How Proposed Federal Benefits Changes Could Impact You

Federal government workers have faced a lot of pressure, including mass layoffs, buyout offers that haven't yet been approved or funded by Congress, and uncertainty about agency downsizes or even eliminations.
Proposed changes to the Federal Employees' Retirement System (FERS) have added to the worry and anger among federal workers.
People entering government service know they are trading lower salaries than in the private sector for stronger benefits. FERS is an important example that is difficult to duplicate.
There are three parts to FERS, according to the U.S. Office of Personnel Management. One is Social Security, a system that virtually anyone working pays into and eventually receives payments from during retirement.
The second part is the Basic Benefit Plan, a defined benefit plan, an increasingly rare promise in U.S. employment that provides salary-like payments in retirement. Both this and Social Security can move with someone who changes jobs, even outside of government work, and maintains the necessary payments.
The third part is the Thrift Savings Plan, something like a 401(k). At least 1% of someone's salary comes out and goes into an account where it accumulates. The government matches the contribution and, according to the plan, after 35 years of compound interest, each dollar turns into $10. Those who can and do participate are allowed to contribute up to 5% of their income. The government matches the first 3% dollar-for-dollar and then 50 cents on the dollar.
The proposed changes to FERS would have a significant impact on saving for retirement.
Both the Congressional Research Service and Congressional Budget Office have summaries of the changes to FERS that are part of the current House of Representatives proposed budget. They include the following:
The last two points are important because they significantly change the amount federal employees must contribute to FERS.
The changes in contribution amounts are complicated and depend on how long someone has been a federal employee. Under the still-current law, those hired before 2018 contribute 0.8% of their annual pay. Employees either first hired in 2013 or rehired with less than five years of service contributed 3.1% of their annual pay. Those hired in 2014 or later contribute 4.4% of their annual pay.
For employees who qualify for enhanced retirement benefits and are subject to mandatory retirement — federal law enforcement officers and firefighters, Customs and Border Protection officers, members of the U.S. Capitol Police and the Supreme Court Police, air traffic controllers, and nuclear materials couriers — there is no change. They will continue to pay 1.3%. Those hired before 2013 pay 1.3%; if hired in 2013, they pay 3.6%; and if hired in 2014 or later, they pay 4.9%.
Members of Congress and congressional staff currently contribute 1.3%. That would increase to 3.1% in 2026 and 4.9% in 2027.
Regular federal employees would have to contribute 4.4% of their annual salary, no matter when they were hired, phased in between 2026 and 2027. Those hired before 2013 would contribute 2.6% in 2026 and 4.4% in 2027. Employees in 2014 or later continue to pay the 4.4% they have been contributing.
The one other employee category is the newly hired, who will have to decide between being at-will employees or not. Normally, federal employees have job security based on merit and cannot be fired for other than legally specified reasons, which makes these government jobs far safer than in the private sector. New employees who want the traditional non-at-will status will have to contribute an additional 5% of their salary to FERS. It seems to be a way to encourage or pressure future federal workers out of the protected status they have enjoyed.
These changes will affect the retirement planning for virtually all federal employees. Even those who look to enter retirement in the immediate future could feel the effects, depending on the passage of a final bill and the timing of when the changes would go into effect.
Although the benefits don't necessarily change in theory, they do depend on the calculated average pay. The inclusion of those two extra years could lower a person's average annual pay, depending on their pay history, meaning a drop in retirement benefits. The additional costs of premiums also mean employees have less money available for other uses, including putting into TSP for more matching funds.
Employees have a number of paths to explore, including cutting expenses, working longer than they might have planned to if possible, or making additional money on the side, either through a second job or starting a business that won't interfere with their main job.
The longer the time before retirement, the more opportunity you have to make the necessary adjustments. Speaking with a financial advisor to plan what you need to do would be wise.
Other than the greater scrutiny into family additions to the Federal Employees Health Benefits program, it doesn't seem that existing retirees will face any changes in their situations.

EDEN, Weber County — As the new city materializing in the Ogden Valley takes shape, there's no lack of interest in leading the locale. The filing period to run for mayor or one of five city council seats that will serve the new city ended last Friday, and a total of 37 people have stepped forward to run for the six leadership posts. Four mayoral candidates have emerged: Janet Wampler, Kyle Reeder, Andrew Newton and Shanna Francis. 'It's an indication that this community is eager to get on with being its own municipality,' said Nick Dahlkamp, who helped with initial organizing efforts that led to last November's vote to create the city. 'This just again exemplifies how important people feel that they want to take control of their destiny and are eager to get on with it.' Apart from the four mayoral hopefuls, the District 1 and 5 City Council races have drawn five candidates each, the District 2 contest has seven candidates and the District 3 and 4 races have eight hopefuls each. Dahlkamp said the numbers exceeded his expectations. The Ogden Valley city, to be officially named by the slate of leaders who win, covers an expansive area around Pineview Reservoir on the eastern side of the Wasatch Mountains, east of Weber County's population cluster around Ogden. It's a picturesque zone, home to three ski resorts, and boosters of incorporation touted becoming a city as a means of maintaining local control as growth pressures mount. An estimated 7,600 people live within the planned city's boundaries. The long list of candidates will be whittled to two in each contest in primary voting, which culminates on Aug. 12. The winners will be selected in general election balloting, which ends on Nov. 4. Those victors will be sworn in on Jan. 5 next year, when the city formally comes into being, according to Ogden Valley Inc., the organization that promoted incorporation. While campaigning has yet to begin in earnest, the filing paperwork offers some information about the candidates. In the mayoral race, Wampler's filing says she serves as chairwoman of the Ogden Valley Planning Commission, which serves as an advisory body to Weber County commissioners on planning issues in the Ogden Valley. The Weber County Commission is the ruling body that now governs the unincorporated area, pending installation of the newly elected leaders next January. She also serves the Community Foundation of Ogden Valley, a nonprofit group that raises funds for other nonprofits serving the area. Reeder is an attorney 'specializing in business transactions and commercial litigation,' reads his filing. Newton is owner of two small businesses, Composet Products and Proformance Services, and served in a volunteer post with the Pineview West Water Co., a provider of secondary water, according to the Utah Division of Water Rights. Francis is the owner and operator of the Ogden Valley News, a newspaper serving the Ogden Valley. She was also one of the six original sponsors who pursued incorporation of the Ogden Valley. Separately, incorporation proponents have been working with the public to plan for the transition to incorporation. Some 180 people have stepped forward to assist with things like budget preparation, creating an organizational structure for the city and crafting of zoning ordinances and other codes, according to Kay Hoogland, who's helping with transitional efforts and also running for a city council seat. She called the volunteers 'the advance team' for the eventual winners in elections and said the many candidates will be invited to take part in the efforts. While the Ogden Valley locale will be the newest Utah city, a new town is taking shape in Utah County, Spring Lake, which sits between Payson and Santaquin and is home to around 600 people. Residents there last year also voted to become a new locale and will pick leaders in this year's election cycle. Wade Menlove is the sole mayoral candidate, according to Utah County election officials. Seven hopefuls are running for two four-year town council posts, and seven are running for two two-year town council seats.

Big picture view A coalition of state education advocates want to get a ballot proposal before voters that would ask them to raise taxes on rich people in Michigan to help fund the state's public education system. The "Invest in MI Kids" proposal would look to raise taxes on earners in the highest tax brackets. The groups behind the petition hope to funnel $1.7 billion into Michigan's public schools. The language for the proposal needs approval from the State Board of Canvassers before it can start collecting signatures. It will require more than 600,000 residents signing onto the petition before it can be considered by voters. If the effort clears the necessary bars, it will go on the 2026 midterm ballot - the same election where voters will pick a new governor, secretary of state, and attorney general. The Athletic last week revealed the launch game, which takes place on Saturday night, still had tens of thousands of tickets unsold for a match likely to star Lionel Messi for MLS side Inter Miami. Hard Rock Stadium has a capacity of 65,326. FIFA denied that fewer than 20,000 tickets had been sold for the match — insisting the number was 'much higher' — but they did not specify the number. Advertisement Now, however, email promotions have been sent out to those connected to Miami Dade College, which announced a collaboration with FIFA in April 2024. This involves students being given the chance to intern at FIFA's Miami office, while FIFA's museum loans exhibits to the college. Miami Dade College has more than 100,000 students currently enrolled, according to the announcement made by FIFA of the partnership one year ago. An email promotion sent out says that FIFA, in collaboration with Miami Dade College, is 'providing up to four complimentary tickets to the opening match of the FIFA Club World Cup with the purchase of one ticket at the reduced student price of $20.' Those who respond are asked to submit their Miami Dade College email when using their purchase. If they secure the five tickets, then they are essentially able to watch Messi for just $4 a seat, which is a bargain for the local community but a long way away from FIFA's original expectations when pitching this tournament as the most coveted trophy in world club football. As reported previously by The Athletic, FIFA has sold general sale tickets for the revamped 32-team Club World Cup under a dynamic pricing model, a system whereby prices fluctuate based on demand, and the slumping prices for certain games are indicative of FIFA's struggles to sell out stadiums. As of last Tuesday, Inter Miami's game against Al-Ahly had dropped to $55, according to prices on Ticketmaster, the portal FIFA is using to sell tickets for the tournament. This was half of what they were available for in May, while tickets were $230 for the cheapest seat in January and $349 after the draw in December. FIFA is now hoping that the reduced prices will draw people in during a publicity blitz in the final week before the tournament. Despite the $20 offer for the affiliated college, the cheapest seat available on Ticketmaster tonight was $69.15 for an 'obstructed view.' It is not known how many tickets have now been sold for the game, but it is clear that FIFA is now taking every possible step to avoid any perception on Saturday night that the tournament is not in demand. Advertisement FIFA sources, speaking anonymously as they were not authorized to talk publicly on the matter, said that the organization has a strong relationship with the college and see it as a positive to extend the offer to their students to see world-class soccer on their doorstep.
