
Europe's carbon capture and storage strategy off to a rocky start
The European Union is betting on carbon capture and storage (CCS) to decarbonise heavy industrial emitters.
The bloc has set ambitious capacity targets to that end: 50 million tonnes of CO2 annually by 2030, rising to 280 million tonnes in 2040. But this will require a huge scaling up.
CCS involves capturing CO2 from industrial emitters or power factories, liquefying it, and transporting the CO2 via pipeline, trucks or ships before storing it underground in depleted oil or gas reservoirs or saline aquifers.
Today, there are only five operational CCS projects in Europe, capturing a total of2.7 million tonnes of CO2 (MtCO2) each year. Of this,1.7 MtCO2 (63 per cent of the total) is for natural gas processing in Norway, which is outside of the EU.
So the strategy requires building a complex infrastructure network from scratch at significant cost. The European Commission has said Europe might need 19,000 km of CO2 pipelines by 2050 to meet this target.
These plans could cost taxpayers up to €140 billion by 2050, according to the Institute for Energy Economics and Financial Analysis.
But a joint investigation by several European newsrooms shows that recurring problems with high costs and technical issues are already threatening the success of three major CO2 transport and storage projects receiving EU support.
This questions the feasibility of the current EU climate strategy which heavily relies on carbon capture and storage, a technology favoured by oil and gas companies but which has largely historically failed to meet targets.
As of 2023, governments and corporations had spent over $83 billion (€73bn) on CCS projects globally, according to Bloomberg. But that same year, the technology only captured around 0.1 per cent of global emissions.
For Europe to reach its targets, capacity will need to expand dramatically. In its most recent round, 40 per cent of Emissions Trading System (ETS) revenues to the Innovation Fund were awarded to carbon capture storage and utilisation projects. The ETS is a major funding program for low-carbon technology financed by the bloc's cap-and-trade system for greenhouse gas emissions.
This 'one-track' focus could mean other decarbonisation tools - such as expanding clean energy and improving energy efficiency - are potentially being sidelined, according to a report by the World Wide Fund for Nature (WWF).
One example is cement, where Innovation Fund grants in all but one case support CCS to reduce emissions, rather than investigating means to reduce CO2 in the industrial process directly.
As part of a joint investigation by IRPI, Follow the Money, L'Humanite and Mondiaal Nieuws, we looked at three projects supported by the EU.
The projects analysed - Northern Lights in Norway, Pycasso in France, and Callisto in France and Italy - were only three of 14 projects selected by the European Commission as Projects of Common Interests (PCIs), but they point to issues facing efforts to scale CCS across the continent.
Northern Lights in Norway, which expects to start operating this year, is run by three fossil fuel companies: Total Energies from France, UK-headquartered Shell, and Equinor, which is majority owned by the Norwegian state.
It plans to store 1.5 million tonnes of emissions within a few years, starting with emissions from fertiliser producer Yara, Danish energy company Orsted and cement company Heidelberg Materials.
But an investigation published in Follow the Money shows the project will face prohibitive costs and shipping capacity issues.
Northern Lights will rely on two specially designed ships which will collect and transport liquefied CO2 captured by polluters in Denmark, the Netherlands and Norway. It will then be shipped to the port in Øygarden – located west of the city of Bergen – and pumped via a 100-kilometre pipeline into geological reservoirs under the seabed in the North Sea, where it is intended to be stored permanently.
Transporting and storing one tonne of CO2 under phase one of the Northern Lights project would have an average cost of $145 (€128), according to data analytics company Wood Mackenzie.
In addition to these expenses, there is the cost of capturing CO2 on-site, which differs by industry. Estimates from the International Energy Agency (IEA) suggest average costs per tonne of $30 (€27) for ammonia, a compound primarily used in fertiliser production.
Under these estimates, Yara might have to pay between $140 to $202 million (€123 to €178 million) every year to reach its targets to reduce only a proportion of emissions from one site. That's a significant amount for a company that posted $229 million earnings before interest, taxes, depreciation, and amortization in Europe last year.
Northern Lights faces other challenges. The project will rely on ships to transport CO2, but specialised boats are required to transport CO2, and with only two such ships built and available, the project will likely struggle to meet its own targets. Each ship can only carry 8,000 tonnes of CO2 per trip.
Under existing contracts, Northern Lights will receive 1.63 million tonnes each year to store.
Northern Lights has now commissioned two further liquefied CO2 ships which are due to be completed in 2026, though it is not clear when they will start transporting emissions. Even with all four ships in service, more will be needed soon as the project expands, the investigation found. Any delays from bad weather or technical difficulties with ships will further jeopardise the project's ability to meet targets.
Transporting CO2 either by ship or pipeline raises further issues. Unlike natural gas, CO2 becomes corrosive when mixed with water. The ship's storage tanks need to be cleaned with dry CO2 gases to avoid any contamination with humid air, every time after unloading.
Another project, Callisto, which aims to transport CO2 from industrial emitters in France to a storage site off Italy's Adriatic coast, faces similar issues.
Callisto, a joint venture by Italian energy multinational Eni, infrastructure company Snam and Air Liquide, a French company providing oil and gas services, aims to create the largest multimodal carbon capture and storage network in the Mediterranean.
The project seeks to create a complete supply chain for the capture, transport and storage of carbon in southwestern Europe.
But while Callisto plans to transport CO2 from industrial clients in Italy via pipeline, emissions from French companies will be transported via ship from southeastern France circumventing the Italian peninsula to the Adriatic, Irpi media reported.
The construction and maintenance of dedicated infrastructures, such as pipelines and ships, along with transport and capture costs, represent a significant investment.
The current price paid by polluters under the Emissions Trading System (ETS) is around €80 per tonne, too low to justify a business case for companies to pay for CCS. "Even with equal unit capture costs, transport from very distant sources would have prohibitive costs, difficult to reconcile with the current values of ETS certificates," Roberto Bencini, an expert on CCS for the European Commission, told IRPI media.
ETS prices are not just low but also volatile, meaning transport costs could quickly make storage costs prohibitive, putting the profitability of projects at risk.
'The problem is more so that the price is volatile. So no one's going to make an investment for 15 years unless they have some form of a guarantee of what the price is going to be,' says Eadbhard Pernot, Secretary-General of Zero Emissions Platform (ZEP) initiative, which includes many oil and gas companies involved in European CCS projects.
Those projects which have gone ahead rely on carbon contracts for difference - agreements where a government contracts with a company to guarantee a specific carbon price over a set period for a low-carbon project - says Pernot.
Finally, France's Pycasso project shows a different, but equally pressing issue for CCS infrastructure.
By storing CO2 closer to industrial emitters, Pycasso pursued a strategy that could have lowered costs. But the project was abandoned last year because of local opposition: as one MP told L'Humanite, Pycasso would have threatened the 1,700 jobs at the existing gas field in Lacq, while creating only around 80 new jobs.
For CCS advocates, the economic challenges facing CCS are a sign it should receive more public money. 'We are trying to get a new technology up and running on a commercial scale. And there are risks here which the private sector will probably not take, unless governments agree to provide some sort of de-risking support,' says Chris Davies, head of CCS Europe.
But critics argue Europe risks betting on CCS as a miracle solution at the expense of harder choices about resource use and changing patterns in industrialisation.
'It's an example of how we are relying above all on technology to reduce emissions. That can't be the only solution. It can be part of the packet, but it should not have the emphasis it is receiving right now,' Maury says.
With issues around economic viability and feasibility issues, some fear the focus on CCS could distract from meaningful climate action.
'The biggest risk with CCS is we waste a decade and however many billions of euros not doing climate action that we know would work,' Rachel Kennerley of the Center for International Environmental Law told Euronews Green.

Tariffs: Commission strengthens imports monitoring amid fear of trade
The European Commission presented on Thursday a new system for monitoring imports arriving in the EU based on customs data. It should be complemented by member states and EU industries' data to identify import surges coming from foreign countries following US tariffs affecting global trade. 'Recent turbulence in the global trading system has increased the risk of harmful trade diversion - products diverted from high tariff markets could find their way to Europe,' EU trade commissioner Maroš Šefčovič said, adding: "With this new import surveillance tool we are boosting our capacity to protect our own interests and stop surges in imports diverted to our market." On 7 April the Commission announced the creation of a task force to monitor variations in imports of products arriving in the EU since 1 January 2025. The biggest fear concerns diversion of products coming from China. At the peak of trade confrontation between the US and China in April, Washington imposed tariffs of up to 145% on Chinese goods. However, the two economic giants reached a truce in May, lowering these duties on Chinese products to 30%. According to the latest figures from Chinese customs, exports from China to the EU increased by 8.2% in April 2025 compared with April 2024. At the member state level, exports to Germany rose by 20.4% over the same period, while the Netherlands saw an increase of 5.6%, Italy 4.7%, and France 2.6%. In the meantime, Chinese exports to the US have fallen by 20% over the same period. The data also showed a surge in Chinese exports to South-East Asian countries, with Thailand up 28% and Indonesia up 37%. To defend itself from excessive trade diversion, the Commission can resort to safeguards, which enable the EU to limit temporarily imports of a product when they might cause market distortion. It can also impose anti-dumping duties if a foreign country exports a product at a lower price than the price on its domestic market. Trade expert Simon Evenett, from the St Gallen Endowment for Prosperity Through Trade, in Switzerland, compiled data showing accelerating price falls between January and April 2025 for Chinese automotive and petroleum products, and prices starting falling over the same period for medicines and ships exported by China across the globe.

Migration past crisis but still a big issue, says agency chief
Europe is past the worst of its peak migration flows but cannot afford to calm its efforts to deal with the issue, the head of the International Centre for Migration Policy Development (ICMPD) has told Euronews in an interview. The ICMPD is an international organisation that supports governments and institutions in developing and implementing long-term strategies to manage and govern migration. "We're not in an exceptional situation anymore,' said Michael Spindelegger, reflecting on the peak migration flows of 2015–2016 in the Vienna office of the agency, adding: 'But with nearly one million asylum applications again last year, we can't afford to calm down.' Despite a big drop in irregular migration to the EU this year, migration remains a thorny political issue in many countries. Michael Spindelegger, a former MEP from Austria, has been in charge of the ICMPD for almost a decade, told Euronews the EU is still in need of a 'balanced and creative' approach to migration policy. Spindelegger expressed support for emerging migration models, such as Italy's controversial plan to process asylum seekers in Albania—an initiative he described as 'innovative' and legally distinct from the UK's Rwanda scheme. 'The key difference is Italy remains responsible. It's their authorities running the process,' he said. 'If this works, it could be a model for other European countries.' Asked about proposals from countries like Denmark that have seen the country come up against the European Convention on Human Rights, Spindelegger was open. 'Everyone is invited to explore intelligent, modern ways of handling migration,' he said. To curb irregular migration, Denmark has deployed a mixture of policies from paying migrants to return to their home countries to the so-called "ghetto law" that aims to limit the concentration of ethnic minorities in certain neighbourhoods. Denmark and Italy published an open letter -backed by a handful of other EU nations - criticising the European Court of Human Rights for going "too far" in interpreting the law on migration matters. The recently ratified EU Migration and Asylum Pact—years in the making—has sparked division among member states, with Hungary, Poland, and the Netherlands voicing strong opposition. Still, Spindelegger called the pact a 'big step forward', dismissing claims that it's falling apart. 'There is always opposition in Europe. The fact that we reached a breakthrough after so many years of deadlock is a success in itself,' he noted. He emphasised that national initiatives like Italy's do not conflict with the pact, which is primarily about streamlining asylum procedures and strengthening border controls. On the contentious issue of returning migrants to countries deemed 'safe', Spindelegger highlighted the complexity of the debate—particularly in relation to Syria. 'It depends very much on developments on the ground,' he said. 'In parts of Syria, especially along the Mediterranean coast, conditions might be improving, but we need real guarantees for minority protection.' He urged EU states to engage directly with Syrian authorities before any broader policy shifts, warning against premature decisions. EU ministers will meet in Luxembourg next week for talks on migration and asylum. Syria's new government has agreed to give UN inspectors access to suspected former nuclear sites immediately, the director general of the International Atomic Energy Agency (IAEA) has said. Rafael Grossi confirmed the development after talks with Syria's interim President Ahmed al-Sharaa and other officials in Damascus. The UN agency's aim is "to bring total clarity over certain activities that took place in the past that were, in the judgement of the agency, probably related to nuclear weapons", Grossi said. He described the new Syrian government as "committed to opening up to the world, to international cooperation", and expressed hope that the inspection process could be completed within months. In 2024, an IAEA team visited some sites of interest while former President Bashar al-Assad was still in power. Since al-Assad's fall in December, the IAEA has been seeking to restore access to sites associated with Syria's nuclear programme. Under the former dictator's rule, Syria is believed to have operated an extensive clandestine nuclear programme, which included an undeclared nuclear reactor built by North Korea in the eastern province of Deir el-Zour. The IAEA described the reactor as being "not configured to produce electricity," raising the concern that Damascus sought to construct a nuclear bomb there by producing weapons-grade plutonium. The reactor site only became public knowledge after Israel destroyed the facility in airstrikes in 2007. Syria later levelled the site and never responded fully to the IAEA's questions about it. Grossi said inspectors plan to return to the reactor in Deir el-Zour as well as to three other sites. A miniature neutron source reactor in Damascus and a facility in Homs that can process yellow-cake uranium are among the sites under IAEA safeguards. While there are no indications that there have been releases of radiation from the sites, Grossi said the watchdog is concerned that "enriched uranium can be lying somewhere and could be reused, could be smuggled, could be trafficked". He said al-Sharaa, who has courted Western governments since taking power, had shown a "very positive disposition to talk to us and to allow us to carry out the activities we need to". Apart from resuming inspections, Grossi said the IAEA is prepared to transfer equipment for nuclear medicine and to help rebuild the radiotherapy, nuclear medicine and oncology infrastructure in a health system severely weakened by nearly 14 years of civil war. "And the president has expressed to me he's interested in exploring, in the future, nuclear energy as well," Grossi said. A number of other countries in the region, including Saudi Arabia, the United Arab Emirates, Egypt and Jordan, are pursuing nuclear energy in some form. Grossi said Syria would most likely be looking into small modular reactors, which are cheaper and easier to deploy than traditional large ones.

Greenpeace activists charged with theft of Macron waxwork
The pair have now been released, but their lawyer, Marie Dose, said the activists, a man and a woman, spent three nights in a cell in "absolutely appalling conditions". "I found out this morning that I was going to be charged," one of the charged activists, who did not wish to be named, told AFP. "I find it a bit much, all this for exercising my freedom of expression in France." On Monday, several activists stole a 40,000-euro statue of Macron from the Grevin Museum and placed it in front of the Russian embassy. On Tuesday they placed Macron's double outside the headquarters of French electricity giant EDF to protest France's economic ties with Russia. They stood the statue on its feet and put next to it a sign reading "Putin-Macron radioactive allies". The waxwork, estimated to be worth 40,000 euros ($45,500), was handed over to police on Tuesday night. The pair were detained on Monday. On Thursday they were brought before an investigating judge and charged as part of a judicial inquiry into "the theft of a cultural object on display", the Paris prosecutor's office told AFP. Jean-Francois Julliard, head of Greenpeace France, said that the detained pair were people who drove a truck during the protest in front of the Russian embassy, and not those who "borrowed" the statue from the museum. - 'Tool to deter activists' - The activists' lawyer condemned authorities for detaining and later charging them. "I don't understand this decision to open a judicial investigation, as the Grevin Museum clearly stated that there was no damage," said Dose. "Increasingly, the justice system is becoming a tool to deter activists from exercising their freedom of expression and opinion," she added. The Grevin Museum filed a complaint on Monday but subsequently took the matter in good humour. "The figures can only be viewed on site," it said on its Instagram feed. Speaking earlier, Dose denounced the detention as "completely disproportionate", saying they had spent three nights in a cell. The lawyer condemned the "deplorable" conditions in which the two activists were being held, "attached to benches for hours and dragged from police station to police station". One activist spent the night without a blanket and was unable to lie down because her cell was too small, the lawyer said. "The other had to sleep on the floor because there were too many people in the cell," she added. The lawyer argued that "no harm resulted from the non-violent action", insisting that "all offences" ceased to exist once the statue has been returned to the museum. The activists managed to slip out through an emergency exit of the museum by posing as maintenance workers. France has been one of the most vocal supporters of Kyiv since Russia invaded Ukraine in February 2022. Macron has taken the lead in seeking to forge a coordinated European response to defending Ukraine, after US President Donald Trump shocked the world by directly negotiating with Russia.
