Rahul plans week-long rally in Bihar against SIR
The opposition Indian National Developmental Inclusive Alliance (INDIA) bloc parties will also gherao the Election Commission's buildingnext week and may stall the remaining part of the ongoing monsoon session of Parliament to demand a debate on the controversial SIR exercise.
In Bihar, Gandhi is likely to be accompanied by Rashtriya Janata Dal (RJD) leader Tejashwi Yadav and the proposed march will culminate in a big rally at Patna, according to two Congress leaders involved in the planning. The yatra may start on August 9, though the same is yet to be announced. 'The route is being finalised,' a leader said.
INDIA group's floor leaders met in the national capital on Thursday morning and chalked out a strategy to highlight the issue of SIR. 'The SIR issue was discussed. It was agreed that this is a pan-India issue, and will be the only one discussed in Parliament,' said a senior leader, suggesting the Opposition might stall Parliament's proceedings for the same.
'The AAP, which does not attend the INDIA parties meeting, is also on board to raise this issue,' the senior leader added.
The government has not agreed to a debate on SIR so far in the floor leaders' meeting, arguing that no minister can reply on behalf of EC, which is a constitutional body and doesn't come under the purview of the Union government.
'SIR was the issue from Day 1 and it will continue to be raised in both Houses,' a senior Trinamool Congress (TMC) leader said.
As part of their strategy, Opposition leaders have decided to stage dharna every day at Makar Dwar (main entrance of the Parliament building) outside Parliament.
'INDIA parties will walk to the Election Commission in protest – EC gherao. It was agreed upon, and the date would be next Wednesday or Thursday. One more suggestion was discussed in acknowledgment of what it actually means to the people who are in the villages and everywhere else — and all the parties agreed — to start the slogans in regional languages,' a TMC leader said.

A day before Prime Minister Narendra Modi is set to inaugurate the first of the 10 new secretariat buildings planned as a part of the Central Vista redevelopment, a forum representing 13,000 Central Secretariat Service (CSS) officers on Tuesday wrote to the PM's Office raising concerns that the open layout of the new building would adversely impact confidentiality and efficiency of those working there. The CSS Forum, which represents CSS Group B and organised Group A officers, wrote to the PM's Principal Secretary P K Mishra and secretary of the Ministry of Housing and Urban Affairs, which is responsible for the Central Vista project, Srinivas Katikithala. The forum flagged what it termed was the violation of the Ministry's policy for space allocation in Kartavya Bhawan, which the PM will inaugurate on Wednesday. 'The seating arrangement in Kartavya Bhawan-3 lacks the necessary spatial integrity and functional separation of sections. In addition, multiple sections are housed in a single work hall without clear demarcation. Assistant Section Officers (ASOs), who are central to file processing and examining, lack dedicated storage… as well as partitions between their workspaces. Further, office space for Section Officer and Under Secretary level officers has been created by putting low height almirahs, which not only compromises privacy but also causes intermittent distractions, adversely affecting focus and critical thinking essential for analytical work, as well as the discreet handling of sensitive matters,' the forum wrote. They said under secretaries who work on confidential matters, including classified files, court cases and vigilance issues, need a private workspace. 'However, they have been provided open office space, wherein their telephonic and in-person discussions with senior authorities and other officials can be easily overheard… This is particularly problematic for sections dealing with sensitive matters, where premature disclosure could compromise outcomes. In the existing set up, separate rooms are used to be provided to Under Secretaries to ensure the necessary confidentiality for their critical responsibilities.' The letter also cited a March 16, 2017 office memorandum of the Directorate of Estates, under MoHUA, which specifies the space to be allotted to officers based on their pay level and designation. Modi tells NDA meet Oppn scored self-goal on Sindoor
Prime Minister Narendra Modi on Tuesday hit out at opposition parties while addressing lawmakers from the National Democratic Alliance, saying that by criticising the government on Operation Sindoor they forced a discussion on an issue that was 'his turf'. Modi took potshots at Leader of the Opposition in the Lok Sabha, Rahul Gandhi, without naming him. 'He said there is an opposition leader prone to making childish comments. (ANI) A resolution saluting the valour of the armed forces and hailing the Prime Minister's 'unwavering resolve, visionary statesmanship and resolute command' was passed at the meeting. According to people privy to the details, the PM while speaking about Operation Sindoor, India's military strikes against terror camps in Pakistan and PoK (Pakistan Occupied Kashmir), said the Opposition scored a self goal by seeking a discussion on the issue in Parliament. 'The PM said the Opposition must be ruing its decision to force a discussion… he said he was standing there to defend the country and even the gods gave their support to him,' said a party leader, speaking on condition of anonymity. A special discussion on the operation took place in both Houses of Parliament, with the PM speaking on the issue in the Lok Sabha on July 29. In the Rajya Sabha, the Opposition walked out in protest against the PM's absence when the government fielded Union home minister Amit Shah to speak on the issue. Operation Sindoor was executed in response to April 22 terror attack in Pahalgam, which India said was perpetrated by Pakistan-based terrorist group, The Resistance Front (TRF), a front and proxy of the Lashkar-e-Taiba. The attack left 26 dead. 'If there is a terrorist attack on India, a fitting reply will be given. We will give a befitting response on our terms only… Secondly, India will not tolerate any nuclear blackmail. India will strike precisely and decisively at the terrorist hideouts developing under the cover of nuclear blackmail…Thirdly, we will not differentiate between the government sponsoring terrorism and the masterminds of terrorism,' the resolution noted, highlighting the new normal in dealing with the issue. A reference was also made to the government's focus on indigenisation of defence capabilities and to the diplomatic outreach that was launched after the operation.

EC suspends 5 officials over Bengal ‘fake voters'
The Election Commission of India (ECI) has taken action in a case of alleged voter fraud in West Bengal, ordering the suspension of five officers and an FIR against them. The allegations include the fraudulent registration of voters using forged documents across two assembly constituencies. Those suspended include two West Bengal Civil Service officers serving as Electoral Registration Officers, and two Assistant Electoral Registration Officers from the Baruipur Purba and Moyna assembly constituencies. A data entry operator has also been named in the FIR, which alleges criminal misconduct. The ECI's investigation was prompted by a report from the Chief Electoral Officer, West Bengal, highlighting alleged irregularities. Following the report, the ECI wrote to the state's Chief Secretary, directing immediate action. In its letter, the ECI emphasised the statutory duties of electoral officials under the Representation of People Act, 1950. It noted that EROs are the statutory authorities for preparing and revising electoral rolls, and that all officers involved in the election process are on 'deputation to the Election Commission,' making them subject to its control and discipline. The ECI stressed Section 32 of the Act, which states that any electoral officer who is found to be in breach of their official duty without reasonable cause is punishable with imprisonment for a term of up to two years and a fine. 'It has been reported that the said officers have not only failed to perform their duty as ERO and AERO while disposing of the (Form 6) applications, but also violated the policy of data security while sharing their login credentials of the ER database with unauthorised persons,' states the Election Commission's letter. Form 6 is the application form for inclusion of a new voter's name in the electoral roll. According to sources, the five officials and one data operstor have been found involved in wrongful addition of names in the rolls. The ECI's decision drew varied responses from political parties in the state, with the BJP and the Congress welcoming the step. BJP state president Shamik Bhattacharya said that 'national security had been compromised'. 'We welcome this step by the Commission. The removal of fake voters from the list is not just BJP's demand but also something that all people of Bengal want,' Bhattacharya said. TMC leader Debangshu Bhattacharya responded cautiously: 'If someone is at fault, has done something wrong, and is being punished, then there is nothing to say.' However, he raised concerns that the action might be a 'ploy by the EC, which we obviously think is backed by the BJP, to terrorise ground-level administrative officials.' Congress spokesperson Somyo Aich questioned the motive behind the fake voter registrations, saying, 'The habit of giving entry to fake voters in the electoral roll, who is doing this? Why do they want fake voters?' He said that some officers might be acting 'out of fear', and urged the Commission to 'find out which political party is involved'.
