Drivers risk fines after motorists spotted ‘flouting' key High Street rule

DRIVERS in Stourbridge are being warned they could face fines if they fail to comply with night time restrictions around the town centre.
Dudley Council has announced it will begin enforcement action after several motorists have been found to have been 'flouting' the rules of the night time Traffic Regulation Order (TRO) that is in place on Stourbridge High Street.
The TRO restricts vehicle access to the High Street between midnight and 4.00am, with only licensed Hackney Carriage taxis permitted on the road during these hours.
However, the council has said private hire vehicles have been spotted breaking the rules, with some illegally parking and utilising taxi rank points.
Drivers found to be contravening the order or illegally parking could face a fine of £70, with private hire drivers also risking a review of their licence.
Cllr Damian Corfield, Cabinet Member for Highways and Environment, said: 'The TRO and parking restrictions are in place to help keep people safe when they are enjoying Stourbridge's night time economy.
'Unfortunately, we have had several reports of drivers ignoring the rules and this could place people at risk, especially youngsters who are out having fun.
'West Midlands Police will now be undertaking enforcement operations in the area to ensure the TRO is not being breached.
'We will also take enforcement measures around the use of parking and taxi rank bays.'
Working with West Midlands Police, Dudley Council said it is reviewing signage and markings in the area to make it clear what parking restrictions are in place.
Hackney Carriage drivers will be able to continue to use the taxi ranks on High Street.
Drivers of private hire vehicles and other privately owned vehicles instead should relocate their meet point away from the High Street, with Dudley Council suggesting other nearby locations, such as Lower High Street or Crown Lane.

Six roads with a 30mph speed limit have recently had them installed. Cameras have been placed on Moseley Avenue, Four Pounds Avenue, Wheelwright Lane, Holbrook Lane, Aldermans Green Road, and Parrotts Grove. Coventry City Council determined which roads needed the new traffic cameras in partnership with West Midlands Police. Others installed across the city have contributed to a 40 per cent reduction in personal injury crashes, according to Transport for West Midlands. Data will be collected and analysed to show how driving at speed can increase the risk of collisions and injuries. Cllr Hetherton, Cabinet Member for City Services, said: 'Cameras will keep people safe and reduce the number of people killed and seriously injured on our roads. We have shown with the other schemes we have introduced across the city that these cameras work to reduce the severity and number of personal injury collisions.' She continued: 'Road safety is a priority for Coventry City Council, and avoidable collisions caused by speed and driving dangerously affect many people, so anything done to reduce this is great news for all residents.' New homes refused but car workshop gets green light

An application for seven new homes in Dudley which had been approved in principle has been rejected by council planners. The plan, to demolish a garage workshop and build a new apartment block on Phoenix Passage, was given outline permission 2022. Dudley planners however were not impressed by the proposed design of the new building and also had concerns about highway safety. A report from council officers on the plan said: 'This full application proposes development on three floors with one flat at ground floor and three to each the first and second floors. 'The building is generally T-shaped with garage parking under the building providing two off-road parking spaces. 'A further concern is that at ground floor level there is no active frontage with garage doors and a section of blank brickwork dominating.' In refusing the application, planners also raised concerns about parking provision and how vehicles would leave the site. Dudley head of planning, Carl Mellor, said: 'Whilst the proposed development shows the provision of two garage parking spaces for the development, it is noted that neither of these garages are to be provided in accordance with the council's adopted car parking standards and such would be unusable by the majority of cars. 'Moreover, the submitted tracking information which is not scaled fails to demonstrate that cars can successfully reverse out of the garages in a safe and convenient manner.' Planners have granted permission for conversion of Russells Hall Neighbourhood Centre to a car facelift workshop with a single storey side extension. In their report on the proposal for the Overfield Road building, planning officers said: 'The proposed development would provide job opportunities within the area and ensure the building is in a viable and suitable use. 'There would be no detrimental impact to amenity and there is sufficient car parking and no expected highways implications.'

Two seriously hurt after taxi and car crash at 3am

Three men have been taken to hospital after a crash involving a taxi and a car in Birmingham. Emergency services were called to Icknield Street, at its junction with Hingeston Street, Soho, shortly after 03:00 BST on Saturday. West Midlands Police said a man driving a Peugeot taxi and a man from a Volkswagen Golf were taken to hospital with injuries described as life-threatening. A second man from the Volkswagen Golf was also taken to hospital for treatment to injuries. The force confirmed the road has reopened.
