'It was all lies': What workers can do when employers pay wages late, or not at all

SINGAPORE: It has been more than eight months since Raymond (not his real name) received his full salary from his employer, TechTV Network, a media and events company.
The man, in his mid-50s, has not been paid his monthly wage of S$9,000 (US$7,000) since October 2024. His Central Provident Fund (CPF) contributions stopped even earlier, in June last year.
Instead, his employer has only given him irregular payments of up to S$1,000 at a time. Excluding CPF, his salary arrears currently amount to about S$55,000.
Despite this, Raymond continued working, clinging to assurances from TechTV's founder and CEO Debbie Lee, who claimed that she was in the process of securing funds from unnamed 'stakeholders' to pay the workers.
'I am pushing through in the hope that the company will pay me, the company will get a larger tranche of funds, because I continue to bring in the deals, because that's the kind of hope she's giving,' he said.
In emails to employees, Ms Lee attributed salary delays to a lack of sales made by the team. 'You can play a part to support the sales CF (cash flow) so that both yourself and the team can benefit with allocation,' she wrote.
CNA also saw text messages Ms Lee sent to Raymond and other employees, in which she cited delays in banking procedures as reasons why funds were not available to pay them.
'It was always ridiculous, unbelievable reasons,' said Raymond, who recalled that a sick investor was once given as another excuse. Nonetheless, for months, he held out hope of being compensated.
Over time, he had trouble footing his bills and mortgage. The stress took a toll on his health and sleep. He began to feel his employer had taken advantage of him.
'I now realise that it was all lies,' the father of one told CNA. 'I feel very angry I'm having financial difficulties.'
CNA spoke to multiple employees of TechTV, who described similar experiences – unpaid wages, missing CPF contributions and persistent excuses. Theirs is a cautionary tale for workers experiencing salary irregularities.
Non-payment of salaries may, as they did in TechTV's case, start out as wage delays. The situation can drag on if workers are persuaded to put the company's financial health ahead of their own, their salaries dangling just out of reach while they are asked to do more as the business supposedly seeks funding.
TechTV is currently under investigation by the Ministry of Manpower (MOM) for possible offences under the Employment Act.
Five employees, including Raymond, have filed salary claims and received assistance from the Tripartite Alliance for Dispute Management (TADM).
TechTV is still in operation, and Raymond and his colleagues remain employees of the firm.
When contacted about the salary arrears, Ms Lee said TechTV was in 'advanced and active discussions with various third parties' to 'generate fresh capital and cash flow' for operating expenditure and long-term growth.
'As the plans require the buy-in and contribution of third parties, this process requires more time to mature,' she said.
She also pointed to external challenges, including a 'brutal and protracted VC (venture capital) winter' for start-ups and 'unfavourable capital macros'.
LEGAL OBLIGATIONS
TechTV used to run the esports channel TechStorm, which launched in 2019. The company billed itself as 'Asia's largest and fastest growing 24/7 media distribution platform' in esports. TechStorm went off air in late 2024.
Raymond joined the company in September 2023. There were already 'a couple of hiccups' in the form of wage delays back then, he said, with the longest lasting one month.
Under the Employment Act, employers must pay salaries within seven days after the end of each salary period. Failure to do so is an offence.
Ms Jacqueline Chua, managing director of Jacque Law, said that even if an employee agrees to accept late or partial payments, this does not waive the employer's legal obligations.
'We have seen cases where even if an accused company claims that it had informed its employees of financial problems, and its employees willingly continued to work for it, MOM may still prosecute the company accordingly as offences were committed.
'The rationale for this position taken in the law likely stems from the uneven negotiating power between employer and employees,' said Ms Chua.
Employers who fail to pay salaries on time can be jailed for up to six months or fined S$3,000 to S$15,000 for a first offence. Repeat offenders face double these penalties.
Similarly, failing to make CPF contributions can lead to fines of S$1,000 to S$5,000, or up to six months in jail for a first offence.
WHY EMPLOYEES STAY
Career coach Dr Yvonne Kong-Ho said she has observed that mature workers like Raymond often stay in such roles out of loyalty.
Their rationale for hanging on might be that 'my boss is really trying very hard' and 'I want to stay and support the boss', or 'there were times when they were good to me, so I should give them a chance'.
She encouraged employees to document any delay or underpayment in wages. For example, if they talk to their manager about it, employees can follow up with an email noting down the points discussed.
It would also be a good time for them to review their career plans and career capital – the skills, network and resources they have to find their next role, she said.
When are employers allowed to withhold salaries?
Withholding salary from employees without proper reason can be considered an unauthorised deduction, said Ms Chan of Jacque Law.
The Employment Act expressly allows some deductions, such as for being absent from work, or for the loss of goods or money through the employee's neglect or failure.
Any salary deduction made with the employee's written consent is also allowed. So if an employment agreement has a clause for non-payment or deduction if the terms are breached, that could be justified.
Ms Chan said it is unlikely that underperformance – which does not equate to being absent – will justify withholding salary, unless it is agreed in writing in the employment agreement.
Deductions must not exceed 50 per cent of the salary payable unless they are for: absence from work; recovery of a pay advance, loan or unearned benefit; adjustment for overpayment of salary; or payment to a cooperative society.

GETTING WHAT THEY ARE OWED
Through TADM's mediation, TechTV signed settlement agreements with the five employees who made claims, setting out the salaries owed that the company must pay back.
The settlement agreements contain payment schedules that TechTV is supposed to follow. But Ms Lee has already defaulted on payments for at least one employee CNA spoke to, who did not want to be named.
MOM and TADM said they encourage employees to file their claims early so that salary arrears do not accumulate.
Employees can file salary claims of up to S$20,000 with TADM, or up to S$30,000 if their union files on their behalf. TADM assists with mediation or referral to the Employment Claims Tribunals.
But even if a worker successfully obtains a court order for payment, there is no guarantee of recovering the salary arrears if the employer is insolvent or unable to pay, said Ms Chua, the lawyer.
'We would suggest that employees think twice and seek legal advice if they are faced with salary-related disputes,' she said.
TADM has advised affected TechTV employees to consider taking civil legal action to enforce repayment.
For some, however, this may be too little too late, especially if the impact has gone beyond their bank accounts.
Marc (not his real name), a foreign employee at TechTV, lost his S Pass after the firm stopped making CPF contributions to its local staff, affecting the company's ability to retain foreign workers.
Since joining TechTV in October 2023, Marc has received his salary on time only twice. He has not been paid in full since May 2024.
After being forced to leave Singapore, he continued to work remotely for the company but struggled financially. His son was kicked out of his school dormitory over unpaid fees, Marc said.
'My debt is neck deep,' he said. 'We cannot even afford house maintenance. If something gets broken we just let it because it is more important to spend (money) for food rather than fix.
'My only mistake was applying for this job.'

[HO CHI MINH CITY] Facing death row for orchestrating Vietnam's biggest financial fraud, property mogul Truong My Lan is seeking government nod for a 12-year, 930 trillion dong (S$45.5 billion) restructuring plan that proposes the involvement of global financial heavyweights Rothschild, UBS, Alvarez & Marsal, and Singapore-based Greenmark Construction. According to recent local media reports, the proposal – submitted separately by Lan from jail and by her real estate group Van Thinh Phat (VTP) to authorities – outlines a roadmap to mobilise capital for property projects and restructure Saigon Joint Stock Commercial Bank (SCB), from which she embezzled 304 trillion dong. The roadmap includes asset recovery, project revenue generation, and strategic investor participation in a bid to remedy the losses and reduce Lan's sentence by repaying at least three-fourths of the embezzled money. On Jun 18, Lan, currently detained at the T17 Detention Centre in Ho Chi Minh City, held a working session with representatives of her group and two German advisory firms that have agreed in principle to provide US$3 billion to fund the proposed plan. In a May letter to authorities, she said her decades of real estate experience and deep knowledge of the 1,166 secured assets for loans from SCB put her in the best position to turn them into 'golden geese' – income-generating assets that could help the state recover its losses. The latest 12-year plan reflects a last-ditch bid to secure leniency, as Vietnamese law allows a death sentence to be commuted if at least three-fourths of the embezzled funds are repaid. Sign Up Sign Up Rothschild, Alvarez & Marshal, and UBS were invited as strategic partners for international capital mobilisation, while Germania Helvetica Group AG and Milcon Gulf are being tapped for their expertise in corporate and bank restructuring, according to VTP's proposal cited by online outlet VnExpress. Singapore-based Greenmark Construction also features among the invited partners, along with local property developers NovaGroup and Hung Thinh. Lan was sentenced to death in 2024 for embezzling billions of dollars, bribery, bond fraud, and money laundering. She has been ordered to repay 674 trillion dong to SCB and an additional 30 trillion dong to bond investors. The Business Times had reported that Lan's prior effort to secure foreign support saw Malaysian tycoon Vincent Tan, founder of the Berjaya Group, agree to acquire the Sterling Residence development. This was part of her broader asset recovery strategy but there has been no official announcement on the progress or outcome of that plan. A three-thronged plan Under the proposed remedy scheme, VTP and its group of investors will disburse an initial US$2 billion in capital immediately upon receiving government approval. This first phase aims to stabilise SCB's operations, ensure liquidity for deposited funds, repay overdue debts, supplement working capital, and fund the completion of several large-scale, viable projects. The second phase, spanning the next five years, will see investors deploy some US$8 billion raised from partners and investment funds to develop legally cleared projects, with the aim of generating revenue from these assets. In the final phase, over the following seven years, investors plan to raise additional financing from domestic and international lenders to support major development projects, projected to yield around 680 trillion dong in revenue. Key projects include prime real estate in Ho Chi Minh City, such as No. 87 Cong Quynh Street, No. 289 Tran Hung Dao Street, the Nguyen Hue-Amigo Quadrangle, and Mui Den Do (the Saigon Peninsula). During this period, VTP expects to use the generated income from the three phases to repay the special loans from the State Bank of Vietnam - the country's central bank – and fulfill other financial obligations. SCB had previously received a bailout of nearly US$26 billion from the central bank following a 2022 bank run, which was triggered by the arrest of Lan, the lender's de facto owner, Reuters reported in March. No further rescue from central bank VnExpress noted that under Lan's 12-year remedy plan, SCB would not require additional loans from the central bank. This differs from the earlier proposal made by Sun Group, which was mandated by the central bank in Nov 2023 to assist SCB, Reuters report indicated. In February this year, the developer submitted a 15-year rescue road map that would require special loans of up to 657 trillion dong from the central bank in the first year of restructuring the troubled lender, which could then start repaying the debts from year 14, subject to market conditions. In April, Dau Tu newspaper reported that the central bank was also drafting a plan to restructure SCB and seeking suggestions from relevant bodies, though details of the plan and its submission timeline were not disclosed. The central bank and government have consistently appealed to the private sector, particularly foreign investors, to support the troubled lender. Vietnam's standard foreign ownership cap in commercial banks is 30 per cent, recently extended to 49 per cent for selected lenders that have taken over struggling peers.

Singapore-based engineers help golfers around the world improve their swing

[SINGAPORE] From Japanese golfers to US baseball teams, athletes around the world are improving their game with the help of data trackers developed in Singapore. Fifteen years ago, engineer Batuhan Okur saw a niche in sports technology that was not being filled: accessible, affordable data-tracking tools for athletes. So he brought together five other engineers through a job posting and started Rapsodo, aiming to level the playing field for coaches and players. 'We wanted to democratise access to data in sports,' Okur told The Business Times. Matthew Rigby, Rapsodo's director for international markets, said: 'The professional-grade launch monitors back then cost upwards of US$35,000. That just wasn't realistic for the average athlete or coach.' With its more affordable monitors, the Singapore-headquartered company has grown into a global player, offering performance analytics tools across golf, baseball and softball. From golf to baseball The team started out in Nanyang Technological University's incubation centre, which offers space to early-stage technology ventures. After about three months, they sought a more central location in the National University of Singapore's Block71 incubator in Ayer Rajah. This helped accelerate Rapsodo's development by placing it in the heart of Singapore's entrepreneurial ecosystem, said Okur. The company's first product, SkyTrak, was a launch monitor for golf that tracks ball speed, launch angle, swing and other key metrics. It took two years and around US$1.5 million to develop, through a mix of self-funding and investor funding. 'SkyTrak has been in the market for over 10 years and continues to be one of our top-performing products,' noted Okur. The monitor was originally meant to be launched under the Rapsodo brand. However, after receiving an offer from sports monitor company SportTrak, the team decided to license the distribution rights to them. SportTrak was later acquired by golf company Golftec. Golfers take Rapsodo's compact monitors with them while playing a round. 'In simple terms, you place the monitor about eight feet behind you before you start playing,' explained Rigby. 'It has a built-in camera that captures your swing. Once you begin your session, the app provides instant feedback on your performance, shot by shot.' He added: 'It's not designed to replace coaches, but it makes coaching more efficient.' Users can also track how their performance changes over time. 'If you play regularly and use the tool over, say, 100 days, you can see how your metrics evolve. That data can be shared with coaches anywhere in the world.' Rapsodo kept the intellectual property rights to SkyTrak, and did not license out its core technology. The sales then helped the company fund the development of its next products. It expanded into baseball and softball in 2016, developing a ball-flight monitor that tracks a batter's pitch. Unlike golf, where individual golfers are the main market, Rapsodo's approach in baseball is more business-to-business (B2B), focusing on clubs, leagues and coaches. Last year, the company scored a major marketing milestone by securing a partnership with Shohei Ohtani, a Japanese baseball star known for being both a pitcher and a hitter – a rarity in the sport. 'It was a credibility boost for us,' said Rigby. Today, Rapsodo's revenue is split evenly between its B2B and business-to-consumer segments, with sales through its online store, e-commerce platforms such as Amazon, and more than 1,000 retail stores in the US. With an average annual revenue growth of 28 per cent over the past five years, the company is now targeting further international growth. It entered the US in 2016, Turkey in 2018, and Australia and the UK in 2020. More recently, it entered Japan in 2021 and the Nordic region in 2022. It now plans to expand further in South-east Asia, having entered Malaysia, Thailand and Indonesia in the last two years. 'South-east Asia is an underserved market, especially for golf. The climate here allows people to play all year round, and there's growing interest,' said Rigby. Added Okur: 'Performance analytics shouldn't be reserved for professionals only.'

SINGAPORE: Bishan town centre could be redeveloped into a business and lifestyle hub with new office towers, a polyclinic and pedestrian mall, under the Draft Master Plan 2025 unveiled by the Urban Redevelopment Authority (URA). The plan, released on Wednesday (Jun 25), also includes rejuvenation efforts on Orchard Road and in other parts of the city centre, such as an elevated pedestrian linkway connecting Dhoby Ghaut Green to Fort Canning Park. The draft master plan is a statutory land use plan that outlines Singapore's development priorities over the next 10 to 15 years. It is reviewed every five years. Redevelopment plans for areas such as Bishan are part of a "decentralisation strategy" that has been in place since the early 1990s, by creating economic areas beyond the city centre and bringing jobs closer to homes. The plan for Bishan town centre is to introduce new workplaces and amenities, along with pedestrian-friendly streets, public spaces and skyrise greenery that will be integrated with future developments. National Development Minister Chee Hong Tat said at the launch of an exhibition for the URA plan: "We are studying the introduction of new office space that could match the scale of Paya Lebar Central." URA said that the government agencies are considering turning Bishan Place – located next to Junction 8 shopping centre and the bus interchange – into a "landscaped pedestrian mall". More amenities are also being studied, including a new polyclinic and a potential hawker centre integrated with an upgraded bus interchange with air-conditioned waiting areas. Selected government agencies are exploring the feasibility of relocating their offices to Bishan town centre, URA added without providing further details. NEW PARK IN CITY CENTRE In the city centre, URA is planning a new "destination park" by merging Istana Park and Dhoby Ghaut Green with a 500m stretch of Orchard Road. A pedestrian bridge will connect this area to Fort Canning Park. "When implemented, these enhancements will create a refreshed and well-connected green space offering visitors a family-friendly area to gather in the city centre," URA said. In the central business district, Raffles Place Park, located above the MRT station, will be redeveloped by 2028 into a more accessible and green public space. Over at Marina Bay, new plans include a wellness destination and recreational spaces such as the previously announced NS Square and the expansion of Marina Bay Sands integrated resort that would feature a fourth tower and a 15,000-seat entertainment arena to boost Singapore's capacity to host international events. The government also intends to set up a new industrial estate in Seletar East for 'high value-added industries' such as wafer fabrication. URA said that environmental studies would be carried out to ensure that the 138-hectare site, situated between Punggol Town and Seletar Aerospace Park, is developed in a sensitive manner. Mr Chee said that the government would relook the way it plans its economic areas by moving from "mono-use zones" to mixed-use districts that offer flexibility for businesses and better amenities for workers. "URA is working with JTC to review the industrial land use zoning guidelines to better respond to evolving business needs, by providing greater flexibility in allowable uses on industrial land," he added.
