Udupi-Chikkamagaluru MP tells officials to execute drinking water projects on priority basis
Udupi-Chikkamagaluru Member of Parliament Kota Srinivas Poojary on Tuesday, May 13, directed officials concerned to execute Rashtriya Jal Jeevan Mission (RJJM) project to provide drinking water in rural areas scientifically and on priority basis.
Chairing the District Development Coordination and Monitoring (Disha) Committee meeting at Rajatadri, the district office complex in Manipal, Mr. Poojary asked forest department officials to positively respond whenever there was a requisition to lay pipeline through forest areas for the Jal Jeevan Mission. Even other drinking water projects should be undertaken on priority basis, the MP said.
Asking Taluk Panchayat executive officers to monitor the work and resolve issues if any, Mr. Poojary said officials concerned would be held responsible if substandard works were found to have been executed.
He said officials concerned should properly implement schemes and programmes brought out by the central government for the benefit of the general public.
Mr. Poojary told officials to give special attention to Koraga tribes people living in over 182 settlements on forest fringes. He said housing projects for their benefit should be accelerated and if need be, help from private organisations should be availed of. Government schemes, including ration cards, Aadhaar cards, Ayushman cards etc., should be provided on their doorsteps, he said.
The MP asked officials to speed up land acquisition for widening the Malpe-Hebri stretch of National Highway 169A to complete the project at the earliest. In all, the district has received ₹1,412 crore funds for NH projects this year, he said. He wanted speeding up of fishing harbour project at Hejmady and coastal berth projects at Hangarkatta, Gangolli and Maravanthe. Wherever necessary, foot bridges should be built under the Mahatma Gandhi National Rural Employment Guarantee Scheme.
Expressing concern over the deteriorated condition of concrete roads built under the Gram Sadak scheme within six to seven years as against 15-year life, Mr. Poojary asked officials to issue notices to contractors concerned and get the affected roads restored.
On the occasion, the MP launched Appe Midi pickle produced by Sanjeevini women SHG of Amasebail and artificial ornaments produced by Sanjeevini women SHG of Hallihole.
MLAs Yashpal Suvarna, Gurme Suresh Shetty, A Kiran Kumar Kodgi and Gururaj Gantihole, Deputy Commissioner K Vidyakumari, Zilla Panchayat CEO Prateek Bayal and others were present.

As Pune gears up for Pride March tomorrow, a transgender couple faces bureaucratic hurdles as they wait to tie the knot
Nearly two years ago, the Supreme Court, in a landmark judgment, affirmed the rights of transgender persons in heterosexual relationships to marry under existing laws. Priti, 29, a transgender from Jamshedpur who aspires to be a beautician and is waiting to tie the knot with Pune-based Trinay, 34, a transman legally recognised as male on his Aadhaar card, however faces several challenges to exercising this right. 'I have my TG Identity card and like any other woman, I want to be a wife, parent, and live with my husband. However, it has been more than one and a half years since the judgment but our transgender community still awaits this right,' Priti said. She hopes to raise this issue at the 13th Annual Lesbian, Gay, Bisexual, Transgender, Intersex, and Queer Pride March to be held in Pune on Sunday. Priti, who has passed Class 12 and worked in the hotel management sector, is yet to be accepted by her family. 'I am a transgender person, not a sex worker. I want to become a beautician and earn my living. Mujhe jeena hai (I want to live),' Priti said. She met Trinay on an online portal, and before long, they forged a deep connection as they opened up about their personal struggles, finding strength and understanding in each other's stories. Trinay, assigned female at birth, but who always felt like a male deep inside, had experienced several challenges due to his situation. 'I wanted to pee like a boy, and wear tight T-shirts. Menstruation would give me panic attacks,' recalled Trinay, who works at a tech firm in the city. Deciding that he could not live this dual life anymore, he eventually transitioned to a male after undergoing gender affirming surgery. Speaking to The Indian Express, Trinay said, 'Priti and I have been doing the rounds of the marriage registrar's office only to return disappointed. Instead of guiding us on the online application process and other details, we were asked to obtain a court order.' The duo met Bindumadhav Khire, an LGBTIQ activist and director of Bindu Queer Rights Foundation, Pune, and spoke about their difficulty in registering their marriage under the Special Marriage Act, 1954. 'Both of them have the requisite IDs. The transman has a collector-issued ID with gender stated as 'male' and the other transgender person has a collector-issued ID with the gender stated as 'transgender' as per provisions of the Transgender Persons (Protection of Rights) Act, 2019 and the corresponding Rules (2020). I too approached the Marriage Registrar, but was told that they have not received any notification with regard to the legality of registering the marriage of transgender people. So they have to obtain an order from the high court or a notification from the government in this regard,' Khire told The Indian Express. The activist later filed a grievance in May on the Centralized Public Grievance Redress and Monitoring System to the Ministry of Home Affairs/Legislative Matters seeking a notification by the central government, to all states and Union territories, on the legality of registering the marriage of a transgender person in a heterosexual relationship. Khire, who received a response on June 6, said that suggestions made in the grievance have been noted by the Ministry of Social Justice and Empowerment. 'We now hope that action will be taken in this case,' Khire said. When contacted, senior lawyer Anand Grover said that as per the top court's ruling, there was no legal prohibition on transgender individuals from getting married. Meanwhile, at the Marriage Registrar's office, authorities said that the process is now online and they have not received any application from transgender persons so far. While experts said it was likely that some registration offices may require guidance from higher authorities, if they have not previously handled such registrations, Khire said that it was important that LGBTIQ rights granted by the Supreme Court do not remain only on paper. 'This LGBTIQ Pride Month, it is important that LGBTIQ rights granted by the Supreme Court are implemented in letter and spirit. Transgenders who were granted legal recognition in the 2014 judgment (National Legal Services Authority v/s Union of India) still await their right to marry the person of their choice,' Khire added. As per the Supreme Court judgment dated October 17, 2023, in the case involving one Supriyo Chakraborty, the apex court stated, '…..Consequently, we agree with the conclusion…that transgender persons in heterosexual relations have the right to marry under existing laws, including in personal laws regulating marriage. The court's affirmation of the HC judgment in Arun Kumar v Inspector General of Registration…is based upon a correct analysis.' In Arun Kumar's case, the Madras High Court had said in 2019, 'A marriage solemnized between a male and a transwoman, both professing Hindu religion, is a valid marriage in terms of Section 5 of the Hindu Marriage Act, 1955 and the Registrar of Marriages is bound to register the same. By holding so, this Court is not breaking any new ground. It is merely stating the obvious. Sometimes, to see the obvious, one needs not only physical vision in the eye but also love in the heart.' Bastar is now known for digital transformation, not fear: Chhattisgarh CM Vishnu Deo Sai
New Delhi [India], June 7 (ANI): Chhattisgarh Chief Minister Vishnu Deo Sai met Prime Minister Narendra Modi in New Delhi on Friday. During the meeting, he presented the changing face of Bastar, highlighting peace and development initiatives, and also briefed the Prime Minister about the recently held Su-Shasan Tihar (Good Governance Festival) in Chhattisgarh. During his visit to Delhi, the Chief Minister also called on Union Home Minister Amit Shah at his residence, where they discussed key issues, including state development and anti-Naxal operations. The Chief Minister stated that Bastar, once known for guns and landmines, is now witnessing the rise of mobile towers -- not just as tools of communication, but as symbols of progress and trust. He informed that in the past one and a half years, the state government has established 64 new forward security camps in the region. These camps have not only enhanced the sense of safety in nearby villages but have also brought mobile network connectivity to previously remote areas. A total of 671 mobile towers have been activated so far, with 365 of them providing 4G services. This marks the beginning of a digital revolution in tribal regions. 'Today, these mobile towers signify more than just connectivity,' the Chief Minister said. 'They represent a future where children and youth in Bastar are now part of the digital world. Where earlier they had to travel to cities to prepare for exams or access education, now the same opportunities are available in their own villages through online platforms. Young people in Bastar are shaping their own futures using smartphones,' he said. He also highlighted that villages around these security camps are now receiving basic amenities like electricity, drinking water, healthcare, and education. Under the Niyad Nellanar scheme, 18 community services and 25 government welfare schemes are being implemented simultaneously in 146 identified villages. The Chief Minister briefed the Prime Minister on the success of Su-Shasan Tihar, during which hundreds of grievance redressal camps were organised. From MPs to MLAs, public representatives directly visited villages to address people's concerns. At these camps, citizens received services such as ration cards, Aadhaar updates, pensions, health check-ups, school admissions, Ayushman cards, PM Awas, and Ujjwala gas connections -- all under one roof. CM Sai also presented a detailed account of Chhattisgarh's initiatives and innovations in the field of water conservation. He emphasised that the state is working in mission mode to tackle water scarcity, combining community participation with technological interventions at every level. The Chief Minister informed the Prime Minister that due to changing climate patterns, the number of rainy days in Chhattisgarh has reduced from around 100 to just 65 annually. In response, the state has launched a unique initiative titled 'Water Conservation Initiative - Chhattisgarh's Model for a Secure Future'. As part of this model, innovative water-saving methods are being adopted in villages. Where rainwater earlier flowed away, efforts are now being made to capture and store it. Technologies like GIS mapping and the Jaldoot mobile app are being used to identify critical areas in need of water infrastructure. Most significantly, women are playing a central role in this campaign. Women's groups are actively involved in cleaning and deepening ponds, reviving traditional water bodies, and promoting water stewardship in their communities. This collective effort is helping ensure clean and sufficient water in rural areas. Chief Minister Sai also informed the Prime Minister about the Nalanda Campus -- India's first 24x7 hybrid public library. Built at a cost of Rs 18 crore, the campus includes an e-library, youth tower, health zone, and solar-powered infrastructure. Over 11,000 students have benefited so far, with more than 300 successfully clearing UPSC and CGPSC exams. He also shared details about the Prayas model, which provides free coaching to underprivileged and tribal students for national-level exams such as IIT-JEE, NEET, and CLAT. So far, 1,508 students from this initiative have secured admission in prestigious institutions across India. Prime Minister Narendra Modi appreciated the Chief Minister's efforts and assured full support from the Central Government for Chhattisgarh's development journey. (ANI)

Curious case of Zubair Bhat: Kashmiri youth's mysterious death in Delhi, flashpoint in Srinagar

Jammu and Kashmir People's Democratic Party leader Iltija Mufti Thursday alleged that Bhat was killed after torture and discrimination by the Delhi Police and a hospital in the national capital. New Delhi: A day after allegations of torture, the Delhi Police has denied arresting 30-year-old Srinagar resident Zubair Ahmed Bhat. In fact, they say they got a call from the Safdarjung Hospital only after his admission to the hospital by the personnel attached to the police control room. The police control room, officers claim, had received a call that Zubair was showing symptoms of seizures in front of the residence of a doctor in Lajpat Nagar. 'There is proper proof. He was a 30-year-old man who was the sole breadwinner for the family. He was in the handicrafts business. The family is saying that after he reached Delhi, police personnel at Lajpat Nagar caught and beat him up and repeatedly assaulted him the next day when he went back to take back his Aadhaar card,' Mufti told the press Thursday. 'He was also asked if he was a Kashmiri. Being Kashmiri is enough for people to hang us. What was his fault that he was Kashmiri?' Mufti also alleged that doctors at a Delhi hospital denied him treatment. Chairman of the All Parties Hurriyat Conference, Mirwaiz Umar Farooq also paid a visit to Bhat's family residence in Srinagar. 'Mirwaiz assured the family that he stands with them and the people in their pursuit of justice for Zubair. He reaffirmed his commitment to continue raising his voice against injustice and to seek accountability, so that such tragic incidents are not repeated,' his office said in a statement Friday. South East Delhi Deputy Commissioner of Police Hemant Tiwari said there was no case or any proceedings ongoing with regards to Bhat and that the police did not question him or arrest him even for a brief period of time. 'The police had no role and link to Bhat. He was neither a suspect nor a stakeholder in any case. He was not at all arrested or even questioned by the police,' DCP Tiwari told ThePrint. PCR call by doctor & suspicion of prolonged drug abuse Explaining the sequence of events leading up to Bhat's death around 11.30 pm on 29 May, Delhi Police officers said Bhat was first noticed the same evening by a doctor in front of her residence in Lajpat Nagar area of the national capital. 'A call was made to the Delhi Police control room at 6.07 pm on 29 May when an eye specialist employed at Safdarjung Hospital spotted him with symptoms of seizures. She made a call saying that an unknown man was in front of her house and also raised suspicion about being a drug addict in the PCR call,' a Delhi Police officer told ThePrint. The PCR team picked him up from the Lajpat Nagar area and admitted him to the Safdarjung Hospital emergency department which recorded 'multiple injection marks on the left cubital fossa (front of elbow joint)' on his body, the Delhi Police officer further said. In the investigation for the treatment, doctors sought urine samples for detection of drug remains in his body, the officer further said. Another police officer said that a preliminary probe conducted so far suggests that Bhat used to be in Delhi for six months a year and was employed by a Lajpat Nagar-based businessman who used to sell Kashmiri shawls at Dilli Haat. 'He used to stay in the ground floor of the accommodation of his employer.' On the morning of 27 May, Bhat had allegedly called his employer seeking Rs 50,000 for shopping for his sister's wedding. After agreeing, the employer asked him to return to his accommodation. However, he did not go there and instead went to a hotel in the national capital but not before buying four strips of Tapentadol for Rs 2,000 from a chemist that he used to visit regularly, the police officer has said. 'Between December last year to May, he has bought Tapentadol, a well-known opioid worth Rs 29,000 from the same shop. He did not stay at his usual accommodation but instead proceeded to stay at a hotel after acquiring the drug,' said another police officer. Police officers said that Bhat's sister called him on the afternoon of 28 May, but he did not take the call. But he messaged her on Whatsapp to tell her that the police had beaten him up 'because he was Kashmiri' and taken his Aadhaar card. 'Shortly after, he said that he was in a hotel,' the officer said, adding there was CCTV footage from the hotel confirming his presence at the time he claimed he was with the Dehi Police. 'Later that night he also had to break open his room door as he had lost his key. Even that incident has been captured in the CCTV footage,' he added. The cause of death has been suspected to be encephalopathy due to drug abuse and 'altered sensorium due to drug intoxication', the police officer further said. Sources said that around 25 people who had gathered around him in Lajpat Nagar area before he was taken to hospital by Delhi Police PCR van have confirmed his status at the time the police arrived.
