DBKL received more than 1,000 complaints on abandoned vehicles from January to May, says Dr Zaliha
The Minister in the Prime Minister's Department (Federal Territories) said the derelict vehicles have not only become an eye sore affecting the city's image but also impacts cleanliness, safety, and public comfort.
"Between January and May this year, DBKL received a total of 1,009 public complains related to abandoned or dilapidated vehicles.
"Of this, 992 complains were successfully resolved with remaining 17 cases still under investigation for further action," she said when replying to a question raised by Fong Kui Lun (PH-Bukit Bintang) in the Dewan Rakyat on Thursday ( (July 24).
She said that DBKL's observations showed that this issue is becoming more urgent as more vehicles are being left unclaimed.
"This is especially common in cases where the owner has passed away without any acting heirs, vehicles left unclaimed at workshops, or vehicles kept by certain individuals for sentimental reasons," she said.
She added that these abandoned vehicles were located in all 11 parliamentary constituencies in Kuala Lumpur, with the highest number recorded in Segambut with 163 complains.
This was followed by Seputeh (143) and Setiawangsa (113) and the Bukit Bintang area with 81 complaints, she added.
Dr Zaliha DBKL's enforcement department is tasked with dealing with these vehicles by transporting them to three designated depots specifically established for storage and disposal purposes.
The combined capacity of all three depots is 3,100 vehicles, and as of now, 1,945 vehicles have been placed in them, she added.
She said that 1,504 vehicles are stored at the Taman Connaught Depot, which has a capacity of 1,600 vehicles.
She said the depot serves as the main centre for DBKL's management of dilapidated vehicles.
Among the improvements currently being undertaken by DBKL is to speed up the disposal process for unclaimed vehicles through gazetting.
However, Dr Zaliha said that the gazetting also requires some time to ensure the rightful owner or heir will not reclaim the vehicle before disposal.
She said that the Road Transport Department (JPJ) had also introduced a new facility called the e-Dereg system, which allows vehicle owners to cancel their vehicle registration online through JPJ's digital platform.
She said that the vehicle can then be sent to an Authorized Automotive Treatment Facility (AATF) which will bear the cost of towing and disposal.

JPJ to confiscate commercial vehicles of companies employing foreign drivers
GOMBAK: The Road Transport Department (JPJ) will enforce strict action including confiscating vehicles owned by companies and licensed operators that employ foreigners to drive commercial vehicles, effective on Thursday (Aug 7). JPJ's Senior Director of Enforcement Muhammad Kifli Ma Hassan said the action involves lorries, public service vehicles (PSV) and tour (sightseeing) buses that use foreign drivers. According to him, based on current regulations, foreigners are not allowed to hold a Vocational Licence such as Goods Drivers Licence (GDL) or Public Service Vehicle (PSV) and any violation is a serious offence. "In this case, enforcement action can be taken according to Sections 22, 41, 57 of the Land Public Transport Act (APAD) 2010 for violating permit conditions and Section 80 of APAD 2010, which is that officers can seize and take to court to forfeit the commercial company's vehicle if found guilty," he said at a press conference at the JPJ Enforcement Station here on Thursday. He said the action follows an increasing trend of companies and licensed operators employing foreigners for around RM2,500 a month, as well as drivers with repeated offences. As of July this year, the JPJ had issued 2,733 summonses against foreigners driving commercial vehicles - involving 2,551 cases of no GDL, 93 cases or no PSV and 89 cases of overloading. "Licensed companies and operators in the transport industry are urged to always comply with the regulations set and ensure that every employee hired has valid documents and qualifications. "Continuous inspection and monitoring operations in collaboration with other enforcement agencies and uncompromising firm action will be taken against any party found to be violating any Act 333 of the Road Transport Act 1987 (suspension or endorsement/penalty points on driving licence), Act 715 of the APAD 2010 and other related acts," he said. Meanwhile, in an operation in Selayang yesterday, JPJ identified a foreign lorry driver who was using a fake MyKad and fake driving licence. "Further checks found that the identity card and Competent Driving Licence (CDL) as well as the Goods Vehicle Licence (GDL) were all fake... this issue of forged documents is a serious offence," he said, adding that his party would investigate the syndicate involved in issuing the fake licence. In a separate case, an Indonesian lorry driver was also arrested in Sungai Pusu, Gombak for driving without any documents and handed over to the KL Immigration Department (JIM) for further action. 1,000 B40 students in Kelantan get free motorcycle licences
KOTA BHARU: The Road Transport Department (JPJ) is enhancing ties with public universities through the MyLesen B2 initiative to assist B40 students in securing valid motorcycle licences. JPJ Deputy Director-General Datuk Jazmanie Shafawi stated the programme, launched in February, reduces financial strain on low-income students while boosting road safety awareness. 'In Kelantan, 1,000 students from seven public institutions received free Class B2 licences in the first phase,' he said. The second phase, running from August to November, offers 650 slots for Kelantan students as part of a nationwide 10,000 allocation. 1,000 B40 Students In Kelantan Receive Free Motorcycle Licence
KOTA BHARU, Aug 7 (Bernama) -- The Road Transport Department (JPJ) is strengthening collaboration with public institutions of higher learning (IPTA) through the MyLesen B2 Programme to help students from B40 families obtain valid motorcycle licences. JPJ Deputy Director-General (Planning and Operations) Datuk Jazmanie Shafawi said the programme, which began in February, aims to ease the financial burden on B40 students and raise road safety awareness among young people. 'In Kelantan alone, 1,000 students from seven IPTAs have received free Class B2 motorcycle licences under the first phase of this programme. For the second phase, from August to November, 650 slots are allocated to public university students in Kelantan, out of 10,000 nationwide, as announced by the Minister of Transport on July 10," he said after the MyLesen B2 licence handover ceremony for 1,000 public university students at Politeknik Kota Bharu today. IPTAs involved in the first phase include Politeknik Kota Bharu, Politeknik Jeli, GiatMARA Kelantan, Jeli Community College, Kok Lanas Community College, Pasir Mas Community College, and Pasir Mas Advanced Skills College, working with 15 driving institutes statewide.
