Kerala chief minister seeks central legislation to end wildlife attack
Kozhikode: Chief minister Pinarayi Vijayan said on Saturday that legislation by the central govt was necessary to prevent wildlife attacks that threaten human life. He stated that it was the Congress-led central govt that introduced the amendment in 1972, providing protection to animals.
The current central govt stands as the protector of that law. Therefore, both the Congress and the BJP, which governs the country today, share responsibility for wildlife attacks.
Vijayan added that the central govt had not yet approved the package submitted by the state to prevent wildlife attacks. However, Kerala was doing everything possible in this matter and would continue to do so, he said. He was speaking at a rally organised by the LDF in Edakkara as part of the Nilambur byelection campaign.
He mentioned that population control in the country applies only to humans, not to animals, and it was the 1972 law which is the reason for this. Under this law, animals have complete protection and they cannot be harmed. As it is a central law, states cannot amend it; they can only request Centre to do it. We continuously make this request, but each time, the central ministers respond with a refusal. This is disappointing.

Congress should be willing to raise a similar demand for amending the central law.
Laws should change with the times. In other countries with forests and wildlife, hunting is permissible, and therefore, the number of animals there is decreasing, he said. He added that Kerala has prepared a special package that includes a comprehensive plan to prevent forest and wildlife attacks. These projects require significant financial resources, so central assistance is necessary, he said.
The chief minister said the UDF's insulting remark calling the welfare pension a bribe reveals its attitude towards the poor. The LDF govt cleared 18 months' pension arrears and also increased the pension amount. The UDF criticizes the timely monthly pension payments to the poor as a bribe. Regardless of the UDF's allegations, the LDF govt would not back off from such welfare measures, he added.

Karnataka: Of stampede, politics and a caste census
If that was the case, how did a legal provision, which rendered a report, prepared by spending over Rs 165 crore, redundant go unnoticed all these years? That is not clear. Rejecting a report for its findings is one thing but letting it become redundant due to authorities' inaction is another! In any case, it is a major relief for Congress as the data from the 2015 SES could have put the party on a collision course with the dominant communities, Lingayats and Vokkaligas. However, the sudden change in the party's stand is seen as a temporary setback for Siddaramaiah. He had commissioned the 2015 survey during his first tenure as CM, from 2013-18. Now, as the government prepares for a fresh survey it should ensure that all communities are taken into confidence about its intent and process. It should not descend into yet another tool for politics or create social fissures on caste lines. While the politics over the caste census will go on, the State Government should not dodge its responsibility to do justice to victims of the stampede. It must introspect on the tragedy that exposed the shortcomings in the system. By the government's admission, the police failed; the CM was not informed for over two hours after the tragedy, and the event at the stadium was illegal as no formal permission was obtained. But, merely blaming the Bengaluru police and pointing fingers at others does not absolve the government of its responsibility. It also points to the failure of the overseeing mechanism of the state administration. If there was no permission for the event at the stadium, why did the DyCM participate in it? Why cricket fans were invited to be part of the celebrations there? Now, over 10 days after the stampede, the blame game continues. The BJP-JDS are blaming the political leadership, and the government faults the organisers. Congress is citing similar tragedies in other states to respond to opposition demands for CM's resignation. It is better to keep politics aside and make earnest efforts to ensure that accountability is fixed and that the victims' families get justice. As the government gets busy with the caste census and the politics surrounding it, it should not lose sight of those who lost their dear ones, many of them ardent fans who rushed to the stadium to be part of the celebrations of RCB winning the trophy after 18 long years. They trusted the state to have taken adequate measures for their safety. If those responsible for the stampede are not held accountable, if this concludes as yet another episode of political slugfest and buck-passing, it will bring disrepute to the state. Further, citizens will lose faith not just in the government, but in systems of governance and administration.

Fresh socio-educational survey win-win for CM Siddaramaiah, DCM Shivakumar
BENGALURU: The fresh Socio-Educational Survey, including a caste census, has created a win-win situation for both Chief Minister Siddaramaiah, for obliging the Congress high command, and Deputy Chief Minister DK Shivakumar, as the latter safeguarded his integrity as a Vokkaliga leader. With the Congress government declaring a fresh caste survey, by dropping the Socio Economic Educational Survey(SES-2015), which lapsed after 10 years, Shivakumar, apparently, has emerged strong. He was a signatory to the community's demand for the fresh survey. After Thursday's Cabinet decision, the members of the Vokkaligara Sangha honoured him. But Siddaramaiah, obliging the high command for a fresh survey in the interest of the party, has equally emerged stronger to consolidate his position and is unlikely to step down until the caste census and SC internal quota implementation, according to the legislators who are his sympathisers. Siddaramaiah had reportedly asserted that the SES-2015 will be implemented and managed to get the report with recommendations tabled in the Cabinet. He had promised to fulfil the aspirations of the backward classes to the extent of receiving the report (but could not get it accepted by the cabinet), but was forced to drop the report following the high command's instructions. He is likely to continue his grip over the high command to continue in his post until the completion of the fresh Socio Educational Survey and its implementation. He is also owed to implement the internal quota among SC communities for which the census is underway by the Justice Nagmohan Das Commission.

‘Social resistance needed to combat fascism' : CPM general secretary M A Baby
KOCHI: Launching a scathing attack on the RSS and the BJP-led government at the Centre, CPM general secretary M A Baby on Saturday, said that a parallel social resistance alongside direct political struggles is needed to combat fascism. The fight must be carried forward not only through political alliances, but also through activities like arts, literature, drama, and even songs of artists like Rapper Vedan, he said, stressing that cultural expressions are vital to confronting fascist forces and regimes. Baby was speaking after releasing the Malayalam translation of the book 'Being Muslim in Hindu India - A Critical View' by Ziya Us Salam. 'The RSS is spreading false propaganda of cultural nationalism to infiltrate and influence public minds. Even their leader, Madhav Golwalkar, once admitted this in an interview. Those who oppose the RSS and fascism, and those who uphold secular ideals, must come together to engage in efforts of detoxification, particularly through struggles rooted in socio-cultural activities,' said Baby. He also emphasised the need to prevent India from heading toward danger, echoing the concern once expressed by writer Khushwant Singh, who had warned that 'India is in danger.' 'There is a growing alienation of a particular religion, which carries significance both within India and internationally.' He added that Ziya Us Salam's book will help readers understand the realities unfolding around them in a better way. The event was attended by GCDA chairman K Chandran Pillai, Professor M K Sanoo and others.
