SCOOP: Liberal city mayor hit with ethics complaint over alleged lavish gifts
FIRST ON FOX: A nonpartisan government watchdog filed an ethics complaint against Washington, D.C., Mayor Muriel Bowser on Tuesday morning.
The complaint by the Foundation for Accountability and Civic Trust (FACT) requests the Board of Ethics and Government Accountability investigate Bowser for allegedly accepting illegal travel and hospitality gifts on high-profile trips to Doha, Qatar, for the 2023 United Nations Climate Change Conference, the Masters Golf Tournament in Augusta, Georgia, and trips to Dubai, Las Vegas, Miami and Mar-a-Lago.
"The basic standard for elected officials is honest transparency, which means following all disclosure laws and willingly answering the public's questions. The mayor's unwillingness to provide basic information about numerous high-profile trips is unacceptable," Kendra Arnold, executive director of FACT, shared first with Fox News Digital.
FACT cited WJLA's investigation into missing records from Bowser's prominent trips, in which they discovered Qatar paid Bowser and four staff members $61,930 to fly to the Middle East in 2023.

"It is not simply the Qatar trip, but a troubling pattern from Mar-A-Lago to Doha to Augusta National – the District has no record of who paid for these trips or what public purpose they served, if there was one at all," Arnold said. "The ethics rules exist to protect against corruption, and when they are ignored, the public's trust erodes. I urge the Board to investigate and enforce the law without delay."

Sanctuary City Mayors To Testify At House Oversight After Ag Bondi Cuts Them Off From Federal Funds
While the Middle East trip should have been disclosed in order to be accepted as a legal donation to the District of Columbia, FACT said in the complaint that there is no record of who paid for the trip.
"When questioned by the press, initially the mayor's office said the trip was paid for by the D.C. Chamber of Commerce. The Chamber said that was not true. Then, the mayor's office said the trip was paid for by the U.S. Conference of Mayors. That was also false," FACT claimed.
Then, in February 2025, the mayor's office requested the trip's expense breakdown, labeled it an "in-kind donation" and sought a "retroactive donation agreement," despite the two years that passed, according to FACT.
"Yet, unbelievably, it wasn't until a reporter's Freedom of Information Act request in March 2025 that this information was publicly revealed—more specifically that Qatar paid more than $61,930 for the trip the mayor's office was now attempting to retroactively describe as an 'in-kind donation.' As of May 2025, the District still does not have a record of Qatar paying for Bowser's 2023 trip," according to the complaint.
Again, citing WJLA's investigative reporting, FACT said the District of Columbia has no expense records for several more trips, including to the Masters Golf Tournament in Augusta, Georgia, and trips to Las Vegas, Miami and Mar-a-Lago.
FACT accused Bowser of violating a "fundamental ethics principle" that prevents corruption and discourages elected officials from accepting bribes and donations.
Under Washington, D.C., law, government officials cannot accept certain gifts, including trips, lodging and transportation. The law allows donations to the district itself if the government entity "uses the gift or donation to carry out its authorized functions or duties."
In that case, detailed and accurate records must be available for "audit and public inspection." Those donations to the district must be "recorded and approved before the donation is used."
"Clearly Mayor Bowser's trip to Qatar qualifies as a gift, and one that elected officials are personally prohibited from accepting. Additionally, this gift would not qualify as a donation made to the District because the donation was not recorded and approved before the donation was used. The District still does not even have a record of it," FACT concluded in the complaint.Original article source: SCOOP: Liberal city mayor hit with ethics complaint over alleged lavish gifts

Oregon track star wages legal battle against trans athlete policy after medal ceremony protest
An Oregon high school track star is speaking out after refusing to stand on the podium with a transgender athlete, saying her protest was about fairness – not hate. 'I just didn't think that it's fair to biological females to allow and encourage biological males to compete among us, not only for myself and the other girl that stepped down, but the girl who should have been on the podium and the girl who didn't even get to go to state because she was beaten by a biological male at districts,' athlete Alexa Anderson said on 'Fox & Friends.' Advertisement 'It is not about hate or transphobia at all. It's about protecting women's rights and their right to fair and equal competition within sports.' Anderson and another athlete named Reese Eckard, who finished in third and fourth place in the Oregon State Athletic Association's Girls High Jump finale, respectively, stood behind the podium during the ceremony because they refused to stand next to the transgender student, Liaa Rose, who placed fifth, according to the New York Post. An official behind the event allegedly told those protesting to 'step aside' and 'get out' of the photos. 3 Reese Eckard and Alexa Anderson protest the girls' high jump medal ceremony at the Oregon State high school championships at Hayward Field on May 31, 2025. America First Policy Institute Advertisement 3 Alexa Anderson speaks out on her legal battle during a recent interview with 'Fox and Friends.' 'I was very shocked and kind of stressed with all the eyes and attention on us, so I complied with what he said, but I am a little bit frustrated that people were angry with us rather than supportive of our movement,' Anderson continued. During the 'Fox & Friends' appearance, Anderson's attorney Jessica Steinmann spelled out the legal action currently in motion, sharing that America First Policy Institute filed a complaint with the US Department of Education to request that they investigate the Oregon Department of Education. 'The law that was meant to protect our girls, Title IX, is now being weaponized against them. On top of that, they are now being sidelined and there's clear First Amendment issues as well,' she shared. The incident came on the heels of a controversy in neighboring California, where trans athlete AB Hernandez won two state titles against female competitors.

Former VB teacher arrested for trespassing, child porn possession, had long history of violations, reprimands
VIRGINIA BEACH, Va. (WAVY) — Joseph Molineaux, the former Virginia Beach City Public Schools P.E. teacher recently charged with trespassing on school grounds and possession of child porn, received at least seven reprimands during his time with the school division. His violations ranged from sending inappropriate texts to a substitute teacher in November 2021 to violating the Individuals with Disabilities Act in April 2006. They also included using 'language/phrases that made [students] feel uncomfortable' in May 2022, according to documents obtained by 10 On Your Side through a Freedom of Information Act request. Molineaux was with the school system from August 1999 until he retired in February 2023. In that time, he was repeatedly threatened with dismissal unless he cleaned up his act, according to the documents. 'I cannot overstate how unprofessional and disturbing I find this situation and the need to reprimand you again for your behavior toward students,' an administrator at Kempsville High School wrote to him, less than a year before his retirement. 'To be clear, for you to remain employed, there must not be any additional incidents of this nature,' the letter concludes. 'In the future, if you do engage in inappropriate conduct or violate any other laws or any of the School Division's policies, procedures, or regulations, you will be recommended for dismissal.' That letter describes allegations made by his own pupils that Molineaux had repeatedly teased certain pairs of students who were friends, accusing them of being in a relationship. 'Where are your boyfriends,' the document recounts Molineaux asking a student. 'Do you need him to go into the bathroom with you,' he allegedly asked another. In the month before he left Kempsville in January 2023, administrators met with Molineaux to discuss his job performance and 'safety concerns with the learning environment.' 'In addition, you noted that security was called after students observed 'horseplaying' did not respond to a verbal redirection,' the letter documenting the meeting notes, of one of Molineaux's classes. 'As you acknowledged, the behavior observed was due to a lack of instruction planning and use of appropriate behavior interventions.' A letter dated Nov. 3, 2021 includes pieces of text conversations between Molineaux and a substitute covering his class the previous month. In them, he asked the woman if she was getting an operation to become a man. The substitute teacher subsequently told administrators she couldn't continue to cover the class. 'I'm going to try to extend my absence based on your experiences,' he texted her, according to the document. 'I don't want to walk into a firestorm.' In January 2021, Molineaux was disciplined for taking two flashlights from a security locker at Kempsville High. Two months later, he was reprimanded for failing to request a substitute teacher and properly report that he would be absent. '[T]his left students without adult supervision for 26 minutes,' the letter referencing that incident reads. In September 2011, Molineaux was admonished for his locker room talk while working at Green Run High School, after the parent of a student reported what he had said. 'Through students' statements and your own admission, it was established you did use profanity (mother f——s) and speak in an overly angry tone toward the students in the locker room,' the letter for that incident reads. 'You later apologized for your behavior.' In January 2006, Landstown High administrators sent an email to Molineaux referencing 'conduct unbecoming of a School Division Employee.' 'I am formally reprimanding you for making an anonymous phone call to the Virginian Pilot on December, 16, 2005, at 5:10 p.m. in response to an article… titled 'Lessons learned at Landstown?'' it reads. 'The phone call included profanity, and statements that may be construed as threatening.' An April 2006 letter describes Molineaux's repeated failure to meet with students who had IEPs (Individualized Educational Plans) and to complete the associated paperwork.
