On the 516th birth anniversary of Nadaprabhu Kempegowda, Karnataka CM Siddaramaiah and Deputy Chief Minister DK Shivakumar garland the statue of Kempegowda. The Chief Minister called him a visionary and the founder of modern Bengaluru.
Speaking after garlanding Kempegowda's statue located on the eastern side of Vidhana Soudha, the Chief Minister said, 'Kempegowda was an efficient and far-sighted administrator. The global recognition that Bengaluru enjoys today is because it laid its foundation. 'The birth anniversary is being celebrated jointly by the state government, the Kempegowda Development Authority, and the BBMP. Siddaramaiah noted that during his previous term as Chief Minister from 2013 to 2018, his government had identified the exact date of Kempegowda's birth in consultation with Nirmalanandanatha Swamiji, following which the state has been observing Kempegowda Jayanti annually.
'Kempegowda's 516th birth anniversary is being celebrated in collaboration with the government, Kempegowda Development Authority and BBMP. During 2013-18, our government discussed with Nirmala Nanda Swamiji and found out the date of birth, and since then, the government has been continuously celebrating Kempegowda Jayanti.
If Bangalore is recognised internationally today, it was Kempegowda who laid the foundation for it,' he said. He added that the state government had taken significant steps to honour his legacy, and that Kempegowda's contributions remain a guiding example for governance and urban planning.
'The government has done the work of commemorating him. Kempegowda, who built towers in four parts of Bangalore, understood what Bangalore should be like and built many towns, including Nagaratpet, Chikkapet, and Balepet, during his administration based on his profession,' he added.

BENGALURU: Chief Minister Siddaramaiah on Wednesday reaffirmed his cabinet decision to modify recommendations of the Justice HN Nagamohan Das Commission for internal reservation for Scheduled Castes (SC) by forming three groups -- A, B and C -- among 101 castes to share the 17 per cent quota. The special cabinet meeting held on Tuesday accepted the Commission's report and took the decision, following which the CM made the statement in the Legislative Assembly on Wednesday. 'We have decided to start the recruitment process immediately after the order on internal reservation is issued, and relax the age limit once,' he said. A permanent Scheduled Castes Commission will be constituted to study the mobility of Scheduled Castes and submit a report on their status from time to time, he added. The CM clarified that the cabinet decided to classify recommendations of the Justice Nagamohan Das Commission that formed five groups as A, B C, D and E into three categories -- A, B nd C -- and allot 6 per cent to Category A (Left-handed castes), 6 per cent to Category B (Right-handed castes) and 5 per cent to Category C (others). 'These changes have been made with a view to ensuring equality and fairness in providing opportunities in education, employment and other matters to all 101 SC castes. The Cabinet has kept in mind principles enshrined in the judgment of the Supreme Court,' Siddaramaiah said. The Commission collected data of 1,05,09,871 people belonging to SCs, covering 93 per cent of their population. 'The Cabinet has examined the report thoroughly and accepted the recommendations with some modifications. We have decided on 6 per cent internal reservation to communities identified as Left-handed castes,' he said.

CAG report highlights rising debt burden due to five guarantees
Bengaluru: The Comptroller and Auditor General (CAG) report on Karnataka's financial transactions for 2023-24 has revealed that the state government borrowed ₹63,000 crore in net market loans to fund the five guarantee schemes. Chief Minister Siddaramaiah tabled the audit report in the Legislative Assembly, which detailed the government's expenditure, fiscal management, and budgetary allocations. According to the report, the five guarantees accounted for nearly 15% of the total revenue expenditure during 2023-24. The expenditure breakdown shows ₹16,964 crore for Gruha Lakshmi, ₹8,900 crore for Gruha Jyoti, ₹7,384 crore for Anna Bhagya, ₹3,200 crore for Shakti, and ₹88 crore for Yuva Nidhi. The report noted that to meet these commitments, the government raised additional loans, leading to an increase in the fiscal deficit from ₹46,623 crore to ₹65,522 crore. Compared to 2022-23, when net borrowings stood at ₹26,000 crore, the state's loans rose by nearly ₹37,000 crore in 2023-24. The report also flagged that capital expenditure for infrastructure development fell by ₹5,229 crore due to the diversion of resources toward guarantees. The CAG further observed excess expenditure of ₹2,851.48 crore under eight grants during 2023-24, which needs regularization. Additionally, excess expenditure amounting to ₹2,323.74 crore from 2020-21 and 2022-23 is yet to be regularized. Another concern highlighted was the rising balances in personal deposit accounts, which grew by 11.27% in 2023-24. The Supreme Court-mandated Karnataka Mining Environment Restoration Corporation receipts being held in such accounts contributed to this trend, raising objections about transparency and legislative oversight. The report concluded that the state's debt liabilities, which averaged an annual growth of 17.35% since 2019-20, rose again to 23.49% of Gross State Domestic Product (GSDP) in 2023-24, after briefly declining to 23.03% in 2022-23.

State doubles down on 6-6-5 matrix for Scheduled Castes, plans panel to monitor reservation
Bengaluru: Barely 24 hours after a special cabinet meeting which decided on a 6-6-5 formula for internal reservation among Scheduled Castes, chief minister Siddaramaiah said the govt will set up a Permanent Scheduled Castes Commission to periodically study socio-economic mobility of communities and recommend changes in the quota structure. "The govt is pleased to place before this House that the report of Justice Nagamohan Das has been accepted with modifications," Siddaramaiah said. "We believe that this decision will do justice to the decades-long struggle for internal reservation." He said the got will soon begin recruitment under the new matrix, with a one-time relaxation in age limit. He also said cases filed against activists who fought for internal reservation will be withdrawn and future revisions in quota distribution would be based on data from the upcoming national census. He said restructuring of the Commission's report was intended to ensure fairness. "These changes were made to ensure equality and fairness in access to education, employment and other opportunities for all 101 Scheduled Castes. In making this decision, the cabinet has adhered to the principles outlined in the Supreme Court judgment," he said. Detailing modifications, Siddaramaiah said: "Communities identified by the Commission as Left-Hand section will be provided 6% internal reservation; the Commission had grouped castes such as Paraya and Mogera (Right-Hand) with the Left-Hand section. The cabinet decided to retain these communities with the Right-Hand group, and therefore, 6% reservation will be given to the Right-Hand section." Siddaramaiah said the cabinet had merged these two categories for administrative reasons and provide 5% reservation together. Siddaramaiah said the govt's move was consistent with constitutional provisions and referred to Supreme Court judgments to assert that the state govt has the authority to sub-classify SCs. While Congress hailed the decision as a milestone in social justice, opposition BJP said the framework was prepared by its govt earlier and Congress was only rehashing and presenting it again. With speaker UT Khader disallowing a debate, BJP members staged a walkout in protest. Deputy CM DK Shivakumar remarked: "We have resolved an issue that was pending for 25 years. The Scheduled Caste community is happy. I appeal to you (opposition) to be happy too." Khader said that while the opposition's demand for a debate was valid, the govt was also within its rights to refuse. He said the matter may be taken up on Friday if time permits.
