Sebi bans IndusInd Bank former CEO, 4 others from securities mkt for insider trading
In addition to the market ban, Sebi has impounded Rs 19.78 crore collectively from the five individuals, according to an interim order passed by the regulator.
New Delhi, May 28 (PTI) Markets regulator Sebi on Wednesday barred former CEO of IndusInd Bank, Sumant Kathpalia, and four other senior officials from accessing the securities markets in connection with an alleged insider trading in the bank's shares.
These senior executives allegedly traded in IndusInd Bank shares while in possession of unpublished price-sensitive information (UPSI) related to discrepancies in account balances of the bank's derivative portfolio. By doing so, they violated insider trading regulations.
'During the preliminary examination conducted by Sebi, on the basis of the evidence collected so far, it is prima facie seen that all noticees traded in the scrip being aware of the UPSI related to the discrepancies and averted/avoided huge losses,' the regulator said in its 32-page order.
The case originated from a Master Direction issued by the Reserve Bank of India (RBI), which had a significant operational and financial impact on IndusInd Bank.
Sebi noted that the internal team of the bank was aware of the financial implications due to discrepancies in the derivative portfolio and had already begun calculating the impact internally.
A preliminary examination revealed that an email dated November 30, 2023, was sent by the Head, Accounts, of the bank to certain employees. This communication cited a figure of Rs 1,749.98 crore as the estimated impact of discrepancies in the derivative portfolio.
Further, during the preliminary examination, it is prima facie seen that members of the senior management of IBL including noticees (five officials) were aware of the UPSI related to discrepancies and they had kept constant supervision upon the same.
The evidence analysed during the preliminary examination revealed that Noticees traded in the scrip of IBL while being insider, Sebi said.
Sebi noted that emails dated December 6, 7, and 8, 2023, referenced a discrepancy of around Rs 1,362 crore, with the final figure of Rs 1,572 crore communicated to certain employees on December 11, 2023.
The examination also revealed that figures regarding the discrepancies were not only being tracked internally but were also being prepared for submission to the RBI. Emails circulated on December 16, 2023, March 6, 2024, and May 5, 2024, indicated discrepancy figures of Rs 1,572 crore, Rs 1,776.49 crore, and Rs 2,361.69 crore for the quarters ended September 2023, December 2023, and March 2024, respectively.
However, this information was only disclosed to the public via stock exchange filings on March 10, 2025, Sebi noted.
It was also noted that senior management insisted on getting these figures validated externally. Accordingly, KPMG was appointed in January 2024, to review the discrepancies identified by the internal team. The preliminary examination revealed that KPMG submitted a figure of Rs 2,093 crore as the negative impact from the discrepancies, covering data till December 31, 2023.
In its order, Sebi noted that noticee nos. 1 to 5 (five officials) traded in the scrip of IBL while being insider and accordingly barred them 'from buying, selling or dealing in securities, either directly or indirectly, in any manner whatsoever, until further orders.' On April 29, CEO Kathpalia and Deputy CEO Khurana resigned from the bank. Following their exit, the IndusInd Bank Board appointed a Committee of Executives to oversee daily operations until a new MD & CEO takes charge or for a period of three months, whichever is earlier.
The fraud-hit private sector lender earlier this month reported a Rs 2,329 crore loss for the March quarter, its worst performance ever, as the interim management opted to go for a deep-clean exercise beyond recognising the impact of wrong accounting practices.
In the March quarter, the bank took impact of all the irregularities brought to the notice, including a Rs 1,960 crore hit from incorrect recognition of derivative trades, cumulative interest income reversal of Rs 674 crore due to incorrect accounting, disclosed a Rs 172 crore fraud where employees had led it to incorrectly classify the amount as fee income under the microfinance business, set off Rs 595 crore of incorrect manual entries posted as 'Other Assets' and 'Other Liabilities' in the past, and also recognized the higher slippages.
The internal audit report of the bank revealed 'involvement of senior Bank officials, including former Key Management Personnel (KMP), in overriding key internal controls'. The bank reported the likely involvement of senior management in the accounting fraud to the Central Government. PTI SP DP MR MR

Delhi's Holambi Kalan e-waste plant to double capacity after Norway study
Delhi's first E-Waste Eco Park in Holambi Kalan will now be twice as big and powerful, Environment and Industries Minister Manjinder Singh Sirsa said. Initially designed to process 51,000 metric tonnes of e-waste annually with an investment of Rs 150 crore, the Holambi Kalan plant will now be built to handle 1,10,000 MT per year, covering almost twice the area and with nearly double the capital expenditure, according to a government statement. The decision comes after Sirsa's August 4-5 inspection of the Revac facility in Norway's Revetal, regarded as one of Europe's most advanced and environmentally compliant e-waste plants, it said in the statement. Sirsa said the upgraded project will adopt a global zero-waste model, ensuring no air, water, or radiation pollution, with advanced scrubbers, in-house water purification, concretised flooring, and complete material recovery. "Our goal is integrated progress where clean industry fuels economic growth and safeguards the environment," he said. The Delhi government also plans to introduce robust third-party monitoring for compliance, inspired by Norway's non-profit inspection framework for Extended Producer Responsibility (EPR). The plant will recover aluminium, iron, and refuse-derived fuel without burning waste, promoting a true circular economy. To be developed under a public-private partnership model through the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), the park is expected to generate over Rs 500 crore in revenue.

NAMASTE Abhiyan: 5,200 ticketless travellers detected, Rs 13.5 lakh penalty collected
At least 5,200 ticketless travellers were detected and penalty amounting to Rs 13.50 lakh collected in course of ticket checking operation at Borivali station in just a single day, Railways Ministry said on Sunday. Western Railway's Mumbai Central Division has launched a thoughtful and ethically grounded initiative — the NAMASTE Abhiyan, short for 'NAMrata Aur Strong Ticket Examination.' The campaign is a philosophy that merges humility, ensuring rule enforcement with dignity and empathy. At the heart of the initiative lies a deep commitment to values such as dignity, safety, public interest, empathy and accountability. The Abhiyan aims to restore confidence among ticket checking staff, safeguard their rights, and enhance the overall passenger experience, according to a Ministry statement. Under this initiative, a large-scale fortress ticket checking operation was carried out at Borivali station, held on August6. Over 300 ticket checking staff, along with support from the Railway Protection Force and Government Railway Police, was part of this drive. To ensure safety and transparency, specially designed protective vests have been given to TTEs. These vests carry compartments for body cameras, Hand Held Terminals (HHT), Excess Fare Ticket (EFT) Book and Mini Speakers for public announcements. This technological integration provides physical as well as legal protection to the ticket checking staff, while simultaneously reinforcing transparency and accountability in passenger interactions. Another critical component of the Abhiyan is the creation of pre-custody areas within station premises. These are localised zones under CCTV surveillance, designated to deal with ticketless travellers in a controlled and respectful manner. 'This move helps to avoid potential conflicts and unnecessary confrontations in official offices, ensuring fair treatment for both passengers and staff. Officers from the Commercial Department have conducted workshops focused on effective communication and professional passenger handling,' said the Ministry. The NAMASTE Abhiyan is a powerful example of how governance can be both strong and sensitive. It stands as a model of ethical public administration that values discipline. Rather than relying on reactive measures, it adopts a proactive and structured approach, one that upholds fairness, promotes trust, protect public property and preserves the morale of frontline personnel.

Gurugram land deal: ED seeks 7-year rigorous imprisonment for Robert Vadra
The Enforcement Directorate (ED) has sought a maximum of seven years of rigorous imprisonment for Robert Vadra and others in the tainted 2008 Gurugram land deal, shows the prosecution complaint filed by the probe agency at a Special PMLA court in Delhi. The probe agency has also sought confiscation by the government of 43 immovable properties allegedly acquired by Vadra and others using proceeds of crime (PoC) generated through money laundering. The Special PMLA court in Delhi has fixed August 28 to take cognisance of the ED complaint and issued a notice to Vadra. While elaborating on the mode of generation of PoC of money laundering by Robert Vadra in the land deal, the ED alleged in the complaint that the husband of Congress MP Priyanka Gandhi Vadra and other accused also committed a penal offence of dishonest or fraudulent execution of a deed of transfer containing false statements (Section 423 of Indian Penal Code). In its prosecution complaint filed in a Special PMLA court in Delhi, the ED sought a maximum of seven years imprisonment for Vadra and other accused under Section 4 (Punishment for money laundering) and suggested penal or criminal action for the fraudulent execution of the deed. 'The transfer deed was executed containing a false statement of consideration with regards to receipt of sale consideration by the seller from the buyer and with regards to the total amount of consideration as well, thereby violating the provisions of section 423 of IPC. The buyer had never issued the cheque to the seller and the cheque mentioned in the sale deed did not pertain to the buyer,' said the chargesheet. Alleging a loss of Rs 44 lakh caused to Haryana government in stamp duty, the ED said: 'The sale deed refers the valuation of the said land at Rs 7.50 crore, on the contrary the seller got the payment of Rs 7.95 crore on August 9, 2008 (against sale consideration and stamp duty); and Rs 7.43 crore on August 16, 2008 (additional sale consideration). The undervaluation of the land directly leads to evasion of stamp duty.' Earlier, the ED justified its decision to file the PMLA case in the Special Court in Delhi by claiming that all the accused, except one, reside in Delhi and all the entities associated with the accused, which are involved in the process of money laundering, are registered in the Delhi jurisdiction. It is submitted that the FIR in this case was filed by the Gurugram Police. However, the offence of money laundering was committed by the accused at various places/states including Delhi, Haryana, Punjab, Uttar Pradesh, Gujarat and Rajasthan. 'Further, most of the bank accounts of the entities associated with Vadra, identified as accused number 1, are also situated in Delhi and used by the accused in Delhi to acquire assets or to satisfy the liabilities of companies registered in Delhi,' it said. The ED said that Vadra received Rs 58 crore as proceeds of crime (PoC) of the involved money laundering and claimed that its investigation led to the provisional attachment of 43 immovable properties, totalling Rs 38.69 crore, identified as direct or value equivalent to Proceeds of Crime. Seeking confiscation of the 43 immovable properties, the ED said: 'The complaint is filed with the prayer to punish the accused persons under Section 4 (Punishment for money laundering,) which is a rigorous imprisonment for three to seven years and confiscation by the government of the properties earned by the accused as proceeds of crime.'
