
Petition filed against CM Punjab's promotion on electric buses

A petition has been filed in the Lahore High Court against the personal promotion of Maryam Nawaz, the Chief Minister of Punjab, on electric buses.
The petition challenges the placement of her photographs on the buses, alleging that it amounts to personal advertising at the expense of public resources.
During the court hearing, Justice Farooq Haider sought responses from the Chief Secretary of Punjab and the Director-General of Public Relations (DGPR) regarding the issue.
The petition, filed by the opposition leader of the Punjab Assembly, Ahmad Khan's lawyer, argued that the Punjab government used public funds to purchase the electric buses, and subsequently used these buses for personal promotion by displaying Maryam Nawaz's photos.
The petition further contends that such personal promotion violates a decision made by the Supreme Court of Pakistan.
The petitioners have requested the court to take contempt of court action against those responsible for the promotion and demand that the expenses incurred for such promotions be recovered.
The petition also urges the court to direct the Chief Secretary of Punjab to remove the promotional material from the buses.
Earlier, The Punjab government has unveiled a plan to introduce trackless electric buses as part of a sustainable public transport initiative.
Chief Minister Maryam Nawaz has instructed the provincial transport department to begin trials for the new system, known as the Automated Rapid Transit (ART).
The ART system, already implemented in cities like Abu Dhabi, Malaysia, and Qatar, will modernise Punjab's public transit infrastructure.
The trackless electric buses, which are more efficient than conventional buses, will operate on standard roads within dedicated lanes, eliminating the need for specialised tracks.
Each ART bus will have three coaches, accommodating 250-300 passengers, and will feature fast-charging, Wi-Fi, and CCTV.
The buses will be powered by solar energy for an eco-friendly solution. Initially, the ART system will be introduced in Lahore, Faisalabad, and Gujranwala, with plans to expand to ten cities.
The Chief Minister highlighted the goal of providing modern transport to all urban areas, including smaller cities, with the aim to complete the ART project within four years.

'Offer met with silence can't be accepted later'
The Lahore High Court (LHC) has set aside a family court's ruling, observing that an offer or proposal which is not expressly accepted and is instead met with silence, conduct or behaviour indicating disinterest or unwillingness, cannot be accepted at a later stage. The case involved petitioner Ahmed Raza, who, during family court proceedings, offered that he had no objection to the decreeing of two suits - one for recovery of maintenance allowance and another for dowry articles and gold ornaments - in favour of Respondent No.2. However, he made this conditional upon her parents or real brothers swearing a special oath on the Holy Quran, affirming that her claims were truthful. Interestingly, at the time, the respondents did not respond to the offer, neither accepting nor rejecting it. The petitioner subsequently closed his oral evidence, sought time to produce documentary evidence, and the case was fixed for final arguments on November 16, 2020. However, before the final arguments could proceed, the respondents filed an application expressing their willingness to accept the petitioner's earlier offer made during cross-examination. The petitioner contested this application, requesting the court to decide the suits on merit. Nevertheless, the family court ruled that the petitioner could not back out of the offer or proposal he had made. Challenging this decision, the petitioner approached the LHC, which overturned the family court's order. Justice Malik Waqar Haider Awan held that once the trial had moved forward, leaving the offer unaccepted, it became ineffective. "The party missed the train by not expressly accepting the offer promptly," the judge noted. Thereafter, the petitioner's documentary evidence was recorded, and the matter was set down for final arguments. Counsel for Respondents No. 2 to 4 contended that once the offer for a special oath was made, the petitioner could not withdraw from it. Subsequently, the LHC held that a lack of timely acceptance rendered the proposal null and void.

Punjab gets first Child Protection Policy
The Punjab cabinet has approved the province's first-ever comprehensive Child Protection Policy. This policy developed by the Child Protection and Welfare Bureau with technical support from UNICEF Pakistan was described as a new benchmark for child welfare, marking a transformative step toward ending violence, abuse, exploitation and neglect against children in the communities. The policy, according to the CPWB chairperson, serves as a comprehensive roadmap for child protection mechanisms across Punjab. It is the culmination of efforts that began over two years ago with the submission of the draft to the home department. Case management activities under the policy framework have been underway for over a year. Chairing the cabinet meeting that took up 101 agenda items, Chief Minister Maryam Nawaz Sharif also announced a plan to reduce the power tariffs in order to provide maximum relief to the people. This is the second time that a province was fiddling with electricity tariffs that originally is a federal subject. Once implemented, Punjab will became the first province to voluntarily reduce electricity tariffs. The chief minister approved reduction in the tariffs of Punjab's power companies. On the direction of Chief Minister Maryam Nawaz, the tariffs may be reduced by 30 to 40 per cent. The provincial cabinet approved the reduction in tariffs of the Quaid-i-Azam and Punjab Thermal Power Private Limited. To address the grievances of the provinces estranged farmers, the chief minister said that a huge package is going to be given to the wheat growers. It was informed in the meeting that the payment of Rs5,000 per acre subsidy has been completed to 514,000 wheat farmers. The payment will be made after the verification process of another 500,000 farmers is completed. Al allocation of Rs63 billion was provided in the second phase through the Kisan Card and farmers have purchased fertilizer worth Rs18 billion. The cabinet approved the Chief Minister Wheat Programme 2025. Continuing with the tradition the provincial PML-N government of creating layers upon layers of companies and authorities, the cabinet approved the establishment of the Air Punjab Private Limited Company. The CM set a target of launching the Air Punjab within a year. She ordered immediate steps for closing vaping centres in the province. She also directed the authorities to ensure safety gear for labourers and assigned the labour department a target of implementing safety SOPs for workers within a month. The provincial cabinet approved ration cards for workers and miners registered with the labour department and provision of electric buses in nine divisions of Punjab. The CM issued directives to establish charging stations in all major cities as soon as possible. Eco-tourism project were approved for Changa Manga and Lal Sohanra parks.

Rs3.8b wastewater project back on track

Photo: Express After over a year and a half of legal battles, procedural delays, and scrutiny by multiple government bodies, the long-awaited Rs3.845 billion sewerage and wastewater management project in Jaranwala is finally under way. The project, regarded as a significant step toward meeting climate resilience goals and Sustainable Development Goals (SDGs) set by the UN and the Government of Pakistan for 2030, is being executed by the Municipal Committee (MC) Jaranwala. According to official sources, the comprehensive project includes the rehabilitation of municipal services, construction of roads and chowks, upgrading drainage systems, laying of a new sewerage network, and the establishment of a wastewater treatment plant. Additional components include the provision of liquid waste machinery, solid waste management equipment, model street development, rehabilitation of parks and green belts, and the installation of a disaster management system. An MC officer, speaking on condition of anonymity, revealed that the project had initially faced severe controversy. Disputes arose during the tendering process when technical and financial bids were invited simultaneously. Only one firm was declared technically qualified, leading other bidders to challenge the decision in lower courts, the Lahore High Court, and various government institutions including the Anti-Corruption Establishment, Punjab Municipal Development Fund Company (PMDFC), Punjab Procurement Regulatory Authority (PPRA), and the Deputy Commissioner (DC) Faisalabad. Despite PMDFC's recommendation to include all bidders and the World Bank's intervention through its task team leader, MC Jaranwala proceeded with opening the bids in March and April 2024. The PPRA called for procurement records, which were not provided, resulting in the cancellation of the tendering process. The Lahore High Court also issued a stay on the proceedings during this period. Last year, similar concerns from the World Bank led the Punjab Local Government Department to suspend two key officials of MC Jaranwala, including the chief officer, over procurement irregularities. These setbacks delayed the project and deprived over 1.5 million residents of essential water and sanitation facilities. However, Assistant Commissioner and Administrator MC Jaranwala, Rangzeb Goraya, confirmed that the project is now progressing smoothly. "Civil works have resumed. Key components like the parking shed, several roads and chowks, liquid waste machinery supply, and desilting of sewerage lines have already been completed in record time," he stated. Goraya also disclosed that five new PC-1s for complementary projects — including model streets, road rehabilitation, and solarization of disposal stations — have been finalized.
