Mumbai metro trying to extract monopolistic, extortionate rents for mobile network: COAI

in a public place. COAI, in a statement, said that in order to minimise disruptions, telecom service providers had offered a common network for facilitating mobile connectivity which has been ignored by the Mumbai Metro.
"Telecom Service Providers are always willing to provide connectivity through IBS (in-building solutions). However, in the instant case, Mumbai Metro has created a monopoly on providing connectivity exclusively through a third party vendor, and is now trying to extract monopolistic and extortionate rents for providing the mobile network," COAI said.
As per the new Telecommunication Act and Right of Way (RoW) rules, a public authority cannot deny providing Right of Way to TSPs in a public place "which is exactly what is being done by the Mumbai Metro", COAI Director General S P Kochhar said.

"One must note that deploying of such network(s) are a norm, even in important places like the PWD tunnel in Pragati Maidan or the Central Vista, wherein the TSPs are laying infrastructure without paying any cost to anyone (including any third party)," according to COAI.
COAI claimed that Mumbai Metro was quoting precedence for appointing a third party vendor and denying RoW to telcos.

"It may be noted that wrong precedence does not make a legitimate one and the industry is separately addressing the issue of such monopolies being created, with a view to stop such extortionate practices," said the association - whose members include Reliance Jio,
Bharti Airtel

Telecom service providers are always willing to incur capex for setting up network inside the Metro, despite no any additional incremental revenue.
"However, paying extortionate rates to Mumbai Metro for such a network is not viable," COAI said.
Further, COAI pointed out that services were being offered on a trial basis by all TSPs, pending finalisation of a formal agreement.
"...to support uninterrupted connectivity for Mumbai Metro commuters, TSPs had proposed providing mobile connectivity Free of Cost without any payment to either the third party vendor or Mumbai Metro, until commercial terms could be mutually agreed upon. This was communicated through a joint letter by TSPs dated 7th April 2025," COAI said, adding, "reasonable and consumer first proposal was ignored by the Mumbai Metro".

NEW DELHI: The telecom regulator's views were based on an extensive consultative process involving divergent views from multiple stakeholders, and could not be reconsidered, while it's for the government to take a final call, a senior regulatory official said. "We have duly followed the extensive and transparent consultative process with multiple stakeholders sharing divergent views. It is for the government to decide," a Trai official on the conditions of anonymity told ETTelecom, adding that "a level-playing field is out of question" in the current context. "Satellite communications or satcom is a complementary service to terrestrial network providers, with no question of a level playing field between the two. The ₹500 per subscription charge is aimed at enhancing coverage and encouraging space broadband providers to offer services across the country's rural landscape." Early this week, Delhi-based Cellular Operators Association of India (COAI), which represents Reliance Jio, Bharti Airtel and Vodafone Idea, in a letter to the Department of Telecommunications (DoT) said that the watchdog has "underestimated the potential capacities of satellite networks" while possibly overstating those of terrestrial networks. "Incorrect assumptions have led to unjustifiably low spectrum charges for satellite services relative to terrestrial networks," COAI director general SP Kochhar added in his letter to DoT secretary Neeraj Mittal. However, Trai, citing a huge capacity variation between the two sets of players, strongly defended its move. "In our recommendation, we have clearly brought out that there is no case of level-playing field between the satellite service providers and terrestrial service operators because of the huge difference of capacity between them," the senior official said. "So, the capacity of a typical satcom service provider in terms of the internet capacity, is of the order of maybe 0.5 to 1 or 2 percent of the capacity of a typical large terrestrial service provider. So there is no question of level-playing field. It is a complimentary service." The telco lobby group said that the planned capacity of Elon Musk-owned Starlink and Jeff Bezos led-Amazon Kuiper are expected to surpass the current capacity of Reliance Jio, Bharti Airtel and Vodafone Idea combined. The idea behind prescribing ₹500 additional charge for urban subscription, according to the official, was to "encourage and nudge satellite service providers" to offer services in the country's rural areas as well. "They can divert their capacity to urban areas to some extent, but we want to nudge them to focus on rural and remote regions. This is the background under which the recommendation was made," he added. Meanwhile, satcom players backed the regulator, and said Trai's views were aimed at bringing affordable space broadband services to bridge the existing digital divide. Telecom watchdog recommended administrative allocation of satcom spectrum with a fee pegged amounting to 4% of adjusted gross revenue (AGR), for a five-year term, and that can be extended by another 2 years. The 4% AGR fee applies to both geostationary and non-geostationary satellite operators. Trai's proposal to subsidise user terminals for satellite operators through the Digital Bharat Nidhi (DBN) fund further tilts the level playing field against the terrestrial operator, especially given that a majority of the DBN levy is contributed by telcos, Kochhar added in his letter. The regulatory official said that it has recommended facilitating a target set of users that the government might want to support in unserved or rural and remote areas. "The government can consider subsidising the cost of the terminal. It is for the government to make a decision based on a targeted group or category of users." Lately, the activity in India's nascent space-led communication services sector has intensified following the entry of spaceflight company SpaceX's satellite network Starlink, partnering with Mukesh Ambani's Reliance Jio and Sunil Mittal-driven Bharti Airtel.

Ports-to-energy conglomerate Adani Group saw a 29 per cent rise in tax outgo across portfolio companies to nearly Rs 75,000 crore, it said on Thursday. This includes both direct and indirect taxes paid, as well as payments towards employee social security. "For fiscal year 2025 (April 2024 to March 2025 financial year), the Adani Group's total contribution to the exchequer increased by 29 per cent to Rs 74,945 crore, from Rs 58,104 crore in FY 2023-24, through its portfolio of listed entities," it said in a statement. The Rs 74,945 crore tax outgo in FY25 is roughly the cost of building the entire Mumbai Metro network - an infrastructure lifeline for millions of people. It's also nearly enough to host a modern-day Olympics. The figure also includes the tax paid by three other listed companies - NDTV, ACC and Sanghi Industries - that are held by the seven companies. The group has also published a document titled 'Basis of Preparation and Approach to Tax' on the websites of its seven entities, which provides a complete breakdown of Adani Group's global tax and other contributions, it said. It includes direct contributions like global taxes, duties, and other charges borne by Adani's portfolio of companies, indirect contributions like global taxes and duties collected and paid on behalf of other stakeholders, and other contributions like social security, contributed for the benefit of the employees. "Adani Group considers tax transparency as an integral part of its broader ESG framework. Through this voluntary initiative, the Group aims to demonstrate its commitment to transparency, foster stakeholder trust, and contribute to a more accountable global tax environment. The group strives to harmonise growth with social responsibility, aiming to transform India's infrastructure landscape while promoting innovation and creating long-term value for stakeholders," the statement added.
