Police find person sleeping in cupboard under stairs during search of properties

Police found a resident of a house of multiple occupancy (HMO) in Haddington sleeping in the cupboard under the stairs, it has been revealed.
The landlord of two neighbouring properties in the East Lothian town is applying to have his licence to operate it renewed.
But a report due to go to next week's East Lothian Council licensing sub committee reveals the houses have not had a valid HMO licence for more than three years.
And it was revealed that in a scene reminiscent of the Harry Potter books, someone had been sleeping in the under-stairs cupboard of one or the properties.
The report said the landlord 'admitted that a single person had been sleeping in the understairs cupboard of one of the properties (reported by Police Scotland following their visit of August 19, 2022)'.
In the first of the Harry Potter books the wizarding schoolboy lives in the cupboard under the stairs of his aunt and uncle's house.
The report on the HMO properties said that during a visit by licensing, police and fire officers, it was found 14 people were living in the two houses which had a limit of between six and ten tenants.
Single beds were discovered in garden sheds at both properties and one tenant told officers they paid their rent in cash and received no receipts.
Historic complaints about the HMO use of the houses, on Hope Park, saw neighbours accuse tenants of taking drugs in the garden, anti-social behaviour, and disturbances day and night.
The report also said a meeting at council headquarters between the landlord, the licensing officer and homelessness team had been held in December 2023 where concerns were raised that tenant/lodger agreements were not in place for those living in the houses.
It added there was 'frequent presentations to the homelessness team from former tenants of (the properties) and potential presentations from current lodgers due to both properties being in breach of HMO legislation'.
The report outlined a timeline of events over the last two years including enforcement action over unauthorised use of the homes as HMOs, application forms which were incomplete and breaches of a rent suspension order.
The sub committee will consider new applications which have now been lodged for the properties to operate as HMOs however its own planning department has lodged an objection saying both houses are the subject of an 'ongoing enforcement investigation' relating to planning permission for the use.
The committee will meet to decide the licences next Thursday, June 12.

Formal identification has yet to take place. ‌ A grand-scale search was due to take place for Cole on Sunday, however, the event has since been cancelled. ‌ A statement from a family friend online reads: "I've been asked to inform everyone that the search on Sunday, June 8 is cancelled. The family appreciate everyone's continued help, please share to inform everyone who was due to attend the search tomorrow. "Comments will remain off at the moment and the family will update the page as soon as they can." Cole, from Banknock, Cole was last seen on May 7 on the A803 near Cumbernauld Road in Longcroft, when he asked a school friend for a lift, which he was not given. Prior to that, he was captured on alarming ring doorbell footage on the morning of Sunday, May 4 at around 6am in the Longcroft area. He was filmed trying to access his father's house unsuccessfully. He was reported missing on Friday, May 9. ‌ The grim discovery was made just a 15 minutes walk away from the last confirmed sighting of the teenager. Police say inquiries into the circumstances surrounding the death are ongoing ‌ Meanwhile, a temporary airspace restriction ahead of where the body was discovered is in place. The restriction, which includes drones, will be in place until 9pm on Saturday. ‌ A statement from Police Scotland read: "Around 4.15pm on Friday, 6 June, 2025, the body of a man was discovered in a wooded area near Kilsyth Road in Banknock. "Formal identification has yet to take place however the family of missing man Cole Cooper, 19, has been informed. Enquiries remain ongoing to establish the full circumstances." More than 400 people were spoken to during door-to-door inquiries, while over 2,000 hours of CCTV were reviewed. Police previously treated the case as a missing person investigation rather than a criminal inquiry. ‌ Earlier this week, officers said they would revisit the locations where Cole was last seen in a fresh attempt to trace potential witnesses. Police swarmed an industrial building in the Inverclyde town on Thursday morning. Five men have appeared in court charged with drug offences after police raided an industrial building in Greenock on Thursday. Officers from Police Scotland swarmed the Inverclyde town's former tobacco warehouse on Clarence Street at around 11.15am on June 5, after receiving a report of a "possible cannabis cultivation". The men, aged between 17 and 50, were later arrested and charged, and appeared at Greenock Sheriff Court on Friday, June 6. A heavy police presence was seen in the area, with multiple police vehicles parked along the street. Police cars appeared to be blocking the road at each end. Uniformed officers were also seen standing guard and talking to locals outside. Giap Thai, 50, Ervin Guri, 38, Eldison Hoxha, 26, Ariel Ruko, 23, and a 17-year-old male who could not be named for legal reasons, were arrested following the incident. All five were charged under the Misuse of Drugs Act. None of the men entered a plea, and they were all remanded in custody. Their next court appearance is expected to be within eight days. A body has been found in the search for Cole Cooper, a 19-year-old who went missing four weeks ago in Falkirk. Police officers said the body of a man was discovered in a wooded area near Kilsyth Road in Banknock, near Falkirk, at about 4.15pm on Friday. While formal identification has yet to take place, Cooper's family, who are from the village, have been informed, Police Scotland Forth Valley said in a statement on Facebook. Cooper was last seen at about 8.45pm on 7 May on the A803 at its junction with Cumbernauld Road in Longcroft, near Falkirk. He was reported missing two days later, on 9 May. The investigation has so far involved a large-scale search operation, including the use of helicopters, divers, and specialist digital and financial investigators. Police said almost 400 people had been spoken to as part of door-to-door inquiries, and more than 2,000 hours of CCTV footage had been reviewed. Detectives had previously said they were treating the case as a missing person inquiry rather than a criminal investigation. A major incident public portal set up to collect images, footage and information from the public had received numerous submissions, police said. Police added that inquiries were ongoing to establish the full circumstances.
