A Northern California mom and her 8-month-old daughter have been missing for over 10 days after driving between Fresno County and Sacramento County earlier this month, family and authorities say. Whisper Owen, 36, and her daughter, Sandra McCarty, were last seen driving in a 2006 Chevrolet Trailblazer on July 15, the Fresno County Sheriff's Office said in a July 23 Facebook post. Owen's family insists she did not 'run away,' but they speculate that she may have suffered a medical emergency behind the wheel. The sheriff's office post includes photos of Owen and Sandra, as well as traffic camera photos of their car in Atwater, Calif., from around 8 p.m. PT on July 15 when they were 'supposed to be heading home to Elk Grove,' a city in Sacramento County. Atwater is less than halfway between Fresno and Elk Grove. The Fresno County Sheriff's Office has turned over the case to the Fresno Police Department, since Owen's last location was in the latter's jurisdiction. The Fresno Police Department does not believe Owen and Sandra are in the Fresno area and does not believe foul play is involved, a spokesperson told Yahoo. Why were the mom and child in Fresno County? Owen, who lives in Elk Grove, had taken Sandra to Fresno for a routine checkup, Owen's mom, Vickie Torres, told CNN. Before going to the doctor's office, Owen stopped by Torres's house in Fresno to change and feed the baby before leaving for the 8:30 a.m. doctor's appointment. After the appointment, Owen visited her brother, Richard Owen, at his house in Fresno. Richard confirmed to CNN that the three were together around 2:45 p.m. on July 15. Owen then reportedly returned to Torres's house for the rest of the afternoon and told her mom she wanted to leave around 5 p.m. to get to Elk Grove before dark. Torres told CBS Sacramento that Owen had mentioned she needed to make a stop on her way home to pick up more baby formula. Mom and child weren't reported missing until days later Four days after Owen was last seen, her partner, Robert McCarty, contacted her family to report that she hadn't come home and he hadn't heard from her. Initially, McCarty assumed Owen had stayed a few extra days because it was common for her to do so when she visited family in Fresno, McCarty told Fox affiliate KMPH. Owen's brother, Richard, told CNN that it was not unusual not to hear from Owen for stretches at a time because she did not have a working phone, noting that the family usually got hold of her by contacting McCarty. After McCarty contacted the family last week, Torres reported Owen and Sandra missing to the Fresno County Sheriff's Office. What police have said The Fresno Police Department has not publicly shared any new information on the case. The Fresno Police Department's Missing Persons Unit, which has been handling the case, is also working with the Sacramento Police Department and the Atwater Police Department, since that is where Owen's car was last seen, a spokesperson told Yahoo. California Highway Patrol also issued an Endangered Missing Advisory alert on July 21. Friends and family worry that 'something horrible has happened' The family's main concern is that Owen may have undergone a medical emergency while driving home. She had been suffering from high blood pressure that had worsened after she gave birth to Sandra, her family told CNN. 'My fear is that maybe there was a medical emergency behind the wheel,' Richard said. 'I can't help but to feel like something horrible has happened.' 'We haven't heard anything about it since, and we haven't heard from her,' Tiffany Machado, a close friend of Owen's, told KMPH. 'Her phone just goes straight to voicemail. We're really concerned about the baby. She's only 8 months old.' Both Richard and Torres said that they do not think Owen intentionally disappeared, noting that she has three other children in addition to Sandra: A 17-year-old from a previous relationship, and an 8- and a 3-year-old with McCarty. 'We, as a family, know she didn't leave on her own,' Torres told CNN. 'Everything is good in her life right now. There's no reason for her to have taken off.' By Karen Freifeld (Reuters) -Cadence Design is expected to pay over $100 million to the U.S. government as part of a deal to resolve an investigation into sales of its chip design products to a Chinese military university believed to be involved in simulating nuclear explosions, according to two people familiar with the matter. Cadence is accused of illegally selling chip design technology to front companies representing China's National University of Defense Technology, the sources said. NUDT's supercomputers are thought to support nuclear explosive simulation and military simulation activities, according to U.S. Commerce Department notices restricting shipments to the university. San Jose, California-based Cadence, which said earlier this year it began settlement discussions with the U.S. over sales to China in December, did not immediately respond to a request for comment, nor did NUDT. The Justice Department declined immediate comment. The Commerce Department did not immediately respond to a request for comment. The potential deal, which comes as the U.S. and China meet for new trade talks, shows the U.S. is still willing to enforce U.S. export controls on China, even as it relaxes some of the restrictions as part of negotiations. The sources said the deal is not finalized. NUDT was put on the Commerce Department's restricted trade list in 2015 to keep it from using U.S. technology to power its supercomputers, according to department postings. Other aliases and locations were added to the university's listing in 2019 and 2022, including Hunan Guofang Keji University, Central South CAD Center, and CSCC. The U.S. investigation into Cadence, which began more than four years ago, involves 'historical sales by Cadence to customers in China,' according to a company filing. Cadence received a subpoena from the U.S. Commerce Department in February 2021, demanding records related to certain customers in China. A related November 2023 subpoena followed from the Justice Department over the company's business activity in China. Cadence sold its EDA technology to NUDT through the CSCC or Central South CAD Center alias about 50 times between 2015 and 2020, according to one source familiar with the probe. Chip developer Tianjin Phytium Information Technology, which traces its roots to NUDT, also has been tied to Cadence sales for the university, another source said. Phytium was added to the restricted trade list in 2021. It did not immediately respond to a request for comment. Several employees at a Chinese subsidiary of Cadence were terminated over the sales, one of the sources said. Entities are placed on the restricted trade list, formally known as the entity list, for activities deemed contrary to U.S. national security or foreign policy interests. U.S. companies are not allowed to ship goods and technology to them without licenses from the Commerce Department, which are generally denied. Cadence will hold a call about its second-quarter financial results at 2 p.m. Pacific Time (2100 GMT) on Monday. Cadence, whose customers include major semiconductor manufacturers and companies such as Nvidia and Qualcomm, is known for its electronic computer-aided design software. Electronic design automation (EDA) tools are key to designing chips and verifying that they are bug-free. NUDT has developed chips to power university supercomputers, including Tianhe-2, once touted as the world's best supercomputer, which the U.S. believes has been used in research on or the development of nuclear explosive devices. Twelve percent of Cadence's revenue came from China last year, down from 17% in 2023, amid regulatory developments and geopolitical tensions.

SAN FRANCISCO (AP) — A pilot was arrested aboard a Delta Air Lines flight and federal agents took him into custody from the cockpit after the plane landed at San Francisco International Airport. The pilot, whose identity wasn't immediately released, was arrested on charges relating to child sexual abuse material, an official with the Department of Homeland Security said Monday. Passengers aboard the flight from Minneapolis to San Francisco on Saturday posted video online showing federal agents walking through the aisle of the plane. In an emailed statement, Delta said that it would cooperate with law enforcement and the pilot has been suspended, pending an investigation. 'Delta has zero tolerance for unlawful conduct and will fully cooperate with law enforcement, " the company said. Authorities provided no other details about the arrest. The Associated Press
