Tunisia: Prime Minister urges accelerated implementation of economic and social public projects
Tunis – Prime Minister Sara Zaafrani Zenzri urged all relevant ministries to redouble their efforts and enhance daily field monitoring to expedite the implementation of public projects across economic and social sectors, as she chaired a cabinet meeting at the Kasbah on Monday.
She emphasised the need for high-quality completion within optimal deadlines, holding accountable any party causing delays or failing to resolve obstacles.
Zenzri affirmed that the Prime Ministry's offices would continue overseeing all details of these economic and social projects, which are critical to boosting economic growth.
According to a statement from the Prime Ministry, she stressed the importance of intensified coordination among all stakeholders to address challenges hindering project execution.
'This aligns with the President of the Republic's directives to streamline procedures, shorten timelines, and meet deadlines to fulfill the legitimate aspirations of the Tunisian people.'
These vitally important projects are particularly relevant to the following sectors:
Health: Construction and equipping of hospitals in multiple governorates and rehabilitation and modernisation of medical departments and hospital IT systems.
Education and vocational training: Upgrading infrastructure in primary schools, project to support the quality of the basics of school education, project to support primary education, programme to develop vocational training, programme to support vocational training and integration and construction and equipping of higher education institutions.
Cultural Affairs: Restoration of the historic Zitoune Mosque and its surrounding area in Tunis.
Religious Affairs: Maintenance of King Abdulaziz Al Saud Mosque in Tunis.
Environment: Completion of the Small Municipalities Cleanup Programme, the Energy Control Programme for wastewater treatment plants, the Integrated Decontamination Programme for the Bizerte Lake area, and the protection of the coastline from sea erosion in Gammarth, Carthage and La Goulette.
Transport: High-speed rail network project.
Energy and Mines: 'Mdhilla 2" project, natural gas transmission network project, development of the natural gas transmission and distribution network, project to upgrade and equip the electricity transmission network, and programme to support the installation of the national plan 'Digital Tunisia'.
Public Works and Housing: - Bizerte Bridge and Tunis-Jelma motorway and second phase of the Programme for the Rehabilitation and Integration of Residential Areas.
Agriculture and Water Resources: Deep well development in southern oases, Saïda and Kalaa Kebira dams and water transfer systems related to them, drinking water network improvements, three new dams and integrated agricultural development in Sfax.
Regional and local development: Financing line project created for the Fund for the Promotion and Assistance of Local Communities.

Tunisia: Small Cabinet meeting focuses on preparations for 2025-2026 agricultural season
Tunis - A small Cabinet meeting was held on Tuesday at the Government Palace in Kasbah, chaired by Prime Minister Sara Zaafrani Zenzri, to review preparations for the 2025-2026 agricultural season and ensure optimal conditions for its successful launch. It was decided in this regard to accelerate fertiliser stockpiling to fully cover the needs of the 2025-2026 season while maintaining current chemical fertiliser prices. This falls within the state's social role to help farmers acquire supplies at reasonable prices and control production costs. This is besides streamlining financing procedures for all the 2025-2026 agricultural season-related activities, while ensuring adequate energy supply for chemical fertiliser storage centres, their safety, and equitable distribution in the domestic market. The Cabinet also decided, according to a Prime Ministry statement to organise a training session in June 2025 by the Sectoral Centre for Transport and Logistics Training in Borj Cedria (under the Ministry of Employment and Vocational Training) for hazardous materials truck drivers. This training is mandatory under Law No. 37 of 1997 (June 2, 1997) concerning hazardous material road transport, which prohibits ammonia transport without proper certification. It was also decided to immediately implement the 'Engrais' digital platform to modernise agricultural sector monitoring, enabling end-to-end tracking of fertiliser distribution from producer to final consumer, while ensuring all stakeholders have access. During this meeting, the latest agricultural indicators and the results of the previous season were discussed, evaluated and analysed. The preparations for the 2025–26 season were also presented, focusing on the challenges facing the agricultural sector and how to invest in it. The most important data related to the progress of preparations for this season at all levels was also presented. In this context, plans for supplying chemical fertilisers were presented. After assessing the local market supply during the 2024–25 agricultural season and defining the Ministry of Agriculture, Water Resources and Fisheries' fertiliser needs for the 2025–26 season, the meeting focused on the technical and logistical preparations underway to supply the market during this season and to meet the demand for chemical fertilisers, such as agricultural ammonium nitrate, ammonium phosphate and triple superphosphate. This is being coordinated with the Tunisian Chemical Group, the producer of these materials, to ensure farmers have access to the necessary production inputs. At the end of the meeting, the Prime Minister urged ministers to coordinate their efforts more closely with regional and local structures, as well as with all stakeholders in the agricultural and industrial sectors, in order to double production and build up strategic stockpiles of chemical fertilisers. She emphasised the importance of ensuring that all safety conditions are met and all preventive measures are taken. New Project to Boost Tunisia's Health System and Pandemic Response
The World Bank's Board of Executive Directors today approved US$125.16 million in financing — including a US$17.16 million grant from the Pandemic Fund — to support Tunisia's efforts in enhancing access to resilient, quality, and responsive health services through the Tunisia Health System Strengthening Project. This nationwide initiative aims to improve pandemic preparedness and emergency care, modernize primary healthcare services, and strengthen governance and digitalization across the public health system. The project supports Tunisia's National Health Policy (PNS), a government-led reform strategy centered on improving equitable access to care and prioritizing preventive and protective health services. 'By strengthening the resilience and responsiveness of Tunisia's health system, this project will help ensure that all Tunisians, particularly the most vulnerable, can access timely, quality care,' said Alexandre Arrobbio, World Bank Country Manager for Tunisia. 'It builds on a solid partnership that delivered impactful results during the COVID-19 crisis — from protective equipment and vaccine rollout to medical oxygen, digital platforms, and upgraded hospitals and labs. Today, we are scaling up these efforts to support nationwide health service delivery and readiness for future pandemics, in close collaboration with the Food and Agriculture Organization and the World Health Organization.' The Tunisia Health System Strengthening Project aims to reach the entire population by improving access to critical care, emergency services, and hospital-based interventions. It will also directly benefit frontline health workers through enhanced training in disease surveillance, field epidemiology, emergency care, and digital systems such as electronic medical records. Aligned with Tunisia's broader development goals, the project aims to help the country strengthen public health preparedness and ensure continuity and quality of essential services. Through three interlinked components, the project will fortify the health system by developing One Health surveillance systems and bolstering laboratory and public health infrastructure, ensuring robust monitoring and response capabilities. Secondly, it will reorganize community-level health services by promoting family medicine, strengthening facility capacity aligned with needs, and expanding telemedicine and patient electronic health records, thereby improving accessibility and continuity of care. Lastly, the project will advance urgent care and hospital infrastructure by upgrading ambulance fleets, implementing geographically-mapped dispatch systems, and enhancing hospital-based triage and bed management technologies, ensuring efficient and integrated service delivery. 'Tunisia is stepping up efforts to improve health service delivery, aiming to ensure better access and greater equity in care,' said Yassine Kalboussi, Health Specialist at the World Bank and Task Team Leader for the project. Tunis – The Prime Ministry, on Saturday afternoon, announced the main pillars of the state's economic and social programme following a Cabinet meeting held on the same day at the Government Palace in Kasbah, chaired by Prime Minister, Sara Zaafrani Zenzri. The state's economic and social programme covers several key sectors, including health, finance, education, science, industry, energy, youth, sports, culture, administration, and various public services, according to a Prime Ministry statement. Promoting Employment and Improving Living Standards The programme primarily focuses on employment, improving living standards, strengthening the social protection system, and enhancing human capital, particularly by developing social policies to achieve social justice. This involves modernising ports and airports, strengthening rail networks, expanding road networks, enhancing trade, territorial planning, ensuring food security, developing industry and tourism, digitising public services, protecting the economic fabric, regulating imports, supporting exports, streamlining customs procedures, and enforcing trade defence mechanisms. The state programme also includes accelerating the energy transition and increasing the share of renewable energy in electricity production to address growing climate and energy challenges, protecting the coastline, and promoting a circular economy. Boosting regional development dynamics The programme adopts a regional development approach based on constitutional principles to drive growth in regions, which will contribute to shaping their priorities through a new participatory methodology. This process starts with proposing programmes and projects at the local council level, then the regional council, followed by the district council, and finally at the national level. Based on this, the 2026-2030 Development Plan will be prepared, alongside supporting the system of communitarian enterprises, the statement added. Advancing the digital transformation of administration The programme also includes the digital transformation of the administration, accelerating interconnections that will serve as a pivotal lever for the state's economic and social programme.
