Parliament Monsoon Session Live Updates: The opposition INDIA bloc floor leaders are set to meet at 10 am today at Rajya Sabha Leader of Opposition, Mallikarjun Kharge's office in Parliament. The high-level discussion comes ahead of a crucial session in the Parliament on Wednesday, where several Bills are scheduled to be introduced by the Centre. Union Home Minister Amit Shah is slated to introduce three bills in Lok Sabha today - including a Constitution Amendment bill, a bill to amend the Union Territories Act, 1963 and the Jammu and Kashmir Reorganisation (Amendment) Bill 2025. The three legislations, along with the Promotion and Regulation of Online Gaming Bill, 2025, are listed in the revised agenda of Lok Sabha for Wednesday. The Union Home Minister is slated to introduce the Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, to further amend the Constitution of India and the Government of Union Territories (Amendment) Bill, 2025, apart from the bill to amend the Jammu and Kashmir Reorganisation Act, 2019. The three bills are slated to be referred to the Joint Committee of the two Houses. The Jammu and Kashmir Reorganisation (Amendment) Bill 2025 seeks to amend section 54 of the Jammu and Kashmir Reorganisation Act, 2019, to provide a legal framework for the removal of the Chief Minister or a Minister in case of arrest or detention in custody on account of serious criminal charges. According to the statement on objects and reasons of the bill, elected representatives represent the hopes and aspirations of the people of India. It said that a Minister, who is facing allegation of serious criminal offences, arrested and detained in custody, may thwart or hinder the canons of constitutional morality and principles of good governance and eventually diminish the constitutional trust reposed by people in him. Another bill to promote and regulate the online gaming sector, including e-sports, educational games, and social gaming, and to provide for the appointment of an Authority for coordinated policy support, strategic development, and regulatory oversight of the sector, is slated to be introduced in the Lok Sabha today. The Promotion and Regulation of Online Gaming Bill, 2025, is likely to be introduced by Electronics and Information Technology Minister Ashwini Vaishnaw. It seeks to prohibit the offering, operation, facilitation, advertisement, promotion and participation in online money games through any computer resource, mobile device or the internet, particularly where such activities operate across State borders or from foreign jurisdiction. The bill seeks to protect individuals, especially youth and vulnerable populations, from the adverse social, economic, psychological and privacy-related impacts of such games. It seeks to ensure responsible use of digital technologies and to maintain public order and protect public health.

GoM meet today: What's on agenda as Centre pushes 2-slab GST reform plan
Union Finance Minister Nirmala Sitharaman will address a key meeting of the group of state ministers (GoM) in New Delhi on Wednesday, where major reforms to the Goods and Services Tax (GST) structure will be discussed. The Centre has suggested a simpler two-tier GST rate structure of 5 per cent and 18 per cent, while keeping a 40 per cent special rate for a few demerit goods. The proposal seeks to remove the current 12 per cent and 28 per cent slabs, aiming to make goods cheaper for consumers. 'The idea is to put forth the Centre's viewpoint behind the GST reform proposal. Although the Centre is not a member of the GoM, the Union Finance Minister's presence and her address will give the GoM a better understanding of the thought process,' a source told news agency PTI. What's on the agenda The two-day meeting (August 20-21) will be led by Bihar Deputy Chief Minister Samrat Choudhary, the convenor of the six-member panel. Other members include: • Suresh Kumar Khanna, Finance Minister of Uttar Pradesh • Gajendra Singh, Health Minister of Rajasthan • Chandrima Bhattacharya, Finance Minister of West Bengal • Krishna Byre Gowda, Revenue Minister of Karnataka • KN Balagopal, Finance Minister of Kerala The proposed system would classify goods into two broad categories: • Merit goods (5 per cent): Items benefiting the middle class, MSMEs and farmers • Standard goods (18 per cent): Most other goods and services The highest permissible slab of 40 per cent will be reserved for around 5-7 demerit items, such as pan masala, tobacco, and online gaming. Currently, GST is levied at 5 per cent, 12 per cent, 18 per cent and 28 per cent. If approved by the GoM, the changes will be taken up at the GST Council meeting next month, chaired by FM Sitharaman. What changes for consumers • Nearly 99 per cent of items in the 12 per cent slab could move to 5 per cent • About 90 per cent of goods and services in the 28 per cent slab may shift to 18 per cent This restructuring is expected to reduce the tax burden on everyday purchases and lower prices of many goods. Govt mulls revival of anti-profiteering rules The government is also considering bringing back anti-profiteering provisions under GST 2.0. These rules were first introduced in 2017 to ensure that businesses passed on benefits of GST rate cuts and input tax credits (ITC) to consumers. They were implemented through the National Anti-Profiteering Authority (NAA), which was dissolved in December 2022. At present, such cases are handled by the GST Appellate Tribunal (GSTAT) Principal Bench in Delhi, which has all-India jurisdiction. Recently, GSTAT upheld a ruling against a Subway franchise for not passing on GST benefits to consumers. (With agency inputs)

Former Supreme Court judge B Sudershan Reddy says he is not non-political but a liberal constitutional democrat. Hours after he was declared the INDIA bloc's Vice-President candidate, Reddy tells The Indian Express that his side of the aisle represents 63 to 64% of India's population. The former judge, who hails from Telangana, says he is happy with his candidature and will run a dignified campaign for the post. He also says safeguarding constitutional values is a must because Indian society is multicultural, multilingual, and multireligious. Excerpts: * What was your first reaction when you heard that you are the V-P candidate for the INDIA bloc? The first reaction is that I was happy. The INDIA bloc represents more than 63% or 64% of India's population. I was happy that they chose a non-party man. I do not belong to any political party. Therefore, I have accepted the call. And from Wednesday onwards, people will see that it is a dignified contest between candidates. * When were you informed that you would be the INDIA bloc's candidate and who broke the news to you? I got the call yesterday. Very briefly, Mallikarjun Kharge himself had called. He asked if I could give my candidature for nomination and I decided then and there that I would accept the honour. Naturally, I was happy. * Telangana CM A Revanth Reddy has called you a non-political, non-controversial figure. How would you define yourself? I am a serious student of Constitutional law and broadly a liberal Constitutional democrat. I can't say that I am non-political, though I do not belong to any political party. When you exercise your voting rights, you cannot say that you are not a political person. I do not owe any allegiance to any political party; that's how I see myself. * Is this a fight for the Constitution, as many are calling it? How do you see it? I am a person who has immense faith in the Constitution and its values. The values include liberty, equality and fraternity. Ours is a multicultural, multilinguistic, multireligious society. So the value of fraternity is very much important and that is enshrined in the Constitution. This is how I look at it. * Will you be approaching all parties to support you? Political parties do not vote. The electoral college consists of the elected representatives — that is the MPs. I would appeal to all of them to consider my request and support my candidature.
