Water Metro Coming To Patna? Sonowal Floats Ganga Mobility Plan Ahead Of Bihar Polls
Last Updated:
Patna set to join Kochi in launching modern water metro services as part of Ganga transport revival.
Water metro services will soon begin in Patna, Shipping Minister Sarbananda Sonowal announced on Monday, stating that the city will become a hub of the inland water transport system on the Ganga.
The announcement was made with a few months left for the state's assembly elections.
Addressing a consultation meeting here on the development of inland water transport in UP, Bihar, Jharkhand and West Bengal, Sonowal said the Modi government was committed to harnessing the full potential of river systems for cargo, tourism and local livelihoods.
'The water metro system will connect both banks of the river and offer a clean, efficient, and modern urban mobility solution for Patna. The National Inland Navigation Institute is being upgraded as a centre of excellence with fresh investment," he said.
'Over the last 11 years, the visionary leadership of PM Narendra Modi has made India's inland waterways vibrant engines of green growth and connectivity. The National Waterway 1, spanning UP, Bihar, Jharkhand and West Bengal, stands at the heart of this revival. We are committed to harnessing the full potential of our river systems for cargo, tourism and local livelihoods. Bihar, blessed by the sacred Ganga, is poised to emerge as a key inland waterways transport hub," he added.
The Centre is working hand-in-hand with all states on NW 1 to make inland water transport a pillar of India's sustainable, multimodal future, Sonowal said, maintaining that rivers are now the lifelines of the country's economy.
'As part of the National Waterway 1, stretching 1,390 km from Varanasi to Haldia, Bihar will see the development of two terminals in Patna, along with the establishment of a vessel repair and manufacturing centre along the Ganga," he said.
'Sixteen community jetties will be constructed across various districts, and Kalu Ghat will be developed into a state-of-the-art waterway centre. A dedicated task force will be formed to explore further possibilities for inland navigation and water-based commerce in 12 districts along the Ganga river in the state," he said.
Sonowal said the development of NW 1 will create jobs, boost tourism, and make Bihar a key player in India's economic growth.
The Inland Waterways Authority of India (IWAI) is at present conducting 10,000 km of longitudinal surveys per month to assess Least Available Depth (LAD), with coverage set to expand from 11 states in 2024 to 22 states and four Union Territories by 2027, he said.
The meeting was attended by Union Textiles Minister Giriraj Singh, Bihar's Deputy CMs Samrat Chaudhary and Vijay Kumar Sinha, UP's Transport Minister Dayashankar Singh, West Bengal's Waterways and Irrigation Minister Manas Ranjan Bhunia, and IWAI Chairman Vijay Kumar.

CM Rangasamy seeks VP's intervention to grant statehood to Puducherry
Rangasamy stated that successive elected governments, irrespective of their political parties, have time and again impressed upon the Centre for the need for statehood. Rangasamy presented a memorandum to the vice president on Monday during a meeting. Dhankar is currently on an official three-day visit to Puducherry to participate in functions at JIPMER and Pondicherry Central University. Puducherry June 16 (PTI) Chief Minister of Puducherry N Rangasamy has sought the intervention of Vice President Jagdeep Dhankhar to grant statehood to Puducherry, which is currently a Union Territory. The territorial Assembly had also adopted resolutions with the unanimous support of all political parties and more importantly the people of Puducherry for statehood, he pointed out in the memorandum. The chief minister emphasised that the elected government of the Union Territory of Puducherry is a limited government, not by the Constitution but by the decades-old law of the Parliament, through the Government of Union Territories Act of 1963 which is still in force. He stated in the memorandum that even though the government is elected democratically with a Council of Ministers and an assembly, it is unable to function and execute various developmental activities quickly because of a lack of powers at the level of the Council of Ministers. He also brought to the notice of the vice president that Puducherry is currently not included in the Finance Commission on the ground, resulting in improper devolution of funds for development. He also pointed out that if statehood is granted to the Union territory about Rs 1,500 to Rs 2,000 crores under additional devolution of funds as per the existing formula can be expected which will be helpful to take up various infrastructural activities to improve Puducherry as a fast-growing place as a tourism destination. 'With limited powers now we are unable to attract investors for industrial development to generate employment opportunities,' Rangasamy said. He requested the vice president to discuss the granting of statehood whenever possible at higher levels for enhanced tourism and for industrial development. Census process officially kicksoff, NPR unlikely to be updated
NEW DELHI: The Census process, put on hold five years ago due to the Covid pandemic, got off the ground on Monday with the home ministry notifying the Centre's intent to take a census of the country's population in 2027. Tired of too many ads? go ad free now No parallel National Population Register (NPR) updation may happen alongside the Census, according to government sources. The reference date for Census 2027 - the first to be held in digital mode - will be 00.00 hours of the first day of March 2027. For the UT of Ladakh and snow-bound areas of J&K, Himachal Pradesh and Uttarakhand, the reference date will be advanced by six months, to 00.00 hours of the first day of October 2026. According to sources, Census 2027 - which is likely to put out final population data by 2027-end, setting the stage for delimitation and, based on it, implementation of women's quota in legislatures by the 2029 general election and, eventually, increase in strength of the Lok Sabha and state assemblies - is likely to replicate the schedule of past decennial exercises. It will be held in two phases - housing listing operations, likely between April 1, 2026, and Sept 2026, followed by population enumeration from Feb 9 to 28, 2027. Caste enumeration - a first since the 1931 Census - is likely to be done in the second phase. Sources indicated that the government is keen on a standalone Census exercise, rather than club it with NPR updation, which was to be done in 2020, simultaneously with the household listing phase of Census 2021. The notification regarding the intent to update NPR along with Census 2021 was issued on July 31, 2019. NPR was first prepared in 2010 and updated in 2015. Tired of too many ads? go ad free now The NPR database, as per Citizenship Rules, is the basis for the creation of a National Register of Indian Citizens. The enactment of the Citizenship (Amendment) Act in 2019 and a "leaked" NPR schedule were interpreted by some sections at the time as a move to disenfranchise Muslims, a charge refuted by the government. Interestingly, the BJP manifesto for the 2024 Lok Sabha polls had dropped the NRC promise. Census notifications are issued separately for each of its phases. For instance, the notification on intent to conduct Census 2021 was issued on March 26, 2019, and the pre-test notification on June 25, 2019. The schedule and questions for the housing listing phase were notified on January 9, 2020. Strict measures will be in place to ensure data security: MHA The notification on population enumeration was never issued for Census 2021. However, for Census 2011, it was issued on Aug 31, 2010. Since caste may be recorded only in the population enumeration phase of Census 2027, an intent in this regard may be notified only next year. A notification regarding a fresh pre-test — to test the updated Census 2027 processes and software in the field — will follow soon; the actual pre-test may happen in August-September 2025. This is despite a pre-test having been conducted in August-September 2019 ahead of Census 2021. Refresher training in the coming months will reorient the 34 lakh enumerators and supervisors and 1.3 lakh Census functionaries in the use of Census apps and the Census management and monitoring system, and also on how to capture caste. In a first, people can self-enumerate in both Census phases. On Sunday, Amit Shah reviewed Census preparations with MHA officials, registrar general and the Census Commissioner. 'Stringent measures will be in place to ensure data security at the time of collection, transmission & storage,' MHA said.

SC halts IAF's move to release woman officer denied permanent commission
NEW DELHI: Coming to the rescue of an Indian Air Force woman officer who was denied permanent commission, the Supreme Court on Monday, in its interim order, directed the Centre and the IAF not to release her from service until further hearing on August 6. A two-judge vacation bench of the top court, headed by Justice Ujjal Bhuyan and Justice Manmohan, referred to the May 22 order of the court in which similar directions were issued to the Centre and the IAF. The apex court passed the order after hearing a plea filed by Wing Commander Niketa Pandey and said the same directions would apply in the case of Wing Commander Kavita Bhati. Stressing that it was 'without prejudice to the rights of the parties or equity in favour of the officer', the bench posted the matter for further hearing on August 6 before a regular bench, when a batch of petitions related to the IAF would be taken up. The petitioner, Pandey — who was part of Operation Balakot and Operation Sindoor — claimed that she was denied permanent commission. 'I am unfairly treated and discriminated [against] on the issue of being granted permanent commission,' Pandey further alleged.
