Clamour for action against HC judge grows at House panel meet
According to sources, the Department of Justice made a presentation on 'Judicial Processes and Their Reform', addressing concerns such as the code of conduct for judges of the higher judiciary and the issue of post-retirement appointments. They also called for a comprehensive report to be prepared and presented at the panel's next meeting.
A source said that MPs sought clarification on why no action had been taken in the case involving the recovery of unaccounted cash from Justice Yashwant Varma's residence. They also pressed for a formal code of conduct to be implemented. Some MPs also questioned why no motion had yet been introduced to remove Justice Varma.
The lawmakers expressed that the government should already have moved a motion to remove the judge in question — especially in light of findings from a Supreme Court-appointed committee of judges, which confirmed the cash recovery.
Deliberating on broader aspects, MPs opined that judges should not be eligible for government appointments for five years after retirement. Discussions included suggestions that former judges should not be appointed as MPs or to any other roles by the President immediately after retiring.
The Rajya Sabha committee is chaired by BJP MP Brij Lal and includes former Chief Justice of India Ranjan Gogoi (a nominated MP), former Minister of State for Law
PP Chaudhary, TMC MPs Sukhendu Sekhar Ray and Kalyan Banerjee, Congress's Vivek Tankha, and DMK members P Wilson and A Raja among its key members.

Not happy with outsourcing of works, CM Majhi seeks review
BHUBANESWAR: Amid the allegations over rising dependence on private agencies for core engineering works in government projects, Chief Minister Mohan Charan Majhi has directed the chief secretary to conduct an in-depth review of all outsourcing practices adopted by engineering departments in the last 10 years. In a strongly worded note (accessed by TNIE), the chief minister has flagged that engineering departments, which traditionally carry out surveys, investigations, project designs, cost estimates and preparation of detailed project reports (DPRs) using in-house expertise, have increasingly resorted to outsourcing these responsibilities to private firms. This trend, he stated, has been observed even in the case of minor infrastructure projects that could have easily been executed by government engineers. Emphasising that departments such as Works, Rural Development, Water Resources, and Housing and Urban Development have well-established technical wings with qualified and experienced engineers, Majhi questioned why such expertise was being sidelined. 'Earlier, the government engineers used to undertake these tasks diligently. The current outsourcing trend raises serious questions about the under-utilisation of the capabilities of government departments and the justification behind increasing project costs,' read the note. The CM has asked the chief secretary to submit a detailed report within a month outlining which departments have outsourced technical works in the last 10 years, the nature of the works outsourced and the private companies engaged, besides the financial outlay involved in these assignments. He also wanted to know whether the departments, or any other state government agencies, were capable of doing the same work and measures needed to empower them to execute such work in-house, including training and procurement of modern equipment. While the BJP-led government has started initiating a probe into the alleged practice, insiders pointed out that the practice of engaging external consultants and private agencies gained significant traction during the previous government. 'The use of project management units (PMUs) and technical consultants had become institutionalised across various departments under the earlier regime. Although these arrangements were often justified as a means to augment capacity and expedite execution, it gradually eroded departmental accountability and suppressed in-house expertise,' they alleged.

Ex-BJP MLA's alleged second marriage sparks UCC row in Uttarakhand, party issues show-cause notice
DEHRADUN: Former BJP MLA from Jwalapur, Suresh Rathore, has publicly defied Uttarakhand's recently enacted Uniform Civil Code (UCC) by allegedly remarrying while his first wife is still alive, putting the ruling BJP in an embarrassing situation. The incident comes barely months after the Uniform Civil Code, implemented in the state on January 27 this year, explicitly prohibited bigamy or polygamy for individuals whose spouse is still living. Rathore's actions are seen as a direct challenge to the new legislation. What makes the situation particularly frustrating for the party is that the alleged marriage was not a clandestine affair; videos of the ceremony, held in Saharanpur, have widely circulated across the state. The BJP, initially facing a barrage of attacks from the Congress, has now taken cognisance of the matter. The party has issued a show-cause notice to Rathore, demanding a response within seven days. The controversy stems from a long-standing public dispute between the former legislator and actress Urmila Sanawar, which has played out extensively on social media and even involved legal cases. Rathore recently married Sanawar in Saharanpur, according to the viral videos, elevating her to the status of a second wife.
