World's highest railway bridge opens in conflict-hit Kashmir

Photo: AFP / TAUSEEF MUSTAFA The world's highest railway bridge, an ambitious piece of engineering across a mountain valley in Kashmir, opened Friday (local time) by Indian Prime Minister Narenda Modi, just weeks after a deadly tourist massacre in the Himalayan region sparked a brief conflict with neighboring Pakistan. Modi's visit to India-administered Kashmir was his first since a brief but deadly conflict between India and Pakistan in April. The nuclear-armed neighbors traded missiles, drones, and artillery shelling for four days after New Delhi blamed the massacre on its neighbor, which Pakistan denies. Decades in the making, the arched Chenab Bridge sits 359 meters above the river of the same name - that's 29 meters higher than the top of the Eiffel Tower. Costing more than US$160 million (NZ$265 million) with a length of 1315 meters, the bridge is part of the first railway link between Kashmir and the rest of India. Modi's Hindu-nationalist government has moved to integrate the Muslim-majority region with the rest of the country, including revoking a constitutional provision that allowed it to set its own laws in 2019. The Himalayan region of Kashmir is claimed by India, Pakistan and China. All three administer a part of the region, one of the most militarized zones in the world. For Modi, who swept to power more than a decade ago on a ticket of nationalism and a promise of future greatness, investments in infrastructure like the Chenab Bridge and the broader rail link project can be seen as a powerful tool for social integration and political influence. Since he was first elected in 2014, the prime minister has rapidly expanded the region's road and rail connectivity, building networks that connect disparate towns with major cities. In 2019, New Delhi revoked a constitutional provision giving India-administered Kashmir the autonomy to set its own laws. The southern and eastern portions of the region known previously as the Indian state of Jammu and Kashmir became two separate union territories, bringing them under direct control of New Delhi - a move Modi claimed would promote stability, reduce corruption and boost the economy. His administration has poured billions into upgrading India's old and outdated transport network, part of its vision to transform the country into a developed nation by 2047. Among these ambitious projects is the construction of several tunnels and highways in the mountainous Himalayan region which has been criticized by some environmentalists who say the heavy construction could damage fragile topography already feeling the effects from the climate crisis. Modi's Char Dham Highway project, a multimillion-dollar infrastructure plan to improve connectivity in the state of Uttarakhand, came under fire in November 2023 when an under-construction mountain tunnel collapsed, trapping dozens of workers inside for several days with little water and oxygen. In August that year, more than a dozen workers were killed after a bridge under construction collapsed in the northeastern state of Mizoram. In June, a four-lane concrete bridge that was being built across the River Ganges in the eastern state of Bihar collapsed for the second time in just over a year, raising questions about the quality of its construction. - CNN

Full Speed Ahead For Fast-Track Projects
Press Release – New Zealand Government The Fast-track Approvals Act contains a list of 149 projects which, from 7 February, have been able to apply to the Environmental Protection Authority (EPA) for consideration by an expert panel. Minister for Infrastructure Minister for RMA Reform Hon Shane Jones Minister for Regional Development Today marks four months since the Fast-track Approvals Act opened for project applications. The projects which have applied for Fast-track approvals could contribute 12,208 new homes and 1,136 new retirement units, if approved. On Friday, 6 June, associate panel convener Helen Atkins appointed the fourth expert panel to oversee the Milldale project. It's been four months since the Fast-track Approvals system opened for business and the statistics show strong progress toward making it quicker and easier to build the projects New Zealand needs for economic growth, RMA Reform and Infrastructure Minister Chris Bishop and Regional Development Minister Shane Jones say. 'The Fast-track Approvals Act, part of the coalition agreement between National and NZ First, was signed into law just before Christmas and opened for project applications on 7 February this year. The Act helps cut through the tangle of red and green tape and the jumble of approvals processes that has, until now, held New Zealand back from much-needed economic growth,' Mr Bishop says. 'The Fast-track Approvals Act contains a list of 149 projects which, from 7 February, have been able to apply to the Environmental Protection Authority (EPA) for consideration by an expert panel. The expert panels consider each application, decide whether or not each project receives approval, and attach any necessary conditions to those approvals. 'In the four months since the Fast-track one-stop shop approvals regime officially opened for project applications, we've seen good progress on a range of applications for projects that, if approved, will grow New Zealand's economy and sort out our infrastructure deficit, housing crisis, and energy shortage, instead of tying essential projects up in knots for years at a time. 'As of this week, 15 substantive applications for listed projects have been lodged and found complete and within scope by the EPA. Of these, twelve applications have no competing applications or existing resource consents; two applications are undergoing checks for competing applications or existing resource consents; and one application was found to have an existing resource consent and can therefore not proceed any further through Fast-track. 'Eight of the 12 complete applications that are complete, within scope and with no competing applications or existing resource consents are being considered by the panel convenor who will soon establish expert panels for each project. 'Three are currently before expert panels for consideration, with a fourth expert panel being appointed on 6 June. These four projects are Delmore (residential subdivision and roading interchange in Orewa), (Maitahi Village (residential development including commercial centre and a retirement village in Nelson), Bledisloe North Wharf and Fergusson North Berth Extension (new and extended wharf facilities at Port of Auckland), Milldale (earthworks and site work for approximately 1,100 residential allotments). 'The first expert panels' final decisions are expected in mid-September this year. 'Projects not listed in the Act can also apply for referral to an expert panel through the same Fast-track website. Their applications go first to me as Infrastructure Minister for consideration, which includes inviting written comments from the Minister for the Environment and any other Ministers with relevant portfolios, before the deciding whether to refer the project for Fast-track. 'To date I have referred three projects to the Fast-track process, meaning they can now submit substantive applications to the EPA. These three projects are the Ayrburn Screen Hub (a film and television production facility) in Otago; Ashbourne (a development of 530 homes and 250 retirement units) in Waikato; and the Grampians Solar Project (a solar farm expected to generate 300 megawatts) in Canterbury.' 'As well as delivering a strong pipeline of projects into the future, Fast-track is well on track to deliver a much boost to the economy now, with up to 17 projects whose applications are underway expected to commence this year, if approved. This will be welcome news for the construction sector,' Mr Jones says. 'The projects that have applied for Fast-track approvals to date would contribute an additional 12,208 new homes across the Auckland, Nelson and Otago regions, and an additional 1,136 new retirement units in Auckland and Nelson.' However, the decision not to toll the route is disappointing, says Infrastructure New Zealand. 'Not tolling the Manawatū Tararua Highway is a missed opportunity to help fund the ongoing maintenance and future resilience of this critical transport route through a 'user pays' approach,' says Chief Executive Nick Leggett. 'Tolling a new highway isn't about penalising the users of that road or the communities in the area. It's about being honest about the ongoing costs required to ensure the responsible management of the asset and ensuring that those who benefit from the road are making a direct contribution to its delivery and maintenance.' 'New Zealand's problem is that nobody thinks about maintaining a new road when it's nice and new, other than those who are responsible for building it. Those people don't control the money, though.' 'New infrastructure such as the Manawatū Tararua Highway comes with significant ongoing costs. Choosing not to use tolling doesn't make those costs disappear, it simply shifts the burden onto all New Zealand road users, including those who will never use the road,' Leggett says. 'If we want high-quality, modern infrastructure that is well maintained and resilient, we need to be smarter in how we manage and fund it. Having an annual amount of money generated from the road, means that New Zealanders can transparently follow that the money goes back into maintaining the road which generates it.' 'Tolling is one of the few tools we have that can directly link use with funding. It also helps protect the sustainability of the National Land Transport Fund so further investments can be made in critical transport projects into the future.' 'We need to be more inventive with how we fund and maintain infrastructure. Nothing should get off the ground without pricing road usage properly,' Leggett says. 'If New Zealand wants better infrastructure, it's going to need to do things differently at every stage of design, build and operations. That includes funding through tolls.'
