
Madras University journalism department examination row: High Court orders a thorough internal inquiry
Justice C. Kumarappan issued the direction while dismissing a writ petition filed by one of the students R. Amanda Miriam Fernandez who had sought a direction to the university administration to declare the results of the examination in 'History of Communication' paper conducted for her and six others on May 11, 2024.
Expressing serious concern over a head of the department of the university having conducted an examination without prior approval from the competent authorities, the judge wrote: 'If such a thing is let lightly, the sanctity of the university's examination would be put at grave risk.'
When the writ petition was heard in April 2025, the university counsel V. Sudha contended that no examination in 'History of Communication' paper was conducted for the seven students, lacking attendance, on May 11, 2024. She also accused the petitioner of having produced a fake question paper in court.
Such submission forced Justice N. Mala to appoint designated senior counsel A.K. Sriram to inquire as to whether an examination was conducted on May 11, 2024 or not. After a thorough inquiry, the senior counsel confirmed that an examination was indeed conducted on that day by the HoD (in-charge) T.R. Gopalakrishnan.
However, going through the inquiry report, Justice Kumarappan found Mr. Gopalakrishnan to have told the senior counsel that only a 'mock exam' was conducted on May 11, 2024. The HoD also said that it was conducted in the interest of the students but unfortunately, the competent authorities did not approve the examination.
'Therefore, the question of conduct of examination is not the issue now, but the real issue rests upon as to whether such examination was authorized by the university or not? In the case in hand, from the narration of the above detailed discussion, it is amply clear that there was no approved examination conducted and the HOD has attempted to conduct examination with a probable hope that he would get concurrence from the academic committee,' Justice Kumarappan said.
He went on to state: 'Ultimately, he (HoD) himself had stated that such concurrence was not given by the Academic Committee... Therefore, this court is of the firm view that the university did not conduct any exam as contended by the petitioner. Consequently, the petitioner cannot have any relief from this court.'

SCs internal quota report placed before K'taka cabinet; special meeting on Aug 16
Bengaluru: Justice H N Nagmohan Das Commission report aimed at providing internal reservation among Scheduled Castes (SCs), was on Thursday placed before the Karnataka cabinet, which decided to discuss and take a decision on it at a special meeting on August 16. The commission, headed by retired judge of the Karnataka High Court Nagmohan Das, submitted the 1,766-page report to Chief Minister Siddaramaiah on August 4. "Justice H N Nagamohan Das Commission has submitted the report after a scientific survey in a short period of time. 92 per cent of the community's population has been covered in the survey. The report was placed before the cabinet and all the ministers have been given a copy of it," Law and Parliamentary Affairs Minister H K Patil said. Briefing reporters about the cabinet decisions, he said, "The cabinet has received the report and after studying it, on August 16 (Saturday), a special cabinet meeting will be held to discuss and take a decision." Asked about the classifications and reservations to various SC communities in the survey, the minister said the report has just been given to the ministers and he has not gone through it. "Though I have seen reports in the media, I have not compared it with the survey report," he said. The internal reservation is aimed at slicing up the 17 per cent reservation matrix given to 101 Scheduled Castes. According to reports, of the 17 per cent reservation that SCs have in the state -- SC (Left)/Madiga community will get 6 per cent, SC (Right)/Holeya- 5 per cent, 'touchable' communities- 4 per cent, 'most backward' communities- 1 per cent, and Adi Karnataka, Adi Dravida and Adi Andhra communities- 1 per cent. The government, in November last year, had appointed the commission to recommend internal reservation among SCs by gathering empirical data, after the Supreme Court last year allowed the states to provide internal reservation, and the State Cabinet agreed to implement internal reservation. In a landmark verdict delivered by the Supreme Court on August 1 last year, it held that states are constitutionally empowered to make sub-classifications within the SCs, which form a socially heterogeneous class, for granting reservation for the uplift of castes that are socially and educationally more backward. A section of SCs, like 'SC Left', have been demanding internal reservation, alleging that only a few influential sub-castes were taking away a majority of the benefits, while many communities were still marginalised.

Kerala HC orders interim stay on proceedings in FIR against actor Shwetha Menon
Kerala High Court on Thursday (August 7, 2025) stayed the proceedings in connection with the FIR lodged against Malayalam film actor Shwetha Menon for allegedly publishing or transmitting obscene scenes of some of her past movies and advertisements. The interim order was passed by Justice V.G. Arun on a plea moved by the actor to quash the FIR against her. The court also issued notice to the State of Kerala and the complainant on whose complaint a magisterial court had ordered lodging of the FIR. An FIR under Section 67 (publishing or transmitting obscene material in electronic form) of the Information Technology (IT) Act and provisions of the Immoral Traffic (Prevention) Act was lodged against the actor. Ms. Menon, known for films such as Salt N' Pepper, Rathinirvedam and Kalimannu, is in the fray for the president's post in the Association of Malayalam Movie Artistes (AMMA). The election to the executive committee of AMMA is scheduled for August 15.
