthen partnerships between Japan and Africa in areas of infrastructure development, health, and peace and security. In Yokohama, Mr Ishiba said that Japan will steadily work towards the realisation of this initiative together with African countries and the Indian Ocean region. Yet this TICAD is taking place against the backdrop of growing concern over the skyrocketing tariffs imposed by the US President Donald Trump on African countries, despite the US being one of the leading markets for African products. Also, Japan is expected to sign a free trade agreement with the African countries in the ongoing conference, which has attracted leaders from several countries including President William Ruto of Kenya. Uganda negotiates debt financing for 85% of planned $3bln railway project
Uganda is in talks with development finance institutions and credit export agencies to have 85% of a planned railway project financed with debt, a senior official said on Wednesday, amid concerns over an already-high public debt pile. Turkey's Yapi Merkezi won the contract to build the 2.7 billion euros ($3.15 billion) railway in October last year and preliminary works have begun. Some of the potential financiers include the OPEC Fund for International Development, Africa Development Bank, Islamic Development Bank and some European export credit agencies, Perez Wamburu, head of the railway construction project, told Reuters. Wamburu said the debt financing talks were in advanced stages and expected to be completed soon. "The possible financiers are available ... the Finance Ministry is actively engaged with them and financial closure should be soon," he said. The Ugandan government will finance 15% and has released $75 million to fund the preliminary work, Wamburu said. The 272-kilometre (169-mile) line is the first section of a planned 1,700 km electric rail line in the landlocked east African country. It will run from Uganda's capital Kampala and connect with neighbouring Kenya's railway at the Malaba border point. The Consulate-General and key tourism stakeholders in Uganda and Kenya this morning launched preparations for the 4 th Uganda- Kenya Coast Tourism Conference, Exhibition and Fam trip. Under the theme "Leveraging Youth, Innovation & Technology for Responsive & Inclusive Tourism" the Conference and Exhibition will be held on 27th – 29 th October 2025 at the Ocean Beach Resort&Spa, Malindi, Kilifi County. The event, was attended by the Governor of Kilifi County H.E. Gideon Mung'aro accompanied by Kilifi county executives, the Kenya Tourism Board, Uganda Airlines, tour agents and a special appearance by Ugandan Brand Ambassador Akothee. Speaking to the attendees, Uganda's Consul General in Mombasa, Amb. Paul Mukumbya emphasized that the Uganda–Kenya Coast Tourism partnership is about complementarity rather than competition. He said that the event has been steadily growing from the initial 200 delegates in 2022 to a projected 750 tourism stakeholders later this year! In explaining the inspiration behind the theme, Amb. Mukumbya said that as the tourism sector evolves, innovation and technology have emerged as key elements in shaping the future of tourism. Young people, with fresh ideas and tech-savviness, have important roles to play both as travelers and service providers in the tourism industry as tour operators, travel agents and hoteliers. They are therefore uniquely positioned to drive innovation in both tourism and hospitality. From developing mobile apps for seamless bookings, to designing virtual reality travel experiences, to using AI and data analytics for personalized customer service, the youth are introducing dynamic innovations that enhance efficiency, sustainability and customer satisfaction in the industry. 'Young people possess a natural affinity for emerging technologies and are often at the forefront of creating and adapting to new technology solutions that transform the way tourism and hospitality services are delivered,' said Mukumbya. Expressing support for Youth innovation, Governor Mung'aro said their creativity and entrepreneurial mindset has also led to the rise of tech-enabled startups in travel, sustainable tourism initiatives, and smart hospitality concepts. Through the use of digital tools, data-driven solutions and creative entrepreneurship, youth are contributing to a more responsive, inclusive and sustainable tourism industry. The conference and related activities will leverage on the achievements of the previous years and the emerging issues in the partnership.
