‘Brutality over precision' — What the Army is learning from Russia in Ukraine
'The Russians have already reverted to Soviet form on the battlefield, favoring mass over maneuver, quantity over quality, capacity over capability, brutality over precision, and mobilization over readiness,' the report says.
Produced by the Army's Foreign Military Studies Office at Fort Leavenworth, Kansas, it's a rare look at how one part of the U.S. military is studying this war and what lessons can be taken from it. Based on events between Feb. 24, 2022, and June 30, 2024, it shows how Russia, despite sanctions, isolation, and battlefield losses, is rapidly adapting and refining a model of warfare that leverages mass, improvisation, and emerging technologies to sustain operations far longer than many expected.
Drones are foundational
One of the strongest themes in the report is how drones have become central to nearly every part of the Russian way of war.
Quadcopter drones, often rigged with improvised explosives or thermobaric payloads, are used at every level of the Russian military. These systems are produced at scale, often through informal networks, and treated as expendable munitions. Russia is reportedly going through tens of thousands of drones per month, according to analysts and open-source tracking.
Drones are now directly tied into command and fire support. Fixed-wing systems like the Orlan-10 conduct intelligence, surveillance, and reconnaissance, or ISR. Targets are passed to artillery batteries or FPV drone teams that engage the target. Another drone confirms damage. In many cases, drones have replaced manned forward observers entirely.
In contrast, Army units below the battalion level often don't have their own drones, though efforts to fix that are underway.
Electronic warfare shapes the battlefield
Russia's use of electronic warfare, EW, is another area the report highlights as both mature and deeply integrated.
Russian battalions independently operate systems like the Borisoglebsk-2 and Leer-3, which jam Ukrainian communications and GPS navigation, spoof drone signals, and expose the location of emitters. More than just a support capability, EW is used to shape the battlefield before major attacks.
Western-supplied guided munitions like JDAM-ERs and Excalibur rounds have reportedly been degraded in areas with dense Russian jamming. And not all of these capabilities are coming from high-end gear: commercial jammers purchased online, some as cheap as $20, are also being deployed.
Russian units are adapting
The Army's assessment of Russian troop quality is nuanced. Some formations, like Spetsnaz or VDV units, retain a professional core. Others, especially mobilized conscripts and penal battalions, struggle with morale and coordination.
But even in lower-tier units, cohesion and tactical learning are improving. Officers are creating makeshift leadership structures. Training pipelines are becoming more efficient. And units that survive long enough are adapting to the demands of trench warfare and drone-saturated environments.
It's not a well-oiled machine by any interpretation, but the soldiers and leaders are adapting and learning quickly how to survive.
Artillery is doing the heavy lifting
Russia has shifted decisively to an artillery-first doctrine, creating formations known as 'army artillery groups.' These units integrate with drone ISR to deliver massed fires against static defenses and troop concentrations.
Within the U.S. military, the Army has traditionally emphasized maneuver warfare — mobility, initiative, speed. But as the report shows, Russia is winning ground slowly and methodically, with drones feeding targets to artillery in a sustained kill chain.

A whole-state effort
A major theme scattered throughout the report is how this is a war that is being fought through all levels of society. Ministries, civilian industries, universities, and city governments have all been pulled into the effort.
A bread factory in Tambov, Russia, for example, has been retooled to manufacture FPV drones. Local officials help fulfill recruitment quotas and raise money to buy gear for troops. Vans originally designed for public service have been converted into field ambulances. Regional governments are given quotes for 'kontraktnik,' volunteer enlisted soldiers. This blurring between civilian and military lines isn't an accident — it's part of how Russia sustains its war effort.
This crowd-sourced approach isn't unique to Russia, with Ukraine employing similar practices, particularly fundraising for gear and equipment, but it does illustrate how large the effort has become to sustain this 'special military operation.'
What is the U.S. doing about it?
The Army is already making changes. In 2024, it began incorporating drone awareness and concealment techniques into enlisted training at Fort Benning, Georgia, Fort Jackson, South Carolina and Fort Leonard Wood, Missouri. Soldiers now train to reduce their visibility to overhead ISR — a direct lesson from the Ukrainian trenches.
Modernization programs like Project Linchpin and TITAN are also underway, aiming to speed up targeting decisions and better integrate sensor data across domains.
The Pentagon's July 10 memo, 'Unleashing U.S. Military Drone Dominance,' opens up the branches to more rapidly acquire, field, and train with small drones by treating them like munitions instead of like an aircraft.

The Liutyi Drone: Ukraine's Response To Russia's Shaheds
Strategic bombings are a critical component of modern warfare, crippling supply lines, disrupting operations, and breaking enemy morale. In the Russia-Ukraine war, drones have become central to this effort. Russia has employed large numbers of Shahed drones to strike Ukrainian targets and exhaust its air defense systems. Ukraine, operating with fewer resources, has taken a more targeted approach. Instead of mass attacks, it is conducting precision strikes on vulnerable but critical targets inside Russia, particularly those supporting military logistics and energy infrastructure. These precision strikes are enabled through an arsenal of Ukrainian-developed loitering munitions. At the forefront of these efforts is the AN-196 Liutyi drone, which has been used in a number of Ukrainian strikes at targets deep in Russia. Overview of the Liutyi Drone Development of the AN-196 Liutyi drone began in 2022 by Antonov ASTC in partnership with Ukroboronprom, Ukraine's state defense conglomerate. It was originally branded as a long-range, one-way attack vehicle, a class of systems more commonly referred to as kamikaze drones or loitering munitions. By late 2023, the Liutyi was fielded to operational units, and by early 2024, it was credited with a number of strikes in Russian territory. The initial version of the Liutyi weighed between 250 and 300 kilograms, with a wingspan of 6.7 meters and a length of 4.4 meters. It is powered by a gasoline engine that drives a three-blade propeller mounted at the rear. The design features a distinctive V-shaped tail, which enhances stability and reduces aerodynamic drag. The drone originally carried an explosive payload of 50 kilograms and had an effective range of about 1,000 kilometers. Subsequent upgrades have increased the payload capacity to 75 kilograms and extended its range to approximately 2,000 kilometers. Each unit is estimated to cost around $200,000, which is considerably more than the Russian Shahed but significantly less than a cruise missile. Given its long range and the high likelihood of operating in an environment compromised by electronic warfare system, the Liutyi is not designed for remote piloting. Instead, it relies on satellite navigation and inertial navigation systems for at least the initial portion of its flight. As it nears its target, the Liutyi employs a machine vision system that enables it to execute complex flight paths, avoid radar detection, evade short-range air defense systems, and accurately strike its target. Deployments of the Liutyi Drone The exact extent of Liutyi usage remains unclear, as Russia does not publicly disclose details of drone strikes on its territory. Nevertheless, the Liutyi has been linked to numerous attacks. One of the earliest likely incidents occurred on January 18, 2024, when unspecified Ukrainian drones struck an oil depot in St. Petersburg. Based on the 900-kilometer range and the timing of the attack, the Liutyi was likely the system employed. Days later, on March 13, a Liutyi struck the Ryazan oil refinery, deep inside Russian territory, igniting a fire at the facility. In June 2024, the Liutyi was reportedly also used to attack the Mozdok air base in North Ossetia, which houses Tu-22M3 bombers and MiG-31 interceptors, approximately 720 kilometers inside Russia. In 2025, the upgraded versions of the Liutyi started playing a broader role in striking targets deep in Russian territory. On March 13, 2025, a Liutyi successfully hit a major gas pipeline control facility in the Saratov region, roughly 600 kilometers into Russia, disrupting the Russian energy sector. The following month, in April, Ukrainian forces conducted repeated strikes on the 112th Missile Brigade base in Shuya, Ivanovo Oblast, about 700 kilometers from Ukraine, damaging command facilities and barracks. In recent weeks, Liutyi drones have been involved in a number of strikes according to Telegram posts by Exilenova+, a media and news company based in Sevastopol, Ukraine. On July 1, 2025, two Liutyi drones penetrated 1,400 kilometers into Russian territory to strike the Kupol Electromechanical Plant in Izhevsk, a key producer of Tor-M air defense systems and Harpiya drones. The attack caused fires, casualties, and widespread alarm. A video posted on July 27, 2025, shows a drone flying over the Leningrad region, although it is unclear whether it struck a target. On July 31, 2025, another video showed a Liutyi flying low over the Russian city of Pensa before striking a facility that produces electronics for the Russian military. The following day, a separate video captured a Liutyi hitting a fuel depot at Sochi Airport. Given its successes in striking Russian targets, the use of the Liutyi is expected to grow, especially with Germany recently investing in producing 500 additional units. However, Ukraine's production rate will likely remain far below Russia's output of Shahed drones. As a result, Ukraine is expected to maintain its strategy of conducting precision strikes with these advanced drones rather than employing massed barrages like those used by Russia. For this strategy to succeed, the Liutyi will require continuous upgrades, integrating advancements in drone technology and computer vision to counter new Russian defenses. While not as famous as its Russian counterpart, the Ukrainian Liutyi drone has played an equally prominent role in the Russia-Ukraine war. With its long-range precision strike capability, it has successfully destroyed key targets inside Russia. Given the significance of these operations, the Liutyi's role is likely to expand as Ukraine seeks to take the fight deeper into Russian territory.

Cybersecurity Incident Response Needs A War Room, Not A Playbook
When Kevin Mandia got the call in 2020 that his cybersecurity company Mandiant (then a division of FireEye) had been breached, the details raised alarms immediately. 'It smelled like the SVR to me right out of the gates,' he said, referring to Russia's foreign intelligence service. 'They had a smart way of getting past our two-factor authentication and were targeting us in a way that showed professionalism.' Instead of grabbing everything they could, the intruders selectively searched and minimized what they took – a telltale sign of a cunning foreign intelligence operation. It was the start of what became SolarWinds cyberattack, which ultimately impacted over 18,000 organizations. But for Mandia, who has been responding to breaches since the 1990s, the real lesson wasn't just about attribution. It was about preparedness. Most companies, he said, respond to incidents with improvised command centers and ad hoc decision-making. In an era of escalating regulatory pressure and reputational risk, that's no longer enough. Cybersecurity incident response requires speed, structure and coordination across legal, technical, and executive teams, a structure that is more effectively built before a crisis, not during. Static Plans vs. Dynamic Cybersecurity Incident Response Andy Lunsford, CEO of cybersecurity incident response company BeachRx, saw the same shortcomings from a different vantage point. After years litigating privacy and commercial cases, he observed a troubling pattern: attackers often operate with more discipline and coordination than the organizations they target. 'You can defend 99,000 attacks,' he said. 'They just have to get in one time to take you down.' According to Lunsford, most companies still approach incident response reactively. 'They've got the people they want to call,' he said, 'but they don't necessarily have a systematic approach.' That lack of structure becomes a liability when companies must manage not just the breach itself but the fallout: regulatory disclosures, legal exposure, customer notifications, and board communication. 'The ramifications within the business, including regulators and auditors, can be a lot more complicated' than addressing the breach itself, Lunsford said. Real-World Cybersecurity Incident Response Beats Tabletop Exercises Traditional tabletop exercises don't cut it, according to both leaders. 'They're a thought exercise in a room,' said Lunsford. 'But that's not how you're going to execute the real incident. People are going to be scattered. Some won't be available.' Instead, he advocates for role-based training that mimics real-world complexity, where responses unfold over time, across functions, and under pressure. Mandia, who serves on the board of BreachRx and whose company is now part of Google Cloud, said one of the most overlooked failures is how few companies have clarified what kinds of incidents should be elevated to the CEO or board. 'You'd be shocked how often those answers are vague or inconsistent,' he said. Mandia didn't learn that his cybersecurity incident response team was responding to his own breach until four or five days in, because the internal bar for elevation had been set so high and the team was more focused on response than communication. A Dynamic Cybersecurity Incident Response Strategy Conventional breach response plans often consist of static documents stored in compliance binders. By contrast, BreachRx automates tailored action steps based on the nature and jurisdiction of the incident, coordinates communication across legal, risk, and executive leadership, and provides an out-of-band, privileged communication environment that would otherwise be discoverable in legal cases. This matters not just for operational efficiency, but for protecting the company – and its executives – from regulatory penalties and litigation. The approach prevents silos within technical teams and provides real-time communication with boards, security, risk, and legal counsel. With over 200 global regulations, tighter timelines, and increasing personal liability, cybersecurity incident response is now a governance issue and a strategic imperative. Cybersecurity Incident Response Is Now a Leadership Imperative The evolution from seeing breaches as rare 'black swan' events to treating them as inevitable business risks is long overdue. 'All companies have incidents happen all the time,' Lunsford said. 'It's just a normal part of operating a business in the modern era.' That makes it imperative for executives to get ahead of the crisis rather than wait until it unfolds. Mandia emphasized that when breaches happen, CEOs aren't just thinking about compliance. 'They're thinking, how do I maintain trust in my business? How do I get up and running?' The ability to respond quickly, with coordination and confidence, is what separates a stumble from a scandal. 'Many incidents have unique aspects to them and there's nothing wrong with a certain level of ad hoc decision-making to manage the uniqueness,' Mandia said. 'But anything that clarifies that process systematically and ensures consistency is critical. Every hour counts.' From Defense to Discipline There's a saying in the military: you don't rise to the occasion – you fall to your level of training. The same applies to cybersecurity incident response. In today's threat environment, the companies that succeed won't be the ones with the longest policies or the biggest budgets. They'll be the ones who rehearse regularly under realistic conditions, coordinate across departments, and treat cybersecurity not as a tech issue, but as a leadership discipline. Mykola Tarasenko's renderings don't turn the 911 into something unrecognizable. Instead, they reshape the car's front- and rear-end designs, giving it a more cropped, compact look. He kept the 911's signature round headlights and didn't change its basic proportions. Tarasenko also included the rear LED light bar from recent 911 models. The 911 S/T was the lightest car from the current generation, but it retains the larger size of its heavier counterparts. These are just fan renderings, so don't go getting excited about a huge shift in 911 design. The automaker offers a staggering number of configurations for the current car, and while they aren't the lightweight sports cars from decades past, it's hard to fault their performance. That said, Porsche executives have been clear that the company is in trouble, saying that it needs to take drastic measures to get back on track. The automaker has seen tumbling sales in China, leading it to an eight percent global drop in sales in the first quarter of 2025. At the same time, its first EV, the Taycan, hasn't been selling all that well, though the newer Macan EV received a reasonably warm welcome in North America. All of that could lead Porsche back to more extreme 911 variants, but that still won't lead us back to a stripped-down, back-to-basics model.
