HC seeks timeline on revival of liver transplant unit at SCB
Cuttack: Orissa high court has asked the state govt to provide a clear timeline for the revival of the liver transplant unit at the SCB Medical College and Hospital in Cuttack. A division bench of Justices S K Sahoo and V Narasingh on Thursday directed the health secretary and the superintendent of SCB to apprise the court on the next hearing scheduled for Aug 21. During the hearing, health secretary Aswathy S, who appeared in virtual mode, filed an affidavit dated Aug 13, stating that two hospitals — AIG, Hyderabad and Aster CMI, Bengaluru — were selected through a tender process in 2023 for supporting liver transplants at SCB. While Aster CMI continues with the screening process, the MoU with AIG expired in April this year. A meeting is scheduled with AIG later this week to discuss possible continuation of their services. So far, two liver transplants have been conducted under the programme — one successful and another resulting in the patient's death. Chennai-based MGM Hospital, which is already conducting free heart transplants at SCB, has expressed interest in extending its services to liver and bone marrow transplants. A draft MoU has been submitted and is currently under govt review. The court also directed the govt to conduct a comparative assessment of AIG and Aster CMI based on expertise, success rate and responsiveness to determine the most suitable technical partner. In a separate affidavit, SCB superintendent Dr Goutam Kumar Satpathy highlighted that liver transplants require extensive preoperative evaluations. Currently, five patients are being screened, but two do not have donors and others have not completed the required tests. He added that no meetings of the authorisation committee have been held in the past six months due to incomplete documentation. The health secretary further informed the bench that a team of doctors recently visited Karnataka to study transplant models. Their recommendations are being evaluated to suit Odisha's requirements. The bench directed that all developments, including the status of meetings with AIG and MGM, be submitted before the court on Aug 21. HC directs dept to form new inspection team to tackle absenteeism, vacancies at SCB
1 2 Cuttack: Orissa high court has directed the health and family welfare department to take concrete and time-bound measures to tackle absenteeism, staff vacancies and ensure accountability among medical personnel in SCB Medical College and Hospital, Cuttack. Taking note of persistent complaints that several doctors are skipping hospital duties to attend private clinics, a division bench comprising Justices S K Sahoo and V Narasingh on Thursday asked the department to form a new inspection team. "This team, which will include officials not below the rank of deputy secretary, is tasked with conducting surprise checks and submitting sealed reports periodically to the court," the bench specified in the order after taking note of an affidavit filed by Dr Goutam Kumar Satpathy, superintendent of SCB. The court has scheduled the next hearing for Sept 18, when a further compliance report is expected to be submitted. Appearing in virtual mode, Satpathy informed the court about the steps being taken to instil discipline and improve staff attendance. According to the affidavit dated Aug 12, the hospital has implemented the Aadhaar-enabled biometric attendance system to track the entry and exit of doctors and staff. The affidavit also cited a standard operating procedure (SOP) issued on Oct 5, 2015, which recommends the formation of an internal vigilance committee to monitor conduct across departments including OPDs, surgical wards, casualty units and diagnostic centres. Following the SOP, the hospital authorities have constituted three dedicated teams to carry out surprise inspections at least twice a week across OPDs, IPDs, ICUs and OTs. These teams report their findings directly to the medical superintendent for further action. The affidavit also highlighted staff shortage at SCB, revealing that 87 faculty posts are vacant. They comprised 15 professors, 33 associate professors, 16 assistant professors, and 23 senior residents or tutors. As per hospital norms, OPD doctors are expected to maintain duty hours from 9am to 5pm, with a one-hour lunch break. Emergency and inpatient services continue round-the-clock, including on public holidays. The regional diagnostic centre also functions 24x7 under the supervision of pathology, biochemistry and radiology departments, the affidavit stated. Govt planning to set up organ retrieval centres at MCHs
Bhubaneswar: Odisha govt has decided to set up non-transplant organ retrieval centres at medical colleges and hospitals (MCH)s, Umakant Satapathy, nodal officer for organ transplant and additional director of medical education and training (DMET), said on Monday. Among state-run hospitals, only SCB Medical College and Hospital, Cuttack, has this facility. "After the brain stem death of a person, a team from SCB will visit the MCH immediately, and with the help of the concerned MCH doctors, organs will be retrieved from the brain-dead patient. Later, they can be transplanted at SCB and other hospitals. The organ retrieval centres will immensely help us to get organs from deceased donors," Satapathy said. He said the govt is prepared to start heart transplant at SCB soon. "This type of transplantation is not a scheduled event like a planned surgery. Screening for heart transplantation is ongoing. We will conduct the transplant whenever we get a deceased donor and an eligible receiver," he added. The govt signed an MoU with a Chennai-based hospital on Oct 23 last year to start heart transplant at SCB. On July 31, Orissa high court had directed the govt to take urgent steps to resume liver transplant at SCB, which was stopped in April following the expiry of the MoU with a Hyderabad-based institute. The court also sought a report from the govt regarding proper functioning of bone marrow transplant (BMT) procedures. Satapathy said the govt will follow the high court order and soon resume liver transplant at SCB. "The earlier agency from Hyderabad, whose agreement ended a few months ago, is not showing interest in another MoU to continue the liver transplant activities at SCB. The govt is exploring other ways, like roping in an experienced hospital in Chennai, to resume the transplant work," he added.
