
Himachal HC pulls up Sukhu govt over delay in appointing of RERA chief
The court verbally announced a fine of ₹ 5 lakh on the government for the delay. The detailed order is awaited.
The directions were issued by the division bench of chief justice Gurmeet Singh Sandhawalia and justice Ranjan Sharma during the resumed hearing of a public interest litigation (PIL) regarding delay in appointments of RERA chief and members.
The court asked the state government that the notification for the posts of RERA chairman and its member must be issued by June 25, warning that the state's conduct appeared to be a deliberate attempt to stall justice.
'The government is playing hide and seek—first citing the shifting of RERA headquarters to Dharamshala— and now delaying appointments under the pretext of procedural issues,' the bench said. The court also expressed regret that despite being asked on May 9 whether appointments had been notified, the government had failed to act decisively.
During Friday's proceedings, the government submitted that Vidur Mehta, an architect, has been appointed as a RERA member and the remaining appointments were 'under process'. Founding the explanations 'unsatisfactory', the court observed that repeated excuses reflected administrative apathy.
The PIL filed by Atul Sharma has sought quashing of extension given to Prabodh Saxena as chief secretary of the state government on the grounds that it was given in clear violation of the Central Services Rules and guidelines of Department of Personnel & Training (DoPT). Saxena was considered front-runner for the post of RERA chairperson which had fallen vacant in December last year after retirement of then chairperson Shrikant Baldi.
Saxena faces chargesheet in the infamous INX Media scam, in which then Union finance minister P Chidambaram and his son Karti are also named as accused.
The petitioner informed the court that the special judge, anti-corruption court, Rouse Avenue, New Delhi, had taken cognisance of the chargesheet on October 21, 2019. The CBI had also reaffirmed the pendency of the case through a letter dated January 23, 2025
The petition argued that vigilance clearance cannot be granted to an officer who is an accused in a corruption case under the Prevention of Corruption Act.
In May, HC had sought an affidavit from state government over 'specific reason that the state has withheld the recommendations of the selection committee'. 'Keeping in view the larger public interest, if the appointment has not been notified, affidavit be filed as to why it has not been done and what is the specific reason that the state has withheld the recommendations of the Selection Committee,' said the division Bench, comprising chief justice GS Sandhawalia and justice Ranjan Sharma on May 9, while directing the state government to file an affidavit.
The high court clarified that the matter concerning interim relief against Saxena's extension would be considered on June 25, when the petition comes up for hearing again.
Leader of opposition and former chief minister,Jai Ram Thakur, said, 'Even high court-recommended appointments are facing delays. RERA is being shifted to Dharamshala under suspicious circumstances.'

EOW arrests 5 in two scams in Meerut, Bahraich
Lucknow: The UP Economic Offences Wing (EOW) has intensified its crackdown on financial crime, arresting five accused in two cases — one involving misappropriation of minority pre-matric scholarship funds in Meerut and the other related to Rs17.51 crore construction scam in Bahraich. The EOW arrested Abdul Rahman, principal of Madrassa Khadijatul Kubra Lil Banat in Rukanpur, on Wednesday. Rahman was wanted in connection with case number 60/2019, registered under BNS sections 409, 420, 467, 468, 471, 120B, and provisions of the Prevention of Corruption Act. Investigations revealed that in the 2010–11 academic year, Rahman, in collusion with other accused, fraudulently siphoned off ₹1,16,000 meant for minority students' scholarships, causing loss to the govt exchequer. He was absconding until his arrest on August 13. In the second case, EOW Lucknow arrested four accused — Gyanendra Pratap Singh, Meraj Ahmad, Pranshu Srivastava and Nizamuddin — in connection with a construction fraud linked to the Maharaja Suheldev Autonomous State Medical College in Bahraich. In the case registered in Lucknow the accused, in collusion with officials of the Uttar Pradesh Rajkiya Nirman Nigam Limited., forged supply orders and cash vouchers, without delivering or purchasing any construction material and misappropriated ₹17.51 crore allocated for the project. The accused were arrested in Lucknow on Aug 13. following the collection of evidence confirming their involvement. Legal proceedings against other absconding suspects are ongoing. Two held for taking bribe in Sikar dist
Jaipur: The Anti-Corruption Bureau (ACB) Tuesday arrested two people in Sikar for allegedly accepting bribes of Rs 1 lakh to clear pending bills for a school construction project. The accused include a private individual, Kamal Kumar Kumawat, acting as a middleman for assistant engineer Khumararam, and first assistant accounts officer Ramchandra. ACB officials said Kumawat was caught red-handed taking Rs 60,000 on behalf of Khumararam, while Ramchandra was nabbed with Rs 40,000. The arrests followed a complaint alleging that the assistant engineer and the accounts officer demanded Rs 60,000 and Rs 45,000, respectively, from a contractor to approve bills worth about Rs 27 lakh for building rooms at the Government Higher Secondary School in Devas, Sikar. Additional director general of police (ACB) Smita Srivastava said the Jaipur Rural ACB received the complaint and verified the allegations before setting a trap. The operation was planned under the supervision of DIG (Jaipur ACB) Rajesh Singh and led by additional SP (Jaipur Rural ACB) Sunil Kumar Sihag, with inspector Rajkumar Sharma and his team executing the arrests. HC asks Mansa court to consider Bhagwant Mann's exemption request in defamation case
Chandigarh: The Punjab and Haryana high court has asked the trial court in Mansa, where a defamation case is pending against Punjab CM Bhagwant Mann, to consider his request for exemption (if filed) based on its merits, without being bound by the earlier order of Aug 2, 2025, which said that his bail would be cancelled if he did not appear. A counsel representing CM Mann submitted that the summoning order dated Dec 14, 2020, is not sustainable. The counsel further contended that the challenge to the impugned order is already pending before the court in another petition. Hearing the plea, the HC has asked the state govt to file a reply on the matter by August 18. "In the meanwhile, the trial court is directed to consider the petitioner's application, if any, moved before it for exemption on merits dehors the stipulation in the order dated August 2, 2025, that on his non-appearance the bail will be cancelled," the HC observed further in its order. The court of Mansa chief judicial magistrate has summoned Bhagwant Mann in a defamation case filed against him by former MLA Nazar Singh Manshahia. Manshahia, who left the AAP for Congress on April 25, 2019, stated that two days after his joining the Congress, then Sangrur MP Bhagwant Mann held a press conference in Sangrur and accused him of switching parties in lure of Rs 10 crore.
