
NDRRMC: Marcos admin pushes whole-of-nation approach to community level for disaster response
Teodoro made the remarks during the first day of the post-State of the Nation Address (SONA) of President Ferdinand Marcos, Jr. in San Juan City.
During the forum, Teodoro said the public reaction to calamities shows the need for disaster risk reduction efforts to be able to adapt to different situations.
He underscored the importance of localizing the whole-of-government approach as different areas in the country experience different kinds of natural calamities.
"'Ito ay kumbaga sa national government, whole-of-government approach, ibababa natin sa community," he said.
"Kasi ang ating mga komunidad, dahil tayo'y kapuluan, iba't ibang klase ang mga hamon sa kalikasan na hinaharap nila. Ang iba tinatamaan ng bulkan, ang iba binabaha, ang iba storm surge, ang iba vulnerable sa lindol," said Teodoro.
(As per the national government, the whole-of-government approach will be adapted to the community.
This is due to our different communities, since we are islands, we face many natural challenges. There is the threat of volcanoes, floods, storm surges, and earthquakes.)
The national government is also mapping the vulnerabilities of all parts of the country down to the barangay levels, he added.
Last week, Marcos said the successive weather systems affecting the country is the "new normal". He also stressed that the public must already plan to adapt as tropical cyclones could not be prevented.
"This is not an extraordinary situation anymore. Do not think of it as a special situation, this is... I hate to use the overused phrase but this is the new normal. Ganito na talaga ang buhay natin kahit ano pa ang gawin natin,'' the President said.
For his part, Teodoro said the NDDRMC is coordinating with local government units (LGUs) and other government agencies including the Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), and Armed Forces of the Philippines (AFP) to deliver services to the public.
"Ito talaga ang whole of government approach sa pangunguna mismo ng ating Pangulo na lahat kami ay tumutugon sa isang pahina upang sa ganun si Juan dela Cruz, si Juana dela Cruz ay kaagad masasagip, maliligtas ang buhay," he said.
(This whole of government approach, as led by our President, means we are all on the same page so we can rescue and save the lives of Juan dela Cruz and Juana dela Cruz.)
"Pangalawa, kung lumikas man sila sa ibang lugar ay ayos ang kalagayan at kalusugan nila, lalo na ang mga kabataan at sanggol," he added.

Senate to hold hearing on online gambling
Senator Erwin Tulfo announced Wednesday that he will spearhead a Senate investigation into the proliferation of online gambling in the country, as he joined calls in Congress for its total ban. Tulfo, chairman of the Senate games and amusement committee, said that he will invite the Philippine Amusement and Gaming Corporation (PAGCOR) and Department of Finance (DOF) to the hearing which may begin early next week. He also said he wants to hear the stance of his fellow senators and other stakeholders regarding online gaming, as some have been pushing for its total prohibition, while others only want its strict regulation. 'But if I can have it my way, kung ako ang tatanungin personally, I want this online gambling stopped. Kung ako po ang masusunod, ora mismo, dapat itigil na ang online gambling because of the fact na masama na po ang nangyayari,' Tulfo said in a press conference. (But if I can have it my way, if I'm asked personally, I want this online gambling stopped. If I am the one to be followed, then we should ban online gambling right now because what is happening right now is bad.) The first-termer senator also expressed disappointment with the congressman who was seen watching e-sabong on his phone while members of the lower chamber were voting for House Speaker during Monday's session. The younger Tulfo said that the congressman should apologize or explain why he was doing such while the House session was ongoing. 'Tapos the Congress should ask for an explanation. Why? To recall, Zubiri filed a bill seeking an outright ban on all forms of online gambling, including digital betting platforms, mobile applications, and websites that allow users to place wagers through electronic devices. He said that the Philippines is now the 'gambling capital of Asia,' besting Macau and Cambodia. Several senators such as Loren Legarda, Raffy Tulfo, Risa Hontiveros, and Francis Pangilinan expressed manifestations of support for the total ban of online gambling during the ongoing plenary session. Flood control Further, Erwin Tulfo also filed a resolution directing the appropriate Senate committee to conduct an investigation, in aid of legislation, into the reported abuse of flood control programs and related projects, in a bid to address the country's flooding problem. In proposed Senate Resolution No. 31, the younger Tulfo emphasized that despite the continuous implementation of flood control projects funded under the General Appropriations Act (GAA), widespread and severe flooding continues to affect many areas. 'Considering the persistent and widespread occurrence of flooding nationwide, despite significant budgetary allocation, there exists a compelling and immediate necessity to develop and execute a comprehensive, integrated flood control master plan,' the resolution read. 'Moreover, it is imperative to assess and determine flood control projects that are inconsistent with the administration's infrastructure priorities, with due regard to the urgency of need, implementation readiness, and the absorptive capacity of DPWH (Department of Public Works and Highways) and other concerned agencies,' it added. During his fourth SONA, Marcos ordered the DPWH to submit a list of flood control projects in the last three years. The President said there will be a regional monitoring committee that will examine the projects to see their progress and if they exist. "We will publish this list so that the public can see it," Marcos said. "At the same time, there will be an audit and performance review of these projects to check and make sure and to know how your money was spent." "Sa mga susunod na buwan, makakasuhan ang mga lalabas na maysala mula sa imbestigasyon pati na ang kasabwat na kontratista sa buong bansa. Kailangan malaman ng taumbayan and katotohanan, kailangan may managot sa matinding pinsala at katiwalian," the President added. DOTr pushing for Subway partial ops by 2028

Photo: Japan International Cooperation Agency - Philippines Office (JICA Philippines) The Department of Transportation (DOTr) is doubling down on its efforts to meet President Ferdinand 'Bongbong' Marcos Jr.'s target to make the Metro Manila Subway Project partially operational by the end of his term in 2028. 'So the subway, the whole line, is 2032, that is our target. But we want to finish at least two to three stations by 2028 and that is starting from Valenzuela, Quirino and hopefully even North,' Transportation Secretary Vince Dizon told reporters at the sidelines of the Post-State of the Nation Address (SONA) forum in San Juan City on Wednesday. Marcos had earlier expressed optimism that at least the first three stations of the Metro Manila Subway Project would be available to service the commuting public come 2028. 'We want to do the partial ops but we are discussing that with the Japanese,' Dizon said. The Metro Manila Subway is envisioned to have a total of 17 stations and a 30.34-hectare depot where the Philippine Railway Institute is located. The project involves the construction of a 33-kilometer railway line that will connect Valenzuela City to Pasay City, with a spur line to Ninoy Aquino International Airport (NAIA) Terminal 3. The MMSP's 17 stations are: Valenzuela where the depot will be located, Quirino Highway, Tandang Sora, North Avenue, Quezon Avenue, East Avenue, Anonas, Katipunan (Camp Aguinaldo), Ortigas Avenue, Shaw Boulevard, Kalayaan Avenue, Bonifacio Global City, Lawton East, Senate-DepEd, NAIA Terminal 3, FTI, and Bicutan. Earlier in the day, Dizon and Pasig City Mayor Vico Sotto inspected the Ortigas Station of the subway project, which the Transport chief said is the only remaining major right-of-way issue hounding the project. "Ngayon nagsama-sama kami dito para maghanap ng solusyon [We joined together here to find a solution]. Hopefully, after a few weeks, we will finally start construction," said Dizon. For his part, Sotto said the Pasig City government is also looking forward to the project's eventual completion. 'Nakikita namin umaandar na lahat, at 'yung mga natitirang problema naaayos na,' said Sotto.
