Roanoke residents speak out at public hearings about budget, meals tax, and more
ROANOKE, Va. (WFXR) — Roanoke residents were in droves for public hearings Monday night. The crowd spilled into an overflow room as the council heard comments on the proposed city budget, a possible meals tax hike, and a potential raise in real estate tax.
The City Manager has said this is a particularly hard budget year, referencing 'challenges and choices' that have to be made.
Nearly an hour of public comment was devoted to the city budget and plans to give the city schools 'level funding.' That means the same funding they received last year. Former Council Member Trish White-Boyd stepped up to vouch for the budget plan, saying the city has already shown dedication to education.
'A goal that has required sacrifices such as adjustments in employee compensation, deferred maintenance and postponement of capital improvement projects,' she said.
School Board Chair Dr. Eli Jamison made an appearance, noting that she rarely speaks at council meetings. She claimed she'd heard that the city is considering cutting a rainy day fund but argued instead that fund should be used to support schools now.
'We know the challenges are real, but if you sweep the funding balance, Roanoke Schools will have layoffs,' she said. 'We will have larger class sizes. We will not have the funds to finish Preston Park Elementary School.'
Former school board member Mark Cathey said, with unpredictable changes at the federal level, this year is not the time to push the district into further cuts.
The next largest group of speakers showed up to address a proposed meals tax increase. The city is considering raising it from 5.5% to as high as 7%.

Keith Liles, owner of Deb's Frozen Lemonade, said the cost of everything has risen for restaurants, from minimum wage to the cost of goods.
'With the current tariffs who knows what lemons will be tomorrow or in the future,' said Liles.
He says raising the meals tax means he can't raise prices when his own cost of goods increase.
'The consumer, when they see a hot dog, a lemonade, and a bag of chips cost $6.85 on the menu board, and it comes to $7.75 when I ask for the money, it looks bad on me,' he said.
Matt Bullington, who owns Texas Tavern, says the meals tax has been raised several times throughout the restaurant's history. For instance, it was hiked during the financial crisis.
'Every time the city gets in a financial burden or has a financial burden it comes to our industry to help bail them out,' he said.
'Many people are aware the past five years have been the hardest five years in the history of the modern restaurant industry,' he continued. 'I'm not exaggerating that. We've had COVID restrictions, rampant inflation, supply line problems, dislocation of everything.'
City Council didn't make any decisions Monday. They're set to adopt a budget May 12.

Kansas abortion clinic leader was ready for Missouri abortion ban, fears it won't be short-lived

(Submitted) TOPEKA — In May, as Kathryn Boyd began her new role as president and CEO of the Trust Women clinic in Wichita, one of the first conversations she had with the clinic's leaders was how to deal with a new ban in Missouri and what it might mean for Kansas. A late-May decision from a Missouri judge triggered an all-out ban on abortion in the state, but that wasn't much of a surprise to Kansas abortion providers who were preparing for the worst. The majority of abortion patients in Kansas already come from out of state, and now, Trust Women is making its physicians more available and expanding its hours to brace for an influx. 'This is a case of lawmakers who, despite what Missourians voted for, have decided that they're going to just throw that out the window and do what they want anyway,' Boyd said on the Kansas Reflector podcast. 'So I think my first reaction was like, OK, here we go again.' 'Before the ban, Missourians were able to receive abortion care in major cities, reversing years of restrictions implemented by state lawmakers. Those rulings came after voter approval of a constitutional amendment in November enshrining reproductive freedom in the state constitution. All of that was undone in a two-page ruling last month from Missouri Supreme Court Chief Justice Mary Russell, who ordered Jackson County Circuit Court Judge Jerri Zhang to vacate the December and February decisions and reevaluate the case, restoring a ban on abortions and restricting facility licensing. Health centers in Missouri provided care to people who wouldn't have to travel as far as they do now, Boyd said. Following the anger, fear and worry in the wake of the decision in Missouri, Boyd said the primary focus of Trust Women is to expand access. The clinic's message, she said, is, 'We're still here.' 'We're still providing care. We need to expand, and we need support. You know, that's really what it comes down to. And I think that that is a similar story of many, many providers throughout the country, regardless of what state they're in,' Boyd said. However, her fear is that the ban won't be short-lived. Boyd, who has worked in the field of abortion and reproductive care for years, entered the top job at Trust Women about a year after intense turmoil within the clinic. Reports of mass resignations and multiple leadership shakeups led the clinic to temporarily close its doors. Boyd, though she wasn't working at the clinic at the time, describes it as 'very, very hard' for the organization. 'Coming in after a culture shock like that can be really challenging for any leader,' Boyd said. 'Making sure that I come in with that in the back of my mind, I don't want that trauma to, like, dictate what we do going forward, but it definitely is like a side dish.' Her goal is to create a culture of transparency and collaboration, and that requires building back trust and listening, she said.

WWII pilot credited with saving airman's life is finally accounted for
A World War II pilot who was remembered for helping fellow servicemembers survive the plane crash that killed him has been accounted for, military officials said this week. Army Air Forces 1st Lt. Charles W. McCook, 23, of Georgetown, Texas, was a member of the 22nd Bombardment Squadron (Medium), 341st Bombardment Group (Medium), 10th Air Force during World War II, the Defense POW/MIA Accounting Agency said in a news release. Before joining the military, McCook had graduated from Southwestern University and came from a family of pilots, according to local newspaper clippings gathered by the DPAA. McCook, nicknamed "Woody," served in China and Burma, according to newspaper clippings. He was one of 20 officers and enlisted men credited for a mission that air-dropped supplies to Allied forces battling Japanese troops in northern Burma. During his service, McCook received the Air Medal and the Distinguished Flying Cross, according to newspaper clippings. On August 3, 1943, McCook was the armor-gunner on the B-25C "Mitchell," conducting a low-altitude bombing raid over Meiktila, Burma, the DPAA said. The raid was meant to target the Meiktila dam and nearby Japanese barracks, according to a newspaper clipping. The aircraft crashed during the mission. McCook and three others aboard the plane died, but two men survived. One of the survivors, identified in newspaper clippings as Sgt. John Boyd, said the plane had been hit by an explosive gas shell while flying at a low altitude. McCook, who Boyd recalled "as the best in the business," was able to bring the damaged plane up to an altitude that allowed Boyd and the other surviving soldier to parachute from the craft before it crashed. Boyd said this action allowed him to survive. He and the other soldier were taken captive by Japanese forces, the DPAA said. Boyd spent two years as a prisoner in Rangoon before he was freed, according to newspaper clippings. McCook's remains were not recovered. He was eventually listed as missing in action. In 1947, after World War II ended, the American Grave Registration Service recovered four sets of remains from a common grave near a village in Burma, the DPAA said. Locals said the four sets of remains, designated X-282A-D, were from an "American crash," the DPAA said. But the remains were not identified at the time. They were interred as "Unknowns" at the National Memorial Cemetery of the Pacific, or the Punchbowl, in Honolulu, Hawaii. McCook's name was listed on the Walls of the Missing at the Manila American Cemetery and Memorial in the Philippines. In January 2022, the DPAA disinterred all four sets of remains and taken to the agency's laboratory. Dental, anthropological and isotope analyses were conducted. Other military agencies used mitochondrial DNA analysis and genome sequencing data to help identify the remains. The processes allowed the DPAA to identify one of the sets of remains as belonging to McCook. Now that McCook has been accounted for, a rosette has been placed next to his name on the Walls of the Missing. He will be buried in his hometown in August 2025, the DPAA said.
