DMW vows to expose illegal POGO hub recruiters targeting Filipinos

Filipino Times09-03-2025
The Department of Migrant Workers (DMW) is committed to identifying those responsible for the illegal recruitment of Filipinos, who were promised good job opportunities but were instead trafficked to POGO-like hubs in Myanmar, Laos, and Cambodia.
'We are determined to get to the bottom of this issue and identify those behind these illegal recruitment operations,' said Atty. Bernard P. Olalia, Undersecretary for Licensing and Adjudication Services.
He added that the DMW aims to ensure that the practices leading workers into illegal migration routes are stopped.
Following the directive of President Ferdinand Marcos Jr. to safeguard migrant workers, Usec. Olalia assured that criminal cases will be filed against those responsible once the recruiters are identified.
The DMW has already implemented a system to address trafficking, which includes deploying a labor attaché in Thailand to coordinate with local authorities and working closely with the Department of Foreign Affairs and the Inter-Agency Council Against Trafficking (IACAT).
Recently, 12 victims of trafficking from Myanmar were repatriated to the Philippines and provided financial aid through the Aksyon Fund, along with other support services. Secretary Hans Leo J. Cacdac revealed that one of the repatriated individuals was, in fact, an illegal recruiter who had posed as a distressed OFW.
The individual was immediately arrested and is now under investigation.
This case highlights the tactic used by illegal recruiters to pose as trafficking victims and travel with legitimate workers during repatriation.
Cacdac reminded the public to be cautious of online recruitment schemes, emphasizing that legitimate recruitment agencies always have physical offices.
Olalia also mentioned that other OFWs in Thailand are awaiting repatriation, with many still processing their documents after escaping their employers and abandoning their visas and passports. The DMW remains ready to assist trafficking victims and urges the public to stay alert and verify job offers and recruitment agencies.
Those who have fallen victim to illegal recruitment or trafficking are encouraged to report to the DMW for support.

Marcos Responds to China: ‘Playing with Fire? I Was Just Stating Facts'

President Ferdinand 'Bongbong' Marcos Jr. fired back at China after Beijing lodged 'serious protests' over his remarks that the Philippines could be drawn into a conflict between the United States and China over Taiwan. In a press conference on Monday, Marcos expressed surprise at China's reaction, saying he was simply stating facts and not 'playing with fire.' 'I don't know what they are talking about. Playing with fire? I was just stating facts. We do not want to go to war. But I think if there is a war over Taiwan, we will be drawn in whether we like it or not — kicking and screaming,' Marcos said. He emphasized the importance of planning for such a scenario, especially given the presence of around 200,000 Filipino workers in Taiwan, a self-governing democratic island claimed by China. 'If a conflict arises — it's near us. What will we do? Just let anyone come in and out? That's not possible,' the President said, urging preparations to protect Filipinos in case of war. China's protest cited the Philippines' 'near geographic location' and large Filipino population in Taiwan, warning against using these as excuses to interfere in China's internal affairs. Though Manila does not have official diplomatic ties with Taiwan, it maintains a de facto embassy, the Manila Economic and Cultural Office (MECO). Marcos concluded that despite the country's strong desire to avoid conflict, war over Taiwan would inevitably drag the Philippines into the dispute.

Marcos Launches ‘Sumbong Sa Pangulo' Website to Crowdsource Reports on Flood Control Projects

President Ferdinand Marcos Jr. on Monday launched the latest version of the 'Sumbong Sa Pangulo' website, urging Filipinos to scrutinize flood control projects in their communities and report both successes and failures directly to the government. 'This is something that everybody can use,' Marcos said during the launch. 'Kung maganda yung naging project, kung hindi maganda yung naging project, bakit hindi maganda… ano ang naging problema.' The upgraded portal, now on its third iteration, allows users to search by barangay, view projects via street and satellite maps, and send feedback. Initially, the database contained only raw coordinates; now, barangay-level addresses are provided to help residents physically inspect sites. Marcos shared initial findings from the government's flood control audit, pointing to irregularities such as missing project descriptions, identical contract costs for projects in different locations, and contractors operating across multiple provinces. 'Imposible 'yan,' he said. He also noted mismatches between provinces with the most projects and those officially identified as most flood-prone. The President revealed that 20 percent of the national flood control budget has gone to just 15 contractors since mid-2022. Five of these firms hold contracts in nearly all regions. 'Sa 15 na contractor na yan, lima sa kanila ay may kontrata sa buong Pilipinas,' Marcos said, questioning the justification that contracts are intended to benefit local firms. He named the top five firms but stressed, 'We are not accusing anyone of anything yet. However, it gives us an idea of how this has been conducted.' The website launch fulfills a pledge Marcos made in his fourth State of the Nation Address last month, when he ordered a full audit of flood control projects following monsoon rains that flooded parts of Metro Manila. In that address, Marcos issued one of his strongest rebukes of alleged corruption since taking office: 'Mahiya naman kayo sa inyong kapwa Pilipino. Mahiya naman kayo sa mga kababayan nating naanod o nalubog sa baha. Mahiya naman kayo lalo sa mga anak nating magmamana sa mga utang na ginawa n'yo.' Marcos called on the public to take an active role in monitoring infrastructure, stressing that citizen oversight is vital to preventing misuse of public funds.

BI to file report with DOJ for probe into fake Philippine documents used by foreigners

The Bureau of Immigration (BI) is set to submit a report to the Department of Justice (DOJ) to launch an investigation into the sources of illegally obtained Philippine documents used by foreign nationals. BI Commissioner Joel Viado raised concern over the increasing use of fake Philippine documents by illegal aliens engaging in business activities in the country. 'The illegal use of Philippine documents is a national security issue that must be addressed at its roots,' Viado said in a news release. The BI's alarm was renewed following the arrest of three SUSPECTED fake Filipinos in separate operations in Pampanga. Among those apprehended was 35-year-old Chinese national Lin Yi, who was arrested on July 31 at a business establishment along Pandan Road in Angeles City. The arrest resulted from an anonymous tip that Lin was operating a carwash business using a Philippine identity. Authorities confiscated a Philippine birth certificate with suspicious late registration, a Philippine ID card, and an official receipt for a driver's license in Lin's possession. He also held a valid working visa under his Chinese identity, which expires in 2027. Two other Chinese nationals, Yan Yize, 30, and Wang Jiangyi, 55, were also arrested — Yan at a residence in Malabanias, Angeles City, and Wang in Barangay Panipuan, Mexico, Pampanga. Both were found using Philippine identities, including late-registered birth certificates, tax identification numbers, and business registrations with the Securities and Exchange Commission. They are reportedly linked to a construction and development firm allegedly involved in land acquisition activities. The foreign nationals remain in BI custody pending deportation proceedings.
