MP instructs UUDA to clear pending files related to single layout plans within fortnight
Udupi-Chikkamagaluru Member of Parliament Kota Srinivas Poojary, on Saturday, instructed the Udupi Urban Development Authority (UUDA) to clear pending files related to single layout plan approvals within a fortnight. Presiding over a meeting at the Udupi Deputy Commissioner's office in Manipal, Mr. Poojary said that applicants have complained to him that UUDA is delaying the clearance of their files, making it difficult for them to construct their houses and other buildings. 'Notwithstanding government guidelines to approve such layouts having a six-meter setback from roads, thousands of applications remain pending due to negligence,'' he said. The MP stressed the need to eliminate middlemen from the process and ensure a people-friendly approach. Udupi MLA Yashpal Suvarna said that over 11,000 applications seeking approval for layout plans are stuck at UUDA, and it should clear them fast. Kundapur MLA Kiran Kumar Kodgi noted that applicants from far-off places like Kundapur and Byndoor are forced to visit the UUDA office repeatedly. 'Officials must act swiftly, keeping public inconvenience in mind,'' he urged. Kaup MLA Gurme Suresh Shetty said that the delay is damaging the reputation of the elected representatives, as people are pointing fingers at them. Additional Deputy Commissioner of Udupi Abid Gadyal instructed the authority to process applications backed by gram panchayat recommendations without delay, especially for those travelling long distances. Following a detailed discussion, the UUDA's Assistant Director assured that all pending files would be cleared within 15 days, after obtaining Public Works Department's clearance and adhering to the six meter road margin rule.

Pushing steel bridge over railway line for Indrali RoB in Udupi complete
The National Highways division of Karnataka Public Works Department achieved a major milestone, albeit with much delay, after it installed a bow string steel bridge atop the Mangaluru-Mumbai railway line at Indrali in Udupi for the additional Railway Over Bridge on Malpe-Tirthahalli National Highway 169A on May 13. Pushing the structure atop the railway line using hydraulic jacks began on May 12 morning with the task getting completed in about 36 hours. The Konkan Railway Corporation Limited gave periodical line and power blocks to facilitate pushing of the structure on the girders placed over bridge cribs. The NH-PWD has commenced lowering the steel bridge by removing bridge cribs gradually to bring the structure to the road level. Both the ends of the steel bridge would be placed on concrete embankments on the sides of the railway track, said a senior NH-PWD engineer. The process might take about 8-10 days, he added. Once the bow string steel bridge is securely placed at its location, the department would put concrete on the bridge surface. The additional RoB between Udupi and Manipal should be ready to take vehicular traffic before the end of May, the engineer added. The department used hydraulic jacks, girders and rails atop the cribs to push the 12 metre wide, 58 metre long and about 476-tonne pre-assembled bridge inch-by-inch. SoS to Railway Minister Sensing an abnormal delay from KRCL in permitting pushing of the structure despite the Research Design and Standards Organisation (RDSO) of the Indian Railways certifying the structure, Udupi-Chikkamagaluru MP Kota Srinivas Poojary had on May 10 petitioned Railway Minister Ashwini Vaishnaw to intervene. Thereafter, KRCL permitted pushing of the structure on May 12. As the additional RoB construction on the busy Udupi-Manipal four-lane road was being delayed since 2018, Mr. Poojary feared that the work might get further delayed if the rains start. He stayed at the location on May 12 night to oversee the work. The Indrali stretch of NH169A had become an accident-prone spot with the general public and organisations coming down heavily on the administration for the enormous delay in completion of the additional RoB.

Udupi-Chikkamagaluru MP tells officials to execute drinking water projects on priority basis
Udupi-Chikkamagaluru Member of Parliament Kota Srinivas Poojary on Tuesday, May 13, directed officials concerned to execute Rashtriya Jal Jeevan Mission (RJJM) project to provide drinking water in rural areas scientifically and on priority basis. Chairing the District Development Coordination and Monitoring (Disha) Committee meeting at Rajatadri, the district office complex in Manipal, Mr. Poojary asked forest department officials to positively respond whenever there was a requisition to lay pipeline through forest areas for the Jal Jeevan Mission. Even other drinking water projects should be undertaken on priority basis, the MP said. Asking Taluk Panchayat executive officers to monitor the work and resolve issues if any, Mr. Poojary said officials concerned would be held responsible if substandard works were found to have been executed. He said officials concerned should properly implement schemes and programmes brought out by the central government for the benefit of the general public. Mr. Poojary told officials to give special attention to Koraga tribes people living in over 182 settlements on forest fringes. He said housing projects for their benefit should be accelerated and if need be, help from private organisations should be availed of. Government schemes, including ration cards, Aadhaar cards, Ayushman cards etc., should be provided on their doorsteps, he said. The MP asked officials to speed up land acquisition for widening the Malpe-Hebri stretch of National Highway 169A to complete the project at the earliest. In all, the district has received ₹1,412 crore funds for NH projects this year, he said. He wanted speeding up of fishing harbour project at Hejmady and coastal berth projects at Hangarkatta, Gangolli and Maravanthe. Wherever necessary, foot bridges should be built under the Mahatma Gandhi National Rural Employment Guarantee Scheme. Expressing concern over the deteriorated condition of concrete roads built under the Gram Sadak scheme within six to seven years as against 15-year life, Mr. Poojary asked officials to issue notices to contractors concerned and get the affected roads restored. On the occasion, the MP launched Appe Midi pickle produced by Sanjeevini women SHG of Amasebail and artificial ornaments produced by Sanjeevini women SHG of Hallihole. MLAs Yashpal Suvarna, Gurme Suresh Shetty, A Kiran Kumar Kodgi and Gururaj Gantihole, Deputy Commissioner K Vidyakumari, Zilla Panchayat CEO Prateek Bayal and others were present.

Pushing steel bridge over rail line for RoB begins in Udupi after SoS by local MP
After Udupi-Chikkamagaluru MP Kota Srinivas Poojary sent an SoS to Railway Minister Ashwini Vaishnaw on May 10 regarding the inordinate delay in permitting pushing of the bow-string steel bridge structure for construction of the additional Railway Over Bridge (RoB) at Indrali in Udupi, the rail authorities began facilitating the work on May 12. On May 10, Mr. Poojary posted on X: 'Urgent attention needed for Indrali Railway Overbridge in Udupi district, Karnataka! Despite readiness for girder installation & inspection by #KonkanRailway Chief Engineer, permission is being delayed. Rain could further complicate matters. @AshwiniVaishnaw #RailwayInfrastructure.' On May 12, the MP told The Hindu that the Research Design and Standards Organisation (RDSO) of the Indian Railways had inspected the bow-string steel bridge structure. TDSO approved installation on May 11 night, following his SoS to the Minister. The Konkan Railway Corporation Limited (KRCL) would start providing line and power blocks to restrict train movement on the section from 11.30 a.m. onwards at regular intervals, thereby facilitating pulling of the structure over the Mangaluru-Mumbai railway line, he said. Pushing began on April 17 The National Highways Division of the Karnataka Public Works Department was executing the project. It had commenced pushing the girder on April 17 from Manipal-end after KRCL engineers tested the structure. The RDSO conducted the statutory inspection in April last week, and was satisfied with the structure, according to a NH PWD senior engineer. However, KRCL did not allow pushing of the structure over the railway line stating that it had not received certified copies of the RDSO certification. This abnormal delay angered the Udupi-Chikkamagaluru MP, prompting him to send the SoS, the engineer said. A fortnight's work While the pushing gets completed in about a day, lowering the structure would take about a week followed by concreting the bridge surface, the engineer said. In all probability, the additional RoB should be ready by the end of May, he said. The department is using hydraulic jacks, birders and rails atop the girders to push the 12-metre wide, 58-metre long and about 476-tonne pre-assembled bridge inch-by-inch.

Poojary asks industrialists in Udupi district to employ local candidates on priority
Udupi-Chikkamagaluru MP Kota Srinivas Poojary on Monday, April 28, asked industrialists in Udupi district to employ local people on merit basis in their enterprises. Chairing a meeting on employment to local people in industries at Rajatadri, district office complex in Manipal, Mr. Poojary said Group A, B, and C posts in industries should be filled on merit-basis giving priority to local candidates as per the Sarojini Mahishi report. This priority to local candidates should be not less than 65% of total posts available, he said. As far as Group D posts are concerned, all posts should be filled by local candidates only, he pointed out. While some industries claim that local candidates do not come forward for Group D posts forcing them to employ people from other States, adequate publicity should be given at gram panchayat level to inform about availability of vacant posts, the MP said. Deputy Commissioner K. Vidyakumari said there is a trend among the youth migrating to other places in search of jobs. This might result in lack of care for the elderly population. If the industries do not give preference to local candidates who know to speak, read and write Kannada, the administration would have to enforce the rule in that regard strictly, she said. The Deputy Commissioner also told entrepreneurs to display names of their firms boldly in Kannada (not less than 60% of the space) followed by other language. Violation attracts fine, she said adding product packages too should contain information in Kannada. Ms. Vidyakumari asked general public to inform jurisdictional police stations if they find Bangladeshi citizens working in any industry in the district. Joint director of industries Nagaraj V. Nayak, district small industries association president Harish Kundar and others were present.
