
Paul Davies joins growing backlash over £40m Newgale road scheme
Senedd Member backs STUN's £500k alternative to protect coast without harming village
SENEDD Member Paul Davies has joined growing opposition to Pembrokeshire County Council's £40 million Newgale road realignment, branding the project 'ill conceived' and urging the authority to reconsider a more affordable, environmentally sensitive alternative drawn up by the local community.

The Newgale Coastal Adaptation Project (NCAP), developed by the council in partnership with consultants AtkinsRéalis, proposes rerouting the A487 inland through the Brandy Brook valley. The scheme is aimed at mitigating future storm damage and sea-level rise, but critics say it will devastate the landscape, split the village in two, and waste tens of millions of pounds.
Mr Davies is working with the Newgale campaign group STUN (Stand Up for Newgale), who have drawn up a rival plan costed at just £250,000–£500,000. Their proposal would see a 400-metre stretch of the existing shingle bank moved around 10 metres seaward, maintaining the existing A487 route and drastically reducing environmental and financial impact.
'I'm very disappointed that the Council is pushing ahead with its plans rather than working with the community on a much more affordable scheme,' Mr Davies told The Herald. 'We know the Council is struggling financially and yet somehow, it's content to find millions of pounds for a scheme that the local community opposes.
'In my view, Pembrokeshire County Council's plans are ill conceived. Any changes to the infrastructure in Newgale must meet the needs of the local community and should aim to be as environmentally sensitive as possible. I've raised this at the Senedd, and I will be doing so again, urging the Cabinet Secretary for Transport to intervene and support the local community.'

The STUN proposal includes drainage measures, improved beach access for disabled users, and avoids any disruption to existing businesses such as the Duke of Edinburgh pub, surf shop, and campsite. It also claims to meet every target laid out in the Welsh Government's Future Generations Act and Net Zero commitments—unlike the council's more invasive plan.

Expert: Council's modelling is flawed and alarmist
STUN's report is backed by a detailed independent assessment from STUN's Chair, Professor David Keeling, a retired academic who examined the coastal data underpinning the council's justification for the new road. He concluded that the predictions of the shingle bank migrating inland were 'unnecessarily alarmist' and based on 'extreme upper-end climate scenarios' that do not reflect local conditions.
Professor Keeling states that moving the shingle bank 10–12 metres seaward would delay any significant landward movement by at least 80–100 years, while allowing real-time monitoring of sea level changes in future.

The group's report also highlights historical records, dating back to 1795, showing that storm damage to the A487 from pebble over-topping has occurred only a handful of times in centuries—and was always remedied quickly and cheaply.
The 2014 overtopping event that prompted the NCAP plan, for example, incurred a one-off clean-up cost of just £13,000. STUN argues that even if such events doubled in frequency, it would still be more cost-effective to maintain the existing road than to spend £40 million on a new one.
Professor Keeling told The Herald that the council has ignored legally required procedures and failed to properly engage with local people.
'We want the council to communicate with us and properly assess our alternative plan,' Prof. Keeling said.
'Realigning the shingle bank 10 metres seaward would protect the road for the next 80 to 100 years, improve beach access, and save tens of millions of pounds that nobody in the village wants to see spent on a new road through Brandy Brook,' he added.
Local business owners worried
Local surf shop owner Rhys Morgan told The Herald: 'This road scheme could finish us. Most of us here would rather see that money spent protecting the beach and improving access—not destroying what makes Newgale special.'

STUN has also raised concerns that Pembrokeshire County Council may have breached its obligations under the Welsh Transport Appraisal Guidance (WelTAG) and the Environmental Impact Assessment (EIA) process. They claim that their realignment proposal was never properly considered at any stage and was later dismissed on a technicality.
The group is calling on the council to restart the decision-making process, re-evaluate the modelling data, and consult the public on the cheaper, less destructive option.
Consultation open until May 11
The statutory pre-application consultation on the NCAP scheme remains open until 11th May 2025. Residents are being urged to submit feedback and demand that all options—particularly the STUN proposal—are properly reviewed.

The boss of British Gas owner Centrica has urged Rachel Reeves to raise taxes to bring down energy bills. Chris O'Shea said the Chancellor must act to prevent hard-up households from shouldering the cost of Ed Miliband's net zero transition. In particular, he signalled that Centrica would support plans to shift green levies from household bills to general taxation. Speaking on BBC Radio 4's Broadcasting House, he said: 'The cost of the energy transition is not small. 'It's not because renewables are expensive, it's just because we have an energy system that was designed for a world that no longer exists, so we're having to upgrade the energy system and that requires a quite substantial investment. 'At the moment, the costs for doing that come off consumer bills. There is an option to put that on general taxation and that's something that we would support at Centrica.' Mr O'Shea acknowledged that the Chancellor was facing significant financial pressures, especially ahead of the upcoming spending review. However, he said: 'The reality is that we as a country have to pay for the upgrade of the energy infrastructure, either through bills or through general taxation.' His comments come amid mounting scrutiny over so-called green levies, which are charges added to household energy bills to help fund renewables such as wind and solar. These are seen as key to supporting Mr Miliband's target of reaching net zero by 2050. However, critics have accused the Energy Secretary of failing to tackle sky-high energy bills. The Climate Change Committee, which advises the Government on its emissions targets, has said that green levies should be removed from household costs and shifted either on to gas bills or general taxation. In a report last month, the quango said it was concerned that high electricity bills were preventing consumers from buying heat pumps and electric cars, which in turn was slowing down the energy transition. Business leaders have also urged Mr Miliband to scrap green levies as British companies grapple with the highest electricity prices of anywhere in the developed world.

Climate change quango to spend £8m on latest report
The Government's official climate change adviser is to spend £8.2m on a report assessing the risks of global warming to the UK – roughly five times the cost of the previous study. The Climate Change Committee said the significant funding uplift was needed because of the growing complexity of the task. The quango, which advises ministers on how to prepare for global warming, spent £1.8m on its last such report, which ran to 142 pages. The funding uplift this time around means a similar length report would cost more than £50,000 per page. Andrew Bowie, Conservative shadow energy spokesman, said the scale of spending was 'absurd'. He said: 'As Kemi Badenoch and I have been warning, the costs of Ed Miliband's net zero by 2050 zealotry is far too high for the British public – and the taxpayer should not be forced to shell out millions of pounds because Labour are too afraid to admit that.' Richard Tice, Reform's energy spokesman, said: 'It's unbelievable that almost £10m will be wasted on the most expensive net zero report ever. 'It will merely sit on the shelf gathering dust full of self-congratulatory comments whilst ignoring the critical issue which is that net zero is driving up electricity prices and destroying industrial jobs.'

Changes to be made to Haverfordwest children's care home
WALES is only training around a third of the necessary secondary school teachers, with nowhere near enough recruits and no improvement in sight, an education chief warned. Hayden Llewellyn, the Education Workforce Council (EWC) chief executive, gave evidence to the Senedd education committee's inquiry on recruitment and retention on June 5 Mr Llewellyn identified a clear pattern in initial teacher education, with recruitment problems centred on secondaries and 'no problem' in primary schools. The head of the workforce regulator said the Welsh Government aims for about 600 primary teachers to be trained each year, with that number overdelivered in August 2024. But he warned of a stark picture for secondaries, saying ministers are seeking to train about 1,000 teachers each year but the EWC issued 369 certificates, according to the latest data. 'About a third of the number of secondary teachers that Wales is looking for were managing to train,' he said, adding that a further 34 trained through an Open University route. Mr Llewellyn stated the trend for secondary schools has gotten worse over the past ten to 20 years, with improvements during the pandemic 'dropping back significantly'. He told Senedd Members: 'I'm sorry to say, having tracked recruitment and retention for many years – I can't really see secondary improving.' He explained recruitment in some subjects – such as PE, history and geography – is fine but maths, English, sciences, Welsh and modern foreign languages are particularly low. Mr Llewellyn raised the example of 27 maths teachers being turned out in August, with Wales looking for nearer 130. 'It's the lowest I've ever seen over the years,' he said, adding that Wales wanted 80 to 90 Welsh teachers but only 20 completed training in 2024. He pointed to EWC data showing 75% of those teaching maths are trained in the subject and, speaking more generally, he said the number is lower still for sciences. He warned: 'Given the picture with recruitment, we could see that picture deteriorating.' Mr Llewellyn raised the example set by Scotland where teachers' registration is linked to a specific subject or phase. 'You cannot teach a subject you're not trained in,' he said. Eithne Hughes, the EWC's chair, added that some in Wales are teaching not just their specialism 'but possibly a couple of others, adding to the workload pressure'. Ms Hughes said: 'That becomes an issue when you've got reduced funding and headteachers just having to have somebody in front of classes. It doesn't support standards.' Mr Llewellyn said the number of Welsh-speaking teachers is 33% – higher than the census – but it has remained static despite initiatives, with a lower number among support staff. He told the committee the number of Welsh speakers currently completing training is about 20% for primaries and 18% for secondaries, against a target of 30%. 'When you magnify that down into particular subjects, you see those figures dropping,' he said, adding that only three of the 27 new maths teachers were Welsh speakers. Ms Hughes, a former headteacher in an English-medium school, told Senedd Members she found recruiting Welsh teachers extremely difficult during her experience. Pressed about the key barriers and why Welsh Government targets are 'continually missed', Ms Hughes pointed to work-life balance, policy overload, pay, and behavioural problems. She suggested teachers are expected to be a social worker, police officer and medical expert, stressing: 'We have to allow the business of teaching… to be at the core'. Mr Llewellyn agreed: 'What it means to be a teacher… in terms of workload, stress, bureaucracy, accountability, lack of autonomy, and pupil behaviour – it's a tough gig.' He urged policymakers to treat the causes rather than the symptoms as he questioned 'flashy' promotional campaigns: 'If what you're trying to promote isn't good, it won't work.' Pointing out that the starting salary for some bus drivers is near to teachers' in Wales, he warned: 'The reality is: to be convinced to be a teacher is increasingly unlikely.' Asked about retention, he said around 2,400 teachers leave the EWC register every year, concluding: 'We need to watch this really carefully because it's OK when you lose individuals from the profession and you're recruiting the number you need back. 'But… we are recruiting nowhere near the number of secondary and Welsh-medium teachers that we need. Attrition is OK if you're replacing but therein lies the problem.'
