President Donald Trump's Department of Health and Human Services (HHS) is terminating awards totaling more than $750 million dollars that were provided to pharmaceutical manufacturer Moderna to help facilitate its production of mRNA-based bird flu vaccines.
During President Joe Biden's final week in office, his administration awarded $590 million to Moderna to help speed up its production of mRNA-based vaccines. The $590 million award followed a separate $176 million award Biden gave to Moderna earlier last year for mRNA vaccine technology.
Messenger RNA vaccines are a newer type of vaccine technology, which was utilized by companies like Moderna and Pfizer to develop their COVID-19 vaccines. The vaccine technology was at the center of a lot of criticism amid the coronavirus pandemic for potentially being associated with adverse side effects in some people who took them, such as myocarditis.

Trump administration officials previously hinted at the potential that this funding could be terminated, citing a lack of oversight during the Biden administration pertaining to vaccine production.
"After a rigorous review, we concluded that continued investment in Moderna's H5N1 mRNA vaccine was not scientifically or ethically justifiable," HHS Communications Director Andrew Nixon said. "This is not simply about efficacy — it's about safety, integrity, and trust. The reality is that mRNA technology remains under-tested, and we are not going to spend taxpayer dollars repeating the mistakes of the last administration, which concealed legitimate safety concerns from the public."

The announcement reflects a larger shift in federal vaccine priorities, after HHS Secretary Robert F. Kennedy Jr. announced earlier this week that COVID-19 vaccines would be removed from the federal government's list of recommended vaccines for children and pregnant women.
Meanwhile, a report from Senate Republicans released earlier this month suggested the Biden administration withheld critical safety data and downplayed known risks tied to the mRNA COVID-19 vaccine. In particular, the Senate report focuses on HHS' awareness of, and response to, cases of myocarditis — a type of heart inflammation — following COVID-19 vaccination.
"Rather than provide the public and health care providers with immediate and transparent information regarding the risk of myocarditis following mRNA COVID-19 vaccination, the Biden administration waited until late June 2021 to announce changes to the labels for the Moderna and Pfizer COVID-19 vaccines based on the 'suggested increased risks' of myocarditis and pericarditis," the Senate report states. "Even though CDC and FDA officials were well aware of the risk of myocarditis following COVID-19 vaccination, the Biden administration opted to withhold issuing a formal warning to the public for months about the safety concerns, jeopardizing the health of young Americans."
In response to the Trump administration's funding termination, Moderna put out a press release acknowledging the move, but also touting the "safety profile" observed amid its work on a new mRNA bird flu vaccine.
"While the termination of funding from HHS adds uncertainty, we are pleased by the robust immune response and safety profile observed in this interim analysis of the Phase 1/2 study of our H5 avian flu vaccine and we will explore alternative paths forward for the program," said Stéphane Bancel, Chief Executive Officer of Moderna. Elon Musk's time in the Trump administration is coming to an end after a tempestuous 129 days in which the world's richest man took an axe to government spending - stirring ample controversy along the way. Earlier this week, the South African-born billionaire, on his social media platform, X, thanked President Trump for his time at the Department of Government Efficiency, or Doge. Trump announced he will host a news conference in the Oval Office on Friday with Musk, writing: "This will be his last day, but not really, because he will, always, be with us, helping all the way." While Musk's time in government lasted little more than four months, his work with Doge upended the federal government and had an impact not just in the halls of power in Washington - but around the world. Let's take a look at some of the ways Musk has left a mark. Musk took a job with the Trump White House with one mission: to cut spending from the government as much as possible. He began with an initial target of "at least $2 trillion", which then shifted to $1tn and ultimately $150bn. To date, Doge claims to have saved $175bn through a combination of asset sales, lease and grant cancellations, "fraud and improper payment deletion", regulatory savings and a 260,000-person reduction from the 2.3 million-strong federal workforce. A BBC analysis of those figures, however, found that evidence is sometimes lacking. This mission has at times caused both chaos and controversy, including some instances in which federal judges halted mass firings and ordered employees reinstated. In other instances, the administration has been forced to backtrack on firings. In one notable instance in February, the administration stopped the firing of hundreds of federal employees working at the National Nuclear Security Administration, including some with sensitive jobs related to the US nuclear arsenal. Musk himself repeatedly acknowledged that mass firings would inevitably include mistakes. "We will make mistakes," he said in February, after his department mistook a region of Mozambique for Hamas-controlled Gaza while cutting an aid programme. "But we'll act quickly to correct any mistakes." Doge's efforts to access data also garnered controversy, particularly the department's push for access to sensitive treasury department systems that control the private information of millions of Americans. Polls show that cuts to government spending remain popular with many Americans - even if Musk's personal popularity has waned. The presence of Musk - an unelected "special government employee" with companies that count the US government as customers - in Trump's White House has also raised eyebrows, prompting questions about potential conflicts of interest. His corporate empire includes large companies that do business with US and foreign governments. SpaceX has $22 billion in US government contracts, according to the company's chief executive. Some Democrats also accused Musk of taking advantage of his position to drum up business abroad for his satellite internet services firm, Starlink. The White House was accused of helping Musk's businesses by showcasing vehicles made by Tesla - his embattled car company - on the White House lawn in March. Musk and Trump have both shrugged off any suggestion that his work with the government is conflicted or ethically problematic. Around the world, Musk's work with Doge was most felt after the vast majority - over 80% - of the US Agency for International Development's (USAID's) programmes were eliminated following a six-week review by Doge. The rest were absorbed by the State Department. The Musk and Doge-led cuts formed part of a wider effort by the Trump administration to bring overseas spending closer in line with its "America First" approach. The cuts to the agency - tasked with work such as famine detection, vaccinations and food aid in conflict areas - quickly had an impact on projects including communal kitchens in war-torn Sudan, scholarships for young Afghan women who fled the Taliban and clinics for transgender people in India. USAID also was a crucial instrument of US "soft power" around the world, leading some detractors pointing to its elimination as a sign of waning American influence on the global stage. While Musk - and Trump - have for years been accused by detractors of spreading baseless conspiracy theories, Musk's presence in the White House starkly highlighted how misinformation has crept into discourse at the highest levels of the US government. For example, Musk spread an unfounded internet theory that US gold reserves had quietly been stolen from Fort Knox in Kentucky. At one point, he floated the idea of livestreaming a visit there to ensure the gold was secured. Fact-checking Trump's Oval Office confrontation with Ramaphosa More recently, Musk spread widely discredited rumours that the white Afrikaner population of South Africa is facing "genocide" in their home country. Those rumours found their way into the Oval Office earlier in May, when a meeting aimed at soothing tensions between the US and South Africa took a drastic twist after Trump presented South African President Cyril Ramaphosa with videos and articles he said were evidence of crimes against Afrikaners. Musk's work in government also showed that, despite public pledges of unity, there are tensions within the "Trump 2.0" administration. While Trump publicly - and repeatedly - backed the work of Musk and Doge, Musk's tenure was marked by reports of tension between him and members of the cabinet who felt Doge cuts were impacting their agencies. "They have a lot of respect for Elon and that he's doing this, and some disagree a little bit," Trump acknowledged in a February cabinet meeting. "If they aren't, I want them to speak up." At one point, he was asked whether any cabinet members had expressed dissatisfaction with Musk and turned to the room to ask them. No one spoke. The announcement of Musk's departure also came the same day CBS - BBC's US partner - publicised part of an interview during which Musk said he was "disappointed" by Trump's "big, beautiful" budget bill. The bill includes multi-trillion dollar tax breaks and a pledge to increase defence spending. Musk said the bill "undermines" the work of Doge to cut spending - reflecting larger tensions within the Republican Party over the path forward. HBR's Best Practices for Supporting Employee Mental Health

When the Covid-19 pandemic hit, people across the globe faced new anxieties about their health, families, income, and stability. For company leaders, all that upheaval put worker mental health into the can't-ignore category of issues affecting their organizations. External forces affecting employee mental health have continued to proliferate since: The fast pace of AI implementation is changing the shape of many careers, geopolitical tumult brings worry about stability, and murky and shifting economic outlooks can lead to cost-cutting measures like layoffs. In short, your people have a lot to worry about right now. A new survey from the workplace wellness consultancy Mind Share Partners in partnership with Qualtrics of over 1,100 U.S. employees found that 90% of participants reported 'at least minor levels of one mental health challenge,' with the top three stressors being U.S. politics, global events, and personal finances. As a leader, you're likely feeling it, too: A 2024 Businessolver survey of 3,000 CEOs, HR professionals, and employees found that 55% of CEOs reported experiencing a mental health issue (such as anxiety, depression, loneliness, burnout, and obsessive compulsive disorder) in the past year. It's time for leaders to recommit to supporting their employees' mental health—and their own. HBR's archive has plenty of strategies for how to do it right. Change Systems, Not Individuals Companies are making larger investments in employee wellness programs than ever; however, data suggests those programs aren't actually resulting in better well-being outcomes for employees. According to a trio of authors drawing on a wide body of workplace wellness research, individual-level interventions like well-being apps and employee assistance programs are likely to be ineffective unless paired with systemic interventions. To take a more holistic approach to workplace well-being, the authors suggest leaders become 'behavioral architects' by embedding well-being strategies—and support—into all levels of the organization. Consider changes like increasing flexibility (even trying a four-day workweek) to give employees more control over their work-life balance, putting together volunteer-led 'well-being champion networks' to provide them with peer support, and training managers to support their team members' mental health. Consider Identity Workplace mental health expert Morra Aarons-Mele points out that 'work is about people, and people are messy and difficult.' That may appear obvious at first glance, but identity —the interrelated elements that make up our concept of ourselves—is a critical dimension of how people experience and talk about mental health challenges. Employees from younger generations may be more comfortable discussing mental health than their older counterparts, for example, and men may feel more stigma around mental health than women do. Aarons-Mele has a few suggestions for how to counter these differing perspectives: Create an organization-wide shared language and baseline of knowledge about mental health. Ensure men are visible in mental health conversations. Create opportunities for people who share lived experiences and dimensions of identity to connect with one another. Look to Your Own Leadership Behaviors As a leader, your day-to-day behaviors can inadvertently cause your employees undue stress and anxiety. Tomas Chamorro-Premuzic put together a list of five common behaviors to watch out for. For example, are you adding unnecessary complexity by making employees guess at what you'll do next? Are you telegraphing pessimism, leading them to assume a situation is worse than it is? Being more aware of how your actions affect your employees can help you 'bring out the best in people even in the worst of times,' according to Chamorro-Premuzic. And while many conversations about mental health have moved out of the shadows and into the open over the past few years, both stigma and concerns about repercussions persist. As a leader, you have influence, and discussing your own mental health can make your employees feel more comfortable discussing theirs. As Kelly Greenwood, founder and former CEO of Mind Share Partners, puts it, telling your own story 'reduces stigma and normalizes the ups and downs of being human—especially as a high-performing professional' and 'positions vulnerability as a strength instead of a weakness and shows it's possible to succeed and thrive with a mental health challenge.' Greenwood offers a guide to crafting an authentic, compelling story for employees in a way that's both inclusive and protective of your own boundaries. Improve Uptake of Programs Storytelling may also help increase employee participation in the mental health programs you've invested in. A team of behavioral scientists and organizational behavior scholars recently conducted a study of 2,400 employees at the Swiss pharma company Novartis to test their participation in the company's peer-to-peer Mental Health First Aid support program. While plenty of employees had volunteered to be mental health first aiders (i.e., a source of support for colleagues), overall uptake in the program remained low. The authors presented participants with various anonymous stories of their colleagues accessing the program, varying in severity from work-related stress and anxiety to depression and panic attacks caused by external factors. Their initial findings showed that 'simply hearing about colleagues' struggles [could] normalize access to mental health support at work and increase uptake of an existing peer-to-peer support mental health program by as much as 8%.' That might not sound significant, but the authors note that at a large corporation like Novartis (comprising approximately 78,000 employees), the increased uptake could translate to 2,000 employees making use of the resource. Don't Neglect Your Own Mental Health To be effective at leading others, it's critical that you take care of yourself. If today's roller coaster of uncertainty is (understandably) making you anxious, Morra Aarons-Mele emphasizes how important it is that you address it: 'If you don't look your anxiety in the face at some point, it will take you down.' Instead of ignoring it or trying to push through it, she offers a four-stage process for managing your anxiety. First, you'll do some reflecting, looking inward to better understand what you're feeling and why. Then, you'll start developing tactics for managing your anxiety, including (healthy) compartmentalizing and connecting with others. Next, you'll learn how to be vulnerable with peers and employees—without oversharing or letting the conversation go off the rails. Finally, you'll put together a support system outside the organization to help gut-check your decision-making and advise you on more sensitive situations. Doing this, Aarons-Mele notes, 'means you'll have better workdays, both when things are status quo and during transitions and tough times.' . . . The past few years have taught us a couple things: It's not reasonable to expect employees (or yourself) to check their emotions at the door when they come into work, and simply spending money on interventions like wellness apps isn't sufficient on its own to support them. As a leader, taking a more holistic view of your employees' mental health—and working through and sharing your own experiences—can make them feel more engaged and improve the health of your organization.
