
Lapses in Haryana's e-tenders spark probe by urban local bodies
In a memo dated June 3, the ULB directed all municipal commissioners and district municipal commissioners to submit detailed clarifications and corrective actions taken on the flagged discrepancies. The deadline for submission is one week.
'A consolidated and comprehensive response is essential to address the audit observations made by the Principal Accountant General. Any procedural lapses that compromise transparency and fairness in public procurement will be dealt with firmly,' said a senior ULB official, requesting anonymity.
According to the audit report, three major areas of concern have emerged. First, several tenders were cancelled despite valid and competitive lowest (L-1) bids. These include Tender IDs 2022_HRY_231151_1 and 2022_HRY_231157_1 (related to Manesar Division I and II) and 2022_HRY_218507_1 (pertaining to the Integrated Solid Waste Management project for the Panchkula Cluster). Additionally, tenders for dumpsite remediation in Sector 23, Panchkula—IDs 2022_HRY_251382_1 and 2022_HRY_231622_3—were also cancelled without documented justification.
Second, the report noted that certain tenders allowed insufficient time for bid submission, potentially restricting fair competition. This was observed in tenders related to mini tippers with hoppers, among others.
Third, the audit pointed to inadequate time provided for bidder representation during technical evaluation stages—critical for fair assessment of eligibility and capacity. This was flagged in tenders related to door-to-door waste collection in Division-II, Manesar, and again in the Panchkula remediation tenders.
Beyond these specific issues, the audit cited systemic non-compliance with mandatory timelines and disclosure norms. Key project details and evaluation outcomes were either delayed or not uploaded on the public procurement portal, undermining transparency.

(Bloomberg) -- McDonald's Corp. sales picked up in the latest quarter, suggesting that pop culture-focused collaborations and budget meals are helping to offset diners' economic anxiety. Global sales at restaurants open at least 13 months rose 3.8% in the second quarter, the company said Wednesday. That's higher than the average estimate of analysts polled by Bloomberg. McDonald's also plans to test new beverages, including cold coffees and crafted sodas, at more than 500 US locations starting in September. Posted by FearlessTransition41 on the r/india subreddit, the post has resonated with thousands of users who say they've faced similar issues when trying to do something as routine and necessary as paying their taxes online. The user wrote, 'Just tried paying income tax… and the T&Cs are absolutely insane' The user, who was simply trying to pay their income tax online, decided to scroll through the platform's terms and conditions, and was left shocked by what they read. 'I was paying my direct income tax through the Indian government's official e-Pay Tax portal, and out of curiosity, I actually read the Terms & Conditions. What I found is straight-up dystopian:' They went on to highlight six clauses that sparked widespread concern: No guarantee of refund if payment fails 'If money is deducted but the payment fails, tough luck. No guarantee of refund, no immediate resolution. You just have to 'wait and check back later.' If that doesn't work, contact your bank. The portal takes zero responsibility," the user wrote. No refunds, no chargebacks 'Even if their system screws up or you're charged twice, they won't reverse it. 'Isn't it fair to expect transparency, accountability, and at least some level of protection when using official services?' The post has sparked an outpouring of reactions online, with users slamming the lack of consumer rights, data protection, and transparency. 'I really wonder what was going in the mind of the person behind these T&Cs,' a user commented. Maharashtra govt sanctions funds to acquire rovers for land survey
Agency: PTI Mumbai, Aug 6 (PTI) The Maharashtra government on Wednesday approved a Rs 1,732 crore plan to modernize land survey operations and strengthen the infrastructure of the revenue and land records departments. As part of the plan, Rs 132 crore will be allocated for the purchase of 1,200 advanced rovers for speedy land measurement under the e-Survey 2.0 project. Additionally, Rs 1,600 crore has been sanctioned for new office buildings and residential quarters for revenue officials, said a statement issued by revenue minister Chandrashekhar Bawankule's office. The decision was taken at a high-level meeting chaired by Deputy Chief Minister and Finance Minister Ajit Pawar at the state secretariat. Bawankule, who proposed the upgradation, said the new rovers would significantly accelerate land survey operations. The government intends to procure 4,000 rovers and the first batch of 1,200 will be acquired immediately. The rovers will help deliver digital 'C' copies of land maps to citizens in a timely manner, the statement said. Bawankule also highlighted the need for high-performance vehicles for district collectors, deputy collectors and tehsildars, especially to aid in effective action against sand mafias. He also recommended that land records offices be located close to collectorates to streamline operations. Pawar approved Rs 1,500 crore for new revenue offices and an additional Rs 100 crore for land records department facilities. He also directed that the procurement process for rovers begin immediately. With the implementation of e-Survey 2.0 across Maharashtra, land survey maps ('C' copies) are now being provided to citizens in a digital form. The addition of 1,200 rovers in the first phase will help boost the pace and accuracy of this work, the release said. Instructions were also issued to complete the pending Registration Bhavan project in Pune within the current month, it said.
