Investigation reveals concerning fact about highway authority: 'Unfortunately, this seems to be a low priority'
The New Civil Engineer reported in February that a member of the public obtained access to National Highways data under the Freedom of Information Act, which guarantees the right to see information held by public authorities upon request. They relayed their findings to NCE.
The information revealed seven Greater Manchester interceptors around motorways hadn't been inspected or maintained since 2007 despite the fact that separator systems are ideally serviced at least every six months, per environmental consultancy Adler & Allan.
"Although this isn't a mandatory standard in the U.K., it is recognized good practice and should be reflected in National Highways' own maintenance schedules," said Jo Bradley, director of operations at the nonprofit Stormwater Shepherds, which aims to ensure future generations have access to clean water.
All in all, records showed that 37 interceptors in Rochdale, Manchester, Bury, Tameside, Stockport, and Trafford hadn't been inspected or cleaned since at least 2018.
Interceptors collect road runoff such as fuel, oil, brake fluid, pieces of tires, and elements from deteriorating road surfaces. When they don't receive proper maintenance, hazardous materials — including microplastics from tires — can build up before making their way into crucial streams, rivers, and other waterways that serve the general public.
"It's increasingly clear that … our rivers and waters courses are also in a poor state due to pollution flowing off the nation's roads and verges," said Friends of the Earth nature campaigner Paul de Zylva.
"... Over time, these pollutants get blown and washed into rivers and waterways near to roads, where they're carried far and wide. Unfortunately, this seems to be a low priority for our highways authorities and the Environment Agency, as the lack of inspections reflect."
For its part, when it responded to the request for data, National Highways asserted that "the runoff ponds with inspections dating between 2007-2012 are likely to have been inspected since, but our records are unable to verify this," per NCE.

However, Bradley told the outlet that a visit to several interceptors along junctions 6 and 7 on M60 appeared to tell a different story.
"You know that they haven't been emptied for 15 years; we can see that because we can see that the trees have grown up around the manholes and around the device," Bradley said.
A National Highways spokesperson told NCE that the agency is "committed to improving water quality" and aiming to "address all our high-risk outfalls by 2030," with annual inspections on interceptors for 2025-26 and reactive maintenance. If it successfully executes the plan, it would move the needle in a positive direction, even if it doesn't fulfill the ideal six-month mark.
As a technical partner, professional services consultancy WSP will work closely with National Highways and other program partners Mott Macdonald, Ramboll, and AECOM to verify high-risk assets and develop a strategy to mitigate risks and improve water quality as well as protect vulnerable wildlife that depend on the area's natural resources for survival.

Residents plant own trees to replace dead A14 ones
People have taken to planting their own trees along the side of the A14 after the deaths of "a large proportion" of the many saplings that were originally planted. More than 860,000 trees were planted as part of the £1.5bn A14 upgrade between Cambridge and the A1, which was completed in 2020, but many died, and had to be replaced by National Highways. The company said between October last year and April, 165,000 trees and shrubs were planted and that almost 90% survived. However, Cambridgeshire County Council said it had not been told where the replanting took place, and some local residents had begun planting their own. About 270 hectares (670 acres) of habitat, including 40 native tree and shrub species, was created for wildlife along the new section of the A14, which realigned the dual carriageway south of Huntingdon. National Highways said in 2022 about about 20-30% of the trees had died but all were replanted. In a more recent statement it said: "Between October 2023 and April 2024 – the optimum planting season – 165,000 trees and shrubs were planted. "Our latest survey showed that nearly 90% of these trees have survived." However, people living along the road have taken matters into their own hands. Vhari Russell, who lives close to the A14 in Brampton and founded the rewilding group Creating Nature's Corridors, said: "If you are really passionate about something you can sit back and wait for other people to fix it, or you can try and fix it yourself." She said trees were vital to reduce the noise from the busy road and it was her mission to "plant more greenery to try to protect ourselves from it". "We had grown various different trees in the garden in pots and we've planted all of those into the bank - I think we've probably put in 150." Speaking about the failure of the initial planting, Ellen Thurman-Lavey, from Barcham Trees near Ely, said saplings relied on a number of factors to survive. "During Covid, many of us will remember that spring was really warm and we had a couple of hot summers after that," she said. "Those sorts of climatic events have a massive impact on that sort of planting because the rainfall is not there and the trees therefore don't get their root systems away and they struggle, from the beginning." She said without intervention - watering - it would be difficult for trees to thrive. Liam Beckett, Liberal Democrat county councillor for Brampton and Buckden, said: "We're asking them [National Highways] to do what they said they would do, which is to mitigate the negative impacts of this on local residents. "It doesn't seem a huge thing to ask." The scheme is to be discussed at a county council meeting later. The agenda paper states "trees initially planted by the A14 programme experienced high rates of death, and National Highways committed to a replanting programme". However, it also states that documents provided to the council's biodiversity team contained only basic information. "National Highways has stated that it planted 165,000 trees and shrubs between October 2023 and April 2024," the agenda says. "The council does not know where replanting has taken place, and the observations from officers traveling along the new A14 is that replanting appears to have been in a few limited areas." Juneteenth events set in Ashtabula
ASHTABULA — The Hubbard House Underground Railroad Museum is planning several events to celebrate Juneteenth. Museum Executive Director Sally Bradley said a special walk-through event is scheduled for 1-3 p.m. Sunday. 'This self-guided experience invites the public to reflect on the history of emancipation and honor the courage of those who fought for freedom,' Bradley said. The Hubbard House served as final stop on the Underground Railroad. 'The Juneteenth walk-through offers visitors a powerful opportunity to explore the museum's historic rooms, exhibits, and artifacts — including the Daisy Baskerville Africana Rooms, the Soldier's Room, and the Civil War Lobby,' Bradley said. 'This is a day of rememberance, resilience, and reconnection. We welcome all to walk through the history, reflect on the legacy, and take part in a meaningful celebration of freedom,' she said. The event is free and donations are welcome to support the museum's educational programs and preservation efforts, Bradley said. A Juneteenth event is also being scheduled for noon June 19, starting at the Hubbard House, said Rev. Sharone Sing, who serves on the museum's board. 'We will meet at Hubbard House and march to Miracle Temple for a short memorial service in recognition of Juneteenth,' he said. He said a reading of General Order #3 will occur at Hubbard House. The order was originally delivered by Major General Gordon Granger on June 19, 1865, when Union soldiers arrived in Texas and announced the end of slavery. Freedom had been granted two and a half years before by the Emancipation Proclamation, but was not communicated to the former slaves until 1865. Sing said the service is expected to be short and include several songs, and some words to commemorate the event.

Asking Eric: My oldest friend died and I want to know what happened
Dear Eric: Via complete happenstance I have recently become aware of my oldest friend's death about a year ago. Mary and I grew up across the street from one another in the '60s and '70s. I played with her and with her older brother as kids, and our families were close. She had been my friend for about 60 years. I have been desperate to learn the circumstances of her death. I have googled my brains out and followed up every lead. There are no obituaries available online, and no death notices, either. There are no newspaper articles about her death. Her attorney's secretary won't let me talk to him, citing attorney-client confidentiality, even though she is deceased, and he withdrew himself from representing her upon her death. The heir of her estate will not return my calls. I can't even nail down where she died so I can file a Freedom of Information Act request with the appropriate law enforcement agencies. I don't have a claim on her estate. I have no ulterior motive whatsoever. I just want to know what happened to my old friend. I have tried everything I know. If the gathering is outside and one doesn't want to be outside, one doesn't have to go.
