13MP: One million affordable houses to be built between 2026 and 2035

KUALA LUMPUR: One million units of affordable housing will be built between 2026 and 2035 in the 13th Malaysia Plan (13MP).
Prime Minister Datuk Seri Anwar Ibrahim said this will be done by cooperation the federal and state governments and private developers.
"Initiatives such as the Housing Credit Guarantee Scheme will be expanded to enable more Malaysians, including those in the low and middle income groups, to afford home ownership," he said.

Kuala Lumpur: The 13th Malaysia Plan (13MP) tabled by Prime Minister Datuk Seri Anwar Ibrahim in the Dewan Rakyat yesterday marks a major boost for Technical and Vocational Education and Training (TVET), the Bumiputera economic empowerment agenda and national disaster management, says Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi. He said the emphasis on aligning the minimum wage beyond existing prerequisites and the implementation of a premium wage scheme would add value to the education ecosystem and job marketability in the country. 'In addition, I am very grateful that the Bumiputera economic empowerment agenda, as outlined in PuTERA35 (Bumiputera Economic Transformation Plan 2035), has been incorporated into the 13MP, with 132 initiatives from the Bumiputera Economic Congress resolutions also included. 'Hopefully, this will benefit all levels of society in rural, suburban and urban areas, as well as our friends in Sabah and Sarawak,' he said. Ahmad Zahid, who also chairs the National Disaster Management Committee, welcomed the government's long-term planning to strengthen disaster management and mitigation measures, particularly for natural disasters such as floods. He said the tabling of the 13MP had come at a time when the nation was facing economic uncertainty and supply chain disruptions that were severely challenging competitiveness and public well-being. He added that the roadmap for 2026-2030 also focused on economic empowerment through value creation driven by digitalisation and advanced technologies such as artificial intelligence (AI), as well as an integrated approach towards sustainable and inclusive economic growth. Meanwhile, Deputy Prime Minister Datuk Seri Fadillah Yusof said the implementation of the 13MP must be carefully structured, taking into account a holistic approach that included all layers of society, development sectors, environmental sustainability, and a strong emphasis on good governance. He said this was vital to ensure Malaysia's competitiveness continued to be strengthened and that the country remained prominent on the global stage. 'If we look at what was presented earlier, there are nine main focus areas under the three pillars of the Madani Economy. The first is 'raising the ceiling,' which refers to transitioning towards an AI-based nation, high-growth, high-value industries, and strategic sectors that emphasise regional and rural development with global impact,' he said. 'The second pillar is strengthening governance and institutions by ensuring a public service that is transparent, swift and decisive. The third is 'raising the floor,' which focuses on addressing the cost of living, centring on Madani individuals as the social foundation, and improving the quality of life for the people,' he said. Fadillah, who is also the Minister of Energy Transition and Water Transformation (PETRA), said his ministry would focus on energy security, environmental sustainability and affordability of energy and water costs. He said the government had announced a new, more transparent and fair energy market approach, including the introduction of new tariffs and the 'time of use' concept to promote more prudent energy consumption. He added that the government would also conduct an in-depth study into the potential of nuclear technology as an energy source to complement existing sources such as solar, while continuing efforts to develop new sustainable energy sources. Fadillah said focus would also be given to Flood Mitigation Plan (RTB) projects in Johor, Perak, Pahang, Sarawak and Sabah to reduce flood risk and ensure water security. THE opposition has seemingly demanded Prime Minister Datuk Seri Anwar Ibrahim to explain his actual connection with oil tycoon Muhammad Riza Chalid who is now a key suspect in the high-profile corruption case involving Indonesian state-owned oil and gas giant Pertamina. Following the recently-concluded 13th Annual Consultation between Malaysia and Indonesia, PAS activist Nurul Islam Mohamed Yusoff claimed that even the Indonesian Anti-Corruption Society (MAKI) coordinator Boyamin Saiman had urged President Probowo Subianto to seek PMX's consent to extradite Riza to Indonesia. 'According to Boyamin, Riza now resides in Malaysia and had a friendly relationship with PMX before he became PM,' the Central PAS Information Committee Research and Policy Department director penned on his Facebook page. 'It was reported on Oct 2, 2022 (prior to the 15th General Election) that PMX brought Riza to meet the Sultan of Kedah. In a ceramah, (now Home Minister) Datuk Seri Saifuddin Nasution Ismail conformed it was true that PMX brought Riza but only as a friend. 'I, for one, have never come across anyone deliberately bringing someone they only 'know in general' to meet the palace.' PMX acknowledges 'friendship' For the record, Indonesian news portal Tempo cited PMX as saying on Tuesday (July 29) that Putrajaya does not interfere in the legal affairs involving Riza. Speaking during a meeting with several editors-in-chief in Jakarta, PMX acknowledged knowing and having met Riza Chalid but emphasised, 'Let the legal process in Indonesia continue'. But he did not explicitly respond to questions regarding Riza's presence in Malaysia. Recall that on July 12, Indonesia's Attorney General's Office (AGO) had named Riza as a suspect in a corruption case pertaining to fuel imports at subsidiaries of its state-owned oil and gas giant Pertamina that incurred trillions in state losses. This came about as investigators at the Office of the Assistant Attorney General for Extraordinary Crimes had found enough evidence to name the tycoon a suspect amid their investigation into the case in which seven suspects, including Riza's son Kerry Adrianto, were arrested in February. Following this, Indonesian news agency Antara reported on July 21 that the country's Immigration and Corrections Ministry has traced Riza's last-known whereabouts to Malaysia. According to the ministry, Riza had departed Indonesia on Feb 6 for Malaysia and had not returned since. Elaborating further, Nurul Islam also highlighted a report by opposition-slant MalaysiaNow news portal which claimed that Riza had opened a rare earth elements (REE) mining company on the day PMX became PM. 'As a result of the check, I found that there is a company Triple Golden Innovation Sdn Bhd (registration number 1489064-K) which was registered on Nov 23, 2022 which is the day before PMX was sworn in. State leaders laud 13MP as catalyst for inclusive, high impact development

KUALA LUMPUR: The 13th Malaysia Plan (13MP) tabled by Prime Minister Datuk Seri Anwar Ibrahim in the Dewan Rakyat yesterday is expected to redesign the nation's economic and development landscape towards a more inclusive, sustainable and responsible future. In SELANGOR, Menteri Besar Datuk Seri Amirudin Shari welcomed 13MP as a comprehensive plan that complemented existing state initiatives as well as uplifted communities. He said a key highlight was the development of Carey Port in Kuala Langat, expressing the state's readiness to cooperate with the federal government to expedite the project, which was set to alleviate congestion at Port Klang. Amirudin also praised the plan to add 300 Demand-Responsive Transit (DRT) vans, 1,200 buses, and 217 train sets to improve public transport access, especially for those in the Klang Valley. Featured Videos He also lauded the recognition of waste-to-energy (WTE) technology and the government's pledge to create 1.2 million new jobs in manufacturing and the digital economy, which would benefit graduates in the state. In PAHANG, Menteri Besar Datuk Seri Wan Rosdy Wan Ismail hailed the establishment of the National Food Production Hub as a timely and necessary initiative, especially for the East Coast region. "We thank the federal government, as the east coast needs such a development hub. "At the state level, we've already planned a Halal Hub, and implementation is underway. "We have identified and prepared the site to ensure the Halal Hub in the state becomes a reality," he said, noting that federal support would be vital for its success. In NEGRI SEMBILAN, Menteri Besar Datuk Seri Aminuddin Harun welcomed the government's priority on building and upgrading public hospitals, including Tuanku Jaafar Hospital 2, as proof of its commitment to public well-being. He also praised the inclusion of the Sungai Gemencheh Flood Mitigation Project in Tampin, which was expected to significantly reduce flood risks and safeguard the welfare of affected communities. In PERAK, State Tourism, Industry, Investment and Corridor Development Committee chairman Loh Sze Yee said the development of the third regasification terminal in Lumut would boost national energy security and reinforce Lumut's role as a regional energy hub. He said the project was expected to attract high-quality investments in clean and sustainable energy sectors, support industrial growth and create local employment. At the same time, he said the establishment of Lumut Maritime Industrial City (LuMIC) and the Kerian Integrated Green Industrial Park (KIGIP) would expand industrial development to coastal areas such as Manjung and Kerian. Meanwhile, in SABAH, Parti Bersatu Rakyat Sabah (PBRS) president Datuk Seri Arthur Joseph Kurup welcomed the special focus on Sabah, including the development of the Kota Kinabalu Industrial Park, upgrades to biodiesel blending depots in Sandakan and Lahad Datu, and strategic infrastructure projects such as the Pan Borneo Highway. Kurup, who is also deputy agriculture and food security minister, said the five-year plan offers new hope for Sabahans by closing the development gaps and unlocking economic opportunities, particularly in agriculture, a key sector for the state's rural communities. He also emphasised the importance of rural youth involvement through TVET programmes and TVET Madani financing schemes, which are expected to create a new generation of skilled agropreneurs, in line with the government's goal of creating 1.2 million new jobs by 2030. In PENANG, Chief Minister Chow Kon Yeow said the plan's focus on digitalisation, advanced technology and the development of a values-based Madani social system aligned with the state's vision under Penang 2030, which was introduced in 2018. "As the 'Silicon Valley of the East', Penang appreciates the high-value projects listed, which promise strong investment returns. This proves that the state remains a significant contributor to national investment. "It also supports the national ambition to remain a leading player in the high-value semiconductor industry," he said in a statement. Chow said infrastructure projects such as the Mutiara Line Light Rail Transit (LRT) and upgrades to the Plus Highway from Juru to Sungai Dua would enhance existing facilities and improve connectivity across regions. On the proposed expansion of the Penang International Airport (PIA), Chow said it would enhance the user experience, and hoped it would be completed as scheduled to boost inter-regional connectivity. During the tabling, Anwar said the 13MP aims to rechart national development by outlining policies, strategies, and initiatives to build a united nation. – Bernama
