ICC unseals Libya war crimes warrant for militia officer Saif Suleiman Sneidel

The International Criminal Court on Friday unsealed an arrest warrant for a Libyan militia member accused of war crimes including murder and torture between 2016 and 2017. The court said there were "reasonable grounds to believe" that Saif Suleiman Sneidel was responsible for war crimes of murder, torture and "outrages upon personal dignity". The November 2020 warrant found "reasonable grounds to believe that Mr Sneidel participated in three executions where a total of 23 people were murdered", the ICC's prosecutor's office said in a statement. The crimes were allegedly committed in Benghazi or surrounding areas, in Libya, on or before 3 June 2016 until on or about 17 July 2017. The prosecutor's office said Sneidel's arrest warrant had been issued under seal to "maximise arrest opportunities" and to minimise risks to the criminal investigation. "For this reason, no details of the application or warrant could be provided until this stage," it said. The decision to make it public followed a second application by the prosecutor's office to "increase prospects for arrest". "We hope to create the momentum for Mr Sneidel's arrest and surrender," said deputy prosecutor Nazhat Shameem Khan said. "The Court can now discuss issues related to possible arrest with States, the UN Security Council, and the international community at large, fostering support and cooperation." Group 50 Sneidel is believed to have been serving in Group 50, a sub-unit of the Al-Saiqa Brigade led by the the late Libyan commander, Mahmoud Mustafa Busayf Al-Werfalli. Prior to his death, Al-Werfalli was the subject of two ICC arrest warrants for eight executions in Benghazi, three of which the prosecution alleges Sneidel took part in. "The prosecution alleges that Mr Sneidel was a close associate of Mr Al-Werfalli, and had an important leadership role alongside him in the Al-Saiqa Brigade," the statement said. The ICC has been investigating atrocities in Libya since 2011, following a referral from the United Nations Security Council. The ICC also confirmed that another Libyan suspect, Khaled Mohamed Ali El Hishri, had been arrested by German authorities on 16 July 2025 for war crimes and crimes against humanity. He remains in custody in Germany pending legal proceedings. Libya has faced years of instability, militia violence and fractured government since Kadhafi was overthrown and killed in 2011 near his hometown of Sirte during the Arab Spring uprising. (AFP)

Sudan military destroyed UAE plane carrying Colombian mercenaries: State TV

Sudan's air force has destroyed a UAE aircraft carrying Colombian mercenaries as it was landing at an airport in Darfur controlled by the paramilitary Rapid Support Forces (RSF), army-aligned state TV reported. The attack late on Wednesday killed at least 40 people, the state broadcaster reported. The airport has recently come under repeated air strikes by the Sudanese army, which has been at war with the RSF since April 2023. A military source, speaking to the AFP news agency on condition of anonymity, said the Emirati plane 'was bombed and completely destroyed' at Darfur's Nyala airport. There was no immediate comment from the RSF. AFP quoted an Emirati official denouncing what he considered false allegations that the Sudanese army had destroyed the plane. Colombia's President Gustavo Petro said his government was trying to find out how many Colombians died in the attack. 'We will see if we can bring their bodies back,' he wrote on X. State TV said the aircraft had taken off from an airbase in the Gulf, carrying dozens of foreign fighters and military equipment intended for the RSF, which controls nearly all of army, led by Abdel Fattah al-Burhan, has long accused the United Arab Emirates of supplying advanced weaponry, including drones, to the RSF via Nyala Airport. Abu Dhabi has denied the accusations. Satellite images released by Yale University's Humanitarian Research Lab have shown multiple Chinese-made long-range drones at the airport of the South Darfur state capital. On Monday, Sudan's army-aligned government accused the UAE of recruiting and funding Colombian mercenaries to fight for the RSF, claiming it has documents proving that. Reports of Colombian fighters in Darfur date back to late 2024 and have been confirmed by United Nations experts. Colombia seeks to ban mercenaries This week, the Joint Forces – a pro-army coalition in Darfur – reported more than 80 Colombian mercenaries fighting on the RSF's side in el-Fasher, the last Darfur state capital still under army control. The army also released video footage it said was of 'foreign mercenaries believed to be from Colombia', which could not be independently verified. In December, Sudan said Colombia's Foreign Ministry had expressed regret 'for the participation of some of its citizens in the war'. Colombian mercenaries, many former soldiers and guerrillas, have appeared in other global conflicts and were previously hired by the UAE for operations in Yemen and the Gulf. In his post on Wednesday, Petro said he was moving to ban mercenary activity, calling it 'a trade in men turned into commodities to kill'. As fighting continues, thousands of families trapped in the besieged city of el-Fasher are at 'risk of starvation', the UN's World Food Programme (WFP) has warned. An outbreak of cholera in the North Darfur state, of which el-Fasher is the capital, has further added to the misery. Sudan's war, now in its third year, has killed tens of thousands, displaced 13 million, and plunged the nation into the world's worst hunger and displacement the daily Crossword

Lane County's administrator was fired in 2013 amid scandal. Her ethics case is still open

On Aug. 8, the panel responsible for evaluating local government ethics will vote whether to formally dismiss an almost 12-year-old case against former Lane County Administrator Liane Richardson. In 2013, the Oregon Government Ethics Commission began investigating Richardson, who Lane County Commissioners fired that August with an agreement neither party would sue the other after she was promoted on an interim basis in 2010 and hired permanently in 2011. Commissioners said Richardson cashed out PTO and deferred payment in violation of county policy. This occurred while Richardson oversaw the county as it faced a $13.5 million budget shortfall which led to the county laying off employees, proposing forced furloughs and Richardson publicly declining a controversial pay raise. The initial version of the report that led to her firing was highly redacted, and the full version, released later, was unclear on whether Richardson acted entirely on her own or with the tacit approval of county commissioners. Subsequent investigation also found she had pressured the Human Resources director to recommend that raise, and appointed a city of Eugene police officer, with whom her husband alleged she was having an affair, to an internal county committee that recommended approval of her deferred pay cashout, and had scheduled him to attend an out-of-state conference with her and other county employees. In the fall out, Marion County's District Attorney declined to press charges, but the state bar association rejected Richardson's application over her conduct as Lane County administrator. State Ethics Commission staff have recommended the state board drop its investigation into Richardson at its Aug. 8 meeting, saying given the amount of time that has passed "there would be significant difficulties with presenting relevant information and testimony."
