After TCS, AP govt allots land to Cognizant in Vizag
Vijayawada: Continuing its aggressive incentive policy stand, Andhra Pradesh govt has decided to allot land to another IT major,

, at 99 paisa per acre in Visakhapatnam. The 21.31 acres will be allotted at Kapuluppada area in the city.
The State Investment Promotion Board (SIPB), in its recent meeting, approved the proposal of Cognizant to invest Rs 1,583 crore in its new ITES/IT campus.
The state govt earlier allotted about 21 acres to another IT services major, Tata Consultancy Services (TCS), at 99 paisa per acre. The new campus of TCS is likely to be launched by the end of July. TCS has promised to provide 12,000 jobs.
IT minister Nara Lokesh earlier announced that the govt is ready to give land to top IT companies at the same price as that of TCS if they come up with a promise of creating employment opportunities for local youth.
"The state govt is committed to turn Visakhapatnam into the IT capital of Andhra Pradesh and a new investment destination for companies. To kick off the investment cycle rolling, a trigger is needed, and TCS will be that moment," Lokesh said earlier, justifying the allotment of land at almost free of cost to TCS.
He said Tata Motors went to Gujarat after Narendra Modi, the then chief minister of Gujarat, offered land at 99 paisa per acre.

"After Tata Motors landed in Gujarat, an entire ecosystem of automobile industry was created," said Lokesh.
The discussions with Cognizant were initiated during the World Economic Forum summit in Davos. According to sources, Cognizant is planning its investment in three phases. The company has set a target of March 2029 for commencement of commercial operations. The project will be 100% self-funded.
Together, TCS and Cognizant will bring 20,000 IT jobs to Visakhapatnam. Apart from direct employment, every job in the IT sector is expected to create indirect employment for four people. Besides TCS and Cognizant, Google is also planning to set shop in Visakhapatnam, which, according to sources, will be another major turning point in creating a whole ecosystem in new and emerging technologies like artificial intelligence and data centres.

Representative Image NEW DELHI: Faced with criticism, Enforcement Directorate Friday said it issued summons to senior advocate Pratap Venugopal as part of its ongoing investigation against Care Health Insurance Ltd (CHIL) in which Venugopal was an independent director. ED's Mumbai zonal office is conducting a money laundering investigation in which it has been alleged that shares of CHIL were issued at a much lower price in the form of ESOPs on May 1, 2022, in spite of the rejection of the same by Insurance Regulatory and Development Authority of India (IRDAI). "As part of the investigation, summons was issued to Pratap Venugopal, an independent director of CHIL, to understand the circumstances under which the company has issued ESOPs despite its rejection by IRDAI and subsequent discussions in the board of CHIL in this regard," the agency said about the summons which it withdrew after protests by lawyers' bodies. In a statement, the agency emphasised that IRDAI on July 23, 2024, had directed CHIL to revoke or cancel any ESOPs that were yet to be allotted and had also imposed a penalty of Rs 1 crore on CHIL for non-compliance with regulatory directions. Further, ED has asked its units not to issue summons to lawyers, saying summoning them would be violative of Section 132 of Bhartiya Sakshya Adhiniyam, 2023. "If any summons needs to be issued under the exceptions carved out in proviso to Section 132 of Bhartiya Sakshya Adhiniyam, 2023, the same shall be issued only with the prior approval of the director, ED," the agency said.

The state had announced monthly interim relief of Rs 25,000 for Group-C employees and Rs 20,000 for Group-D staff. Another section of candidates, who were waitlisted, moved HC for a stay on the scheme, arguing it "frustrated" the SC order. Justice Amrita Sinha held that the people whose jobs were terminated by the SC order could not be provided such support after the apex court had decided the issue of illegal appointments conclusively and opined that the appointments were a result of "fraud". Getting refund of money already disbursed to the beneficiaries would be a problem if the scheme was found to be in violation of law after the final hearing on a state review petition, she reasoned. HC also took note of the fact that the state welfare scheme was announced for a particular group who would not be doing any work. "There are two sets of candidates. One set comprises appointed candidates whose jobs were terminated and the other waitlisted candidates. Both sets are jobless now," Justice Sinha said, holding that the scheme for a particular group "intended to provide succour to the tainted terminated candidates". Justice Sinha acknowledged the state's legislative competence to draft a welfare scheme but said it should apply equally. "Whether it is proper for the state to create a class of favoured candidates out of a bigger class of unemployed candidates is a matter to be decided after hearing (all) parties."

Cognizant to build IT campus in Vizag, generate 8,000 jobs
Visakhapatnam: In a significant development for Andhra Pradesh's IT ecosystem, Cognizant Technology Solutions is all set to establish a world-class IT/ITES campus in Visakhapatnam with an investment of Rs.1,582.98 crore. Providing the much-needed relief to unemployed youth, the project is expected to generate 8,000 jobs over the next few years. In connection with it, Cognizant sought 21.31 acres of land at Kapuluppada and the state government would allot the Visakhapatnam Metropolitan Region Development Authority land for a nominal rate of just 99 paisa. In a move which is considered another major endeavour for Visakhapatnam as an emerging hub for IT investments, setting up IT/ITES campus is in alignment with IT minister Nara Lokesh's vision to draw investments and develop IT across Andhra Pradesh. The company has set a target of March 2029 for the commencement of its commercial operations. With the entire project being 100 per cent self-funded, Cognizant's expansion into Visakhapatnam reinforces its long-term commitment to Andhra Pradesh that further cements the state's reputation as a future IT hub.
