China widens kindergarten lead poisoning investigation as central government gets involved

China has expanded the probe into a
kindergarten lead poisoning scandal that has shocked the nation, with the central government getting involved in a rare intervention in a provincial investigation.

On Saturday night the authorities in Gansu said the investigation would be led by provincial leaders working alongside a task force from the State Council, the country's cabinet.
Last week, Chinese media reported that 233 of 251 children at the kindergarten in Tianshui, a second-tier city in the northwestern province,
were found to have abnormal blood lead levels
Parents said local tests had not highlighted that anything was amiss and the problem only came to light when the children were tested in another province.
The local police said on Tuesday that the kindergarten was suspected of using inedible paint to add colour to food and had detained eight people, including the principal.

The provincial investigation team is headed by party chief Hu Changsheng and governor Ren Zhenhe, working alongside other officials, police and party discipline inspectors.
Experts from the national environmental and health ministries and a task force from the state council's food safety commission will also be involved, the statement said.

Shenzhen-based tutorial centre denies offering DSE courses in Hong Kong

A Shenzhen-based tutorial centre accused of offering the city's university entrance examination curriculum in a private Hong Kong secondary school without registration has denied teaching the courses, saying it only acted as an agent to recruit students for the institution. Advertisement Capture Star also said in a statement on Friday that all promotional activities related to the private school were conducted in Shenzhen and not in Hong Kong. On Thursday, the Education Bureau accused Capture Star of recruiting students for its Hong Kong Diploma of Secondary Education (DSE) exam programmes at a private secondary school, Tsung Tsin Middle School in Cheung Sha Wan, without registration. 'Capture Star only acts as an agent for Tsung Tsin Middle School's enrolment and does not hold classes at the school,' the centre said, adding that its 'promotion of Tsung Tsin Middle School is conducted entirely in Shenzhen and no promotional or enrolment activities are conducted in Hong Kong'. But the centre's prospectus for the 2025-26 academic year targeting students in mainland China showed Tsung Tsin Middle School in Hong Kong providing registered student status, school campus and hardware facilities, with Capture Star teaching the DSE curriculum across all subjects, producing learning materials and counselling students on the study pathway. Advertisement Capture Star's statement on Friday said it did not admit any students for the private school after it acted as an admission agent for the school, adding that all those accepted into Tsung Tsin Middle School attended school at the Cheung Sha Wan campus and that teachers were employed by the institution. A promotional message by the centre, which is still currently on Chinese social media platform, RedNote, said it targeted Form Four to Five students with Hong Kong identity cards and those who hope to get into Hong Kong universities or overseas institutions via the DSE, a qualification that is widely recognised worldwide.

Singapore's Shanmugam meets China envoy for bilateral, security talks

Singapore 's Coordinating Minister for National Security K Shanmugam has met China's envoy to the city state Cao Zhongming to discuss security cooperation, with the ambassador posting on social media that both men had 'in-depth exchanges on bilateral relations'. Cao added on his Facebook page on Thursday that he and Shanmugam, who is also Singapore's home affairs minister, had discussed 'law enforcement and security cooperation'. 'Taking the 35th anniversary of our diplomatic ties as an opportunity, I look forward to strengthening our practical cooperation in various fields, and making new progress in our all-round high-quality future-oriented partnership,' the ambassador said. This Week in Asia has contacted Shanmugam's office for comment. Their meeting comes after the Chinese embassy took issue with local media linking cyberthreat group UNC3886 to China last month. Shanmugam had earlier named the group and warned it was attacking local critical infrastructure. UNC3886 has been identified by Google-owned cybersecurity firm Mandiant as a China-linked cyber espionage group, although Beijing's embassy in Singapore has vehemently rejected the claim.

Hong Kong court blocks forger Peter Chan's bankruptcy discharge

A Hong Kong court has temporarily blocked convicted forger Peter Chan Chun-chuen from being discharged from a bankruptcy order imposed on him after he was found to have faked the will of late tycoon Nina Wang Kung Yu-sum and failed to pay HK$28.4 million (US$3.6 million) in legal fees to her charitable foundation. Advertisement Chan, a former feng shui master who claimed to be Wang's lover, would have been automatically discharged from the High Court's bankruptcy order in 2021 if no valid objection had been raised by his creditors before next Tuesday. The trustees of Chan's assets earlier filed a request to the court seeking to maintain the debtor's legal status as bankrupt until his debts are settled. In a letter sent to the trustees on Thursday, the official receiver, which acts as a liquidator and provisional trustee in insolvency cases, requested a short adjournment for the government arm to prepare submissions. Chan was absent from a High Court hearing on Friday. The identity of the trustees was also not revealed during the brief session. Advertisement Master Jack Wong Kin-tong ordered the temporary suspension of Chan's discharge from the bankruptcy order until the court hears further arguments on September 8.
