Goa govt loses Rs 107cr as TCP gives free FAR to 321 commercial units

Time of India3 hours ago

Panaji:
Goa has lost Rs 107 crore as the town and country planning (TCP) department gave concessions to commercial establishments by not levying fees for additional floor area ratio (FAR), a Comptroller and Auditor General (CAG) report has said.
But the loss shoots up to over Rs 2,000 crore if it is calculated on the rate recommended by the finance department, the audit report said.
The TCP department granted 10.7 lakh sqm additional FAR to 321 commercial establishments on their request without levying any fees, while the finance department had directed the TCP to charge Rs 1,000 per sqm on the additional FAR and height granted to the commercial establishments.
'Due to non-levy of any fees while granting additional FAR to the commercial establishments, there was a loss of Rs 107 crore to the state exchequer,' the report said.
The audit report also said if the rate, as recommended by the finance department, 'is calculated on the basis of Rs 20,000 per sqm charged for four-star and five-star hotels, which are commercial establishments, then the loss of revenue amounts to Rs 2,147 crore'.

But the ceiling for the grant of additional height and FAR was left open without any limit. In the absence of any provision for levy of fees for the grant of additional FAR and height, the TCP department granted additional FAR to 321 commercial establishments free of cost.
A senior audit officer said the TCP department, through a notification on Aug 9, 2023, categorised the FAR. Thereafter, the department amended and inserted a new clause (2) under 6.1.1 of the regulations, whereby it was stated that 'govt, on recommendation of the TCP board, shall grant additional height and FAR to the proposals on a case-to-case basis in consideration of the locational aspect, nature of development, use proposed, information available, and any such other criteria, if required.
Such relaxation shall, however, not be relaxed for more than 20% permitted in the prevailing regulations.'
But within 12 days, through another notification on Aug 21, 2023, the TCP department deleted the earlier clause: '…such relaxation shall, however, not be relaxed for more than 20% permitted in the prevailing regulations,' thereby not capping the ceiling limit.
In 2015, the TCP department through a notification on July 2 had said four-star and five-star hotels may be granted 'an additional FAR of 20% on the recommendation of the committee and on the approval of govt', but on payment of Rs 20,000 per sqm.
As the 321 commercial establishments were set up for profit motive, the TCP department should have levied the fees in line with those charged for four- and five-star hotels, the report said.
The report also said the rate prescribed by the finance department needs to be reviewed as it was minimal and there was no slab for various categories (individuals, commercial establishments) for the grant of additional FAR and height.
The TCP department through the Goa Land Development and Building Construction Regulation, 2010, regulates building construction in Goa. The regulation specifies technical parameters like FAR, height, amenities, water supply, sewerage, and fire safety. The technical parameters differ from zone to zone, as well as the size of the building and plot.

Two Arrested In Rs 183 Crore Fake Bank Guarantee Scam

New Delhi: The Central Bureau of Investigation (CBI) initiated three distinct cases on May 9, in accordance with directives issued by the High Court of Madhya Pradesh, the agency said in a release on Thursday. According to the release, these cases involve a significant financial fraud involving an Indore-based company that submitted forged bank guarantees totalling Rs. 183.21 crores to the Madhya Pradesh Jol Nigam Limited (MPJNL). In 2023, the company secured three immigration projects in Madhya Pradesh worth a staggering Rs. 974 crores from MPJNL. To support these contracts, eight fake bank guarantees valued at Rs. 183.21 crores were submitted. During initial verification, MPJNL received fraudulent email responses impersonating the official domain of Punjab National Bank (PNB), falsely confirming the authenticity of the bank guarantees. Relying on these confirmations, MPJNL awarded the firm three contracts valued at over Rs. 974 crores in this matter. The CBI launched a large-scale operation on June 19 and June 20, conducting searches at 23 locations across five states: New Delhi, West Bengal, Gujarat, Jharkhand, and Madhya Pradesh. This operation led to the arrest of two individuals from Kolkata, including a senior manager from Punjab National Bank, the CBI said. Both individuals were produced today before the local jurisdictional court in Kolkata and will be brought to Indore on transit remand, it said. The investigation so far has revealed that a Kolkata-based syndicate has been systematically fabricating and circulating fake bank guarantees to secure government contracts across multiple states. Further investigation is still on, it added.

After TCS, AP govt allots land to Cognizant in Vizag

Vijayawada: Continuing its aggressive incentive policy stand, Andhra Pradesh govt has decided to allot land to another IT major, Cognizant Technology Solutions , at 99 paisa per acre in Visakhapatnam. The 21.31 acres will be allotted at Kapuluppada area in the city. The State Investment Promotion Board (SIPB), in its recent meeting, approved the proposal of Cognizant to invest Rs 1,583 crore in its new ITES/IT campus. The state govt earlier allotted about 21 acres to another IT services major, Tata Consultancy Services (TCS), at 99 paisa per acre. The new campus of TCS is likely to be launched by the end of July. TCS has promised to provide 12,000 jobs. IT minister Nara Lokesh earlier announced that the govt is ready to give land to top IT companies at the same price as that of TCS if they come up with a promise of creating employment opportunities for local youth. "The state govt is committed to turn Visakhapatnam into the IT capital of Andhra Pradesh and a new investment destination for companies. To kick off the investment cycle rolling, a trigger is needed, and TCS will be that moment," Lokesh said earlier, justifying the allotment of land at almost free of cost to TCS. He said Tata Motors went to Gujarat after Narendra Modi, the then chief minister of Gujarat, offered land at 99 paisa per acre. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Free P2,000 GCash eGift UnionBank Credit Card Apply Now Undo "After Tata Motors landed in Gujarat, an entire ecosystem of automobile industry was created," said Lokesh. The discussions with Cognizant were initiated during the World Economic Forum summit in Davos. According to sources, Cognizant is planning its investment in three phases. The company has set a target of March 2029 for commencement of commercial operations. The project will be 100% self-funded. Together, TCS and Cognizant will bring 20,000 IT jobs to Visakhapatnam. Apart from direct employment, every job in the IT sector is expected to create indirect employment for four people. Besides TCS and Cognizant, Google is also planning to set shop in Visakhapatnam, which, according to sources, will be another major turning point in creating a whole ecosystem in new and emerging technologies like artificial intelligence and data centres.
